【摘要】：城市社區(qū)建設(shè)具有豐富的內(nèi)容和重要的社會整合控制功能，是整個社會建設(shè)的微觀基礎(chǔ)，這就決定了它與治安防范之間存在著密切的關(guān)系，也為建立社區(qū)治安防范體系提供了前提。 關(guān)于社區(qū)治安防范體系建設(shè)，因各地實踐情況不同，所以目前還沒有統(tǒng)一的看法，但其共同點是明顯的，大都把社區(qū)治安防范體系建設(shè)看作一項系統(tǒng)工程、基礎(chǔ)工程。本文從分析社區(qū)建設(shè)與治安防范的關(guān)系入手，依據(jù)社區(qū)，，立足社區(qū)，以城市社區(qū)建設(shè)為基點，以社區(qū)警務(wù)、群防群治等為主要內(nèi)容，采用治安學(xué)、系統(tǒng)科學(xué)、犯罪學(xué)的理論與方法，試圖將社區(qū)建設(shè)與治安防范體系建設(shè)結(jié)合起來，進行理論思維與實踐經(jīng)驗的整合研究，構(gòu)建出我國城市社區(qū)治安防范體系的初步框架，并分析了城市社區(qū)治安防范體系建設(shè)的現(xiàn)狀及存在問題，提出了應(yīng)對措施。 全文共分四個部分： 第一部分從人們認識社區(qū)談起，概括提出了城市社區(qū)建設(shè)的基本內(nèi)容，并對城市社區(qū)建設(shè)與治安防范二者之間的關(guān)系進行了透徹的分析與把握。 第二部分構(gòu)建了城市社區(qū)治安防范體系的基本框架，明確了該體系主要由綜合防范——社區(qū)建設(shè)、專門防范——社區(qū)警務(wù)、制度防范——社區(qū)矯正三部分組成，并進而揭示了其特點和功能。 第三部分通過對城市社區(qū)治安防范體系建設(shè)現(xiàn)狀的研究，剖析了目前在實踐中存在的許多亟待解決的問題。 第四部分借鑒西方發(fā)達國家的經(jīng)驗，通過中外對比分析，在理論與實踐的結(jié)合中，努力尋找我國城市社區(qū)治安防范體系建設(shè)的應(yīng)對方略。
[Abstract]:Urban community construction has rich content and important social integration and control function, which is the micro basis of the whole social construction, which determines that there is a close relationship between urban community construction and public security prevention. It also provides the premise for the establishment of community security prevention system. There is no unified view on the construction of community security prevention system because of the different practice situation in various places, but its common ground is obvious, most of them regard the community security guard system construction as a system engineering, foundation project. This paper begins with the analysis of the relationship between community construction and public security prevention, based on the community, taking the urban community construction as the basic point, taking the community policing and group prevention and control as the main contents, adopting the science of public order and system science. The theories and methods of criminology try to combine the community construction with the public security prevention system construction, carry on the integration research of the theory thinking and the practice experience, construct the preliminary frame of the city community public security guard system of our country. This paper also analyzes the present situation and existing problems of the construction of urban community security prevention system, and puts forward some countermeasures. The paper is divided into four parts: the first part begins with people's understanding of the community and puts forward the basic contents of the urban community construction. The relationship between urban community construction and security prevention is thoroughly analyzed and grasped. The second part constructs the basic frame of the urban community security prevention system, which is mainly composed of three parts: comprehensive prevention and community construction, special guard against community policing, system prevention and community correction. Furthermore, it reveals its characteristics and functions. In the third part, through the research on the present situation of the construction of urban community security prevention system, the author analyzes many problems that need to be solved in practice. The fourth part draws lessons from the western developed countries experience, through the Chinese and foreign comparative analysis, in the theory and the practice union, diligently seeks our country city community public security guard system construction countermeasure.
