【摘要】： 公安機關作為武裝性質的國家治安行政力量和刑事司法力量,要完成好法律和人民賦予的職責任務,就必須建立起一支政治堅定、忠于職守、勇于奉獻、有堅強戰(zhàn)斗力的隊伍,這是行業(yè)、崗位和任務的特殊性決定的。當今世界已經進入知識經濟時代,繼續(xù)教育、終身學習,是這個時代的重要特征之一,是現(xiàn)代教育的重要組成部分。努力建設一支高素質的、充滿生機和活力的公安隊伍,保持公安隊伍具有較強戰(zhàn)斗力,關鍵是科教強警,基礎是教育訓練,特別是當前復雜的社會治安形勢,對公安工作和隊伍建設帶來嚴峻挑戰(zhàn)。必須努力在提高全體公安民警素質、不斷更新知識結構、不斷提高戰(zhàn)術技能方面取得新的突破和進展,通過在更深廣的范圍內開展有針對性的、有實效的民警繼續(xù)教育工作,全面提高民警的職業(yè)能力。 本文就公安民警繼續(xù)教育的相關概念、在我國的發(fā)展進程和國外警察教育訓練的成功經驗進行了闡述。通過分析益陽市公安繼續(xù)教育面臨的外部環(huán)境,以及我市民警隊伍建設中存在的問題,指出民警繼續(xù)教育工作的必要性和重要性。并指出目前我市公安教育訓練工作中存在一些亟待解決的問題,如對培訓的認識上存在偏差;教育訓練方式方法落后;學習內容缺乏針對性和規(guī)劃性;民警參訓的激勵機制不健全;師資力量薄弱等。論文在綜合研究的基礎上,認為要解決這些問題,必須從制度和措施上進行改革和創(chuàng)新,主要包括:要轉變長期以來的一次教育思想,高度重視和開展有計劃、有組織的民警繼續(xù)教育工作,充分認識民警繼續(xù)教育工作的制度化,規(guī)范化建設的重要性;要改革一成不變的民警教育訓練模式,從切實了解民警需求、科學規(guī)劃實施、系統(tǒng)評估分析等各個環(huán)節(jié),積極引進科學先進的教育訓練方法,重點完善戰(zhàn)訓合一、輪訓輪值機制,并在師資建設和基礎設施建設上提供強有力的保障,增強民警培訓工作的實效性,切實提高培訓質量。
[Abstract]:The public security organs, as armed state security administrative forces and criminal judicial forces, in order to accomplish the duties entrusted by the law and the people, they must establish a contingent of politically determined, loyal, committed, and strong combat effectiveness. This is determined by the specialty of the industry, position and task. Nowadays, the world has entered the era of knowledge economy. Continuing education and lifelong learning are one of the important characteristics of this era and an important part of modern education. To strive to build a high-quality, vibrant and dynamic public security force, and to maintain the public security force with a relatively strong combat effectiveness, the key is to strengthen the police through science and education. The foundation is education and training, especially in the current complex social security situation. It will bring severe challenges to public security work and team building. We must strive to achieve new breakthroughs and progress in improving the quality of all public security police, constantly updating their knowledge structure, and constantly improving their tactical skills, and continue to carry out targeted and effective civilian police continuing education in a deeper and broader scope. Improve the professional ability of the police in an all-round way. This paper expounds the related concepts of police continuing education, the development process in our country and the successful experience of foreign police education and training. Based on the analysis of the external environment faced by the police continuing education in Yiyang City and the problems existing in the construction of the police contingent in our city, the necessity and importance of the continuing police education work are pointed out. It is pointed out that there are some problems to be solved in the training of public security education in our city at present, such as the deviation in the understanding of training, the backwardness of the methods of education and training, the lack of pertinence and planning of the learning contents, the lack of pertinence and planning of the training Police training incentive mechanism is not perfect; teachers are weak and so on. On the basis of comprehensive research, the paper thinks that in order to solve these problems, we must reform and innovate from the system and measures, including: to change the long-term education thought, attach great importance to and carry out the plan, We should fully understand the importance of institutionalizing and standardizing the continuing education of police officers, and reform the immutable mode of education and training for the police, so as to understand the needs of the police and scientifically plan their implementation. Through systematic evaluation and analysis, we should actively introduce scientific and advanced methods of education and training, focus on improving the integration of war training and training, rotation and rotation mechanism, and provide a strong guarantee for the construction of teachers and infrastructure. Enhance the effectiveness of the police training work, and improve the quality of training.
