【摘要】：十六屆三中全會(huì)提出了樹立科學(xué)的發(fā)展觀的思想,在國(guó)內(nèi)、國(guó)際上引起了高度重視�？茖W(xué)的發(fā)展觀的突出體現(xiàn)就是統(tǒng)籌觀。公安系統(tǒng)應(yīng)把學(xué)習(xí)科學(xué)的發(fā)展觀放在突出的地位。要運(yùn)用統(tǒng)籌觀,調(diào)整好打、防、建的戰(zhàn)略關(guān)系,協(xié)調(diào)好科學(xué)、道德、法律的決策與勤務(wù)平臺(tái),把最大限度地調(diào)動(dòng)民警的積極性與最大限度地調(diào)動(dòng)人民群眾的積極性結(jié)合起來(lái),推進(jìn)民警素質(zhì)的全面發(fā)展。要突破狹隘的思維模式,提倡開放的思維模式。
[Abstract]:The Third Plenary Session of the 16th CPC Central Committee put forward the idea of establishing the scientific concept of development , which has caused great importance in the domestic and international levels . The scientific development view should be put into prominence . The public security system should put the development view of learning science into a prominent position . To use the integrated view , adjust the decision - making and service platform of science , morality and law , we should mobilize the enthusiasm of the civilian police and mobilize the enthusiasm of the masses of the people to the utmost extent , and advance the overall development of the civilian police ' s quality .
