【摘要】：隨著我國(guó)現(xiàn)代化進(jìn)程的向前推進(jìn)，群體性事件發(fā)生數(shù)量不斷增加，伴隨著城市化建設(shè)地不斷加快，因征地拆遷引發(fā)的群體性事件發(fā)生的頻率也逐步增加，成為影響社會(huì)穩(wěn)定的突出問(wèn)題。公安機(jī)關(guān)作為維護(hù)社會(huì)穩(wěn)定的重要力量，戰(zhàn)斗在處置此類(lèi)群體性事件的第一線，并發(fā)揮著關(guān)鍵的作用。 據(jù)相關(guān)部門(mén)的數(shù)據(jù)統(tǒng)計(jì)，長(zhǎng)沙市征地拆遷引發(fā)群體性事件的發(fā)展形勢(shì)不容樂(lè)觀，，呈現(xiàn)出頻率越來(lái)越高、規(guī)模和破壞性越來(lái)越大、主體越來(lái)越復(fù)雜和行動(dòng)越來(lái)越有組織性的特點(diǎn)。針對(duì)這些情況，長(zhǎng)沙市公安機(jī)關(guān)在處置此類(lèi)群體性事件的過(guò)程中堅(jiān)持以人為本原則、依法行政原則、效率合作原則和善用警力原則，采用快速控制現(xiàn)場(chǎng)、防止事態(tài)擴(kuò)大、服從政府領(lǐng)導(dǎo)和做好善后工作等一系列措施，取得一定的成效。但是，通過(guò)對(duì)長(zhǎng)沙市某區(qū)發(fā)生的一起征地拆遷引發(fā)的群體性事件的分析可以發(fā)現(xiàn)，長(zhǎng)沙市公安機(jī)關(guān)在處置此類(lèi)群體性事件中仍然存在著一些不足，主要體現(xiàn)在預(yù)警機(jī)制不完善、職能角色不清晰、方式方法不規(guī)范和善后機(jī)制不健全等，加上相關(guān)法律法規(guī)不健全等外部問(wèn)題，這嚴(yán)重影響了公安機(jī)關(guān)處理這類(lèi)群體性事件的效率。 針對(duì)這些困難和問(wèn)題，只有國(guó)家和政府不斷建立健全相關(guān)的法律法規(guī)，長(zhǎng)沙市公安機(jī)關(guān)在處置工作中堅(jiān)持健全預(yù)警機(jī)制拓寬信息渠道；提高警員素質(zhì)保證嚴(yán)格執(zhí)法；嚴(yán)格依照程序確保群眾利益；建立善后機(jī)制做好善后工作，只有這樣才能將征地拆遷引發(fā)的群體性事件的危害降到最低，從而保證人民的切身利益，為構(gòu)建和諧社會(huì)提供穩(wěn)定的政治環(huán)境和社會(huì)環(huán)境。
[Abstract]:With the progress of modernization in China, the number of mass incidents is increasing, and the frequency of mass events caused by land requisition and demolition is increasing gradually, along with the acceleration of urbanization. It has become a prominent problem affecting social stability. As an important force to maintain social stability, public security organs play a key role in dealing with such group incidents. According to the statistics of relevant departments, the development situation of group events caused by land requisition and demolition in Changsha is not optimistic, showing the characteristics of higher frequency, larger scale and more destructive, more and more complex subject and more organized action. In view of these circumstances, in the process of handling such group incidents, the public security organs of Changsha City adhere to the principle of people-oriented, the principle of administration according to law, the principle of efficient cooperation and the principle of making good use of police forces, and adopt the principle of rapid control of the scene to prevent the situation from expanding. From the government leadership and do a good job after a series of measures, achieved certain results. However, through the analysis of a group incident caused by a land requisition and demolition in a certain district of Changsha, it can be found that there are still some deficiencies in handling such group incidents by Changsha public security organs, which are mainly reflected in the imperfect early-warning mechanism. The external problems such as unclear function, unstandardized ways and methods, imperfect mechanism of rehabilitation and other external problems, such as imperfect laws and regulations, have seriously affected the efficiency of public security organs in dealing with such group incidents. In view of these difficulties and problems, only the state and the government constantly establish and improve the relevant laws and regulations, Changsha public security organs insist on improving the early warning mechanism to broaden the information channels, improve the quality of police officers to ensure strict law enforcement; To ensure the interests of the masses in strict accordance with the procedures, and to establish a mechanism to deal with the aftermath, only in this way can the harm of mass incidents caused by land requisition and demolition be minimized, thereby ensuring the vital interests of the people. To build a harmonious society to provide a stable political and social environment.
