魯南監(jiān)獄干警職工人力資源管理問題研究

【摘要】: 監(jiān)獄作為一個特殊的組織形式,肩負(fù)著懲罰教育罪犯的繁重任務(wù),勞動改造是改造罪犯的主要手段,開展生產(chǎn)經(jīng)營活動是發(fā)展監(jiān)獄事業(yè)的一條重要途徑。面對陳舊的干警職工管理體制和日益發(fā)展變化的社會環(huán)境,魯南監(jiān)獄在發(fā)展進步過程中干警職工管理遇到了前所未有的挑戰(zhàn),人員招募、配置、開發(fā)和調(diào)控的不合理性日益暴露出來,干警職工滿意度低,積極性不高,需要得不到滿足,干警職工管理過程中遇到的這些問題,已成為制約監(jiān)獄發(fā)展進步的關(guān)鍵因素。 論文對人力資源管理基礎(chǔ)知識進行了綜述,對魯南監(jiān)獄干警職工管理和工作滿意度進行了分析調(diào)查,,揭示了干警職工管理中存在的缺乏人力資源規(guī)劃、沒有具體的職務(wù)分析、招聘缺乏系統(tǒng)性、激勵績效差等問題,提出了制定清晰的人力資源規(guī)劃、開展詳盡的工作分析、規(guī)范干警職工招聘與晉升制度、制定系統(tǒng)的干警職工培訓(xùn)計劃、制定了薪酬分配方案等對策。
[Abstract]:As a special form of organization, prisons shoulder the heavy task of punishing and educating criminals. Reform through labour is the main means to reform criminals, and the development of production and management is an important way to develop prison undertakings. In the face of the old management system of police staff and workers and the ever-changing social environment, the management of police staff and workers in the southern Shandong prison has encountered unprecedented challenges in the process of development and progress. The irrationality of development and regulation is exposed day by day, the satisfaction of the police staff and workers is low, the enthusiasm is not high, the need is not satisfied, these problems encountered in the management process of the police staff and workers have become the key factor that restricts the development and progress of the prison. This paper summarizes the basic knowledge of human resource management, analyzes and investigates the management and job satisfaction of the police staff and workers in Lunan prison, and reveals the lack of human resource planning and the lack of specific job analysis in the management of the police staff and workers. Some problems such as lack of systematic recruitment, poor incentive performance and so on are put forward, such as making clear human resource planning, carrying out detailed work analysis, standardizing recruitment and promotion system of police staff and workers, and formulating systematic training plan for police staff and workers. Some countermeasures, such as salary distribution plan, are made.
