【摘要】： 社會治安綜合治理是當前實現(xiàn)依法治國，構(gòu)建和諧社會的重要治國方針。本文通過對社會治安綜合治理治國方針的確立、階段劃分、工作原則、對象及范圍等淺性的歷史考察，進一步得出加強社會治安綜合治理工作，大力開展矛盾糾紛排查、強化嚴打整治、構(gòu)建有效治安防控體系、落實公共安全措施、加強組織體系建設(shè)的重要性，并建議進一步著手做好社會治安綜合治理立法等工作，保證社會治安綜合治理政策在實踐中發(fā)揮更大作用。 當前，我國正緊緊團結(jié)在以胡錦濤同志為總書記的黨中央周圍，堅持以科學(xué)發(fā)展觀為指導(dǎo)，同心同德努力構(gòu)建和諧社會。筆者在淺性考察的基礎(chǔ)上，緊密結(jié)合當前工作實際，，從通過東西方法治思想不同、人民爭取權(quán)利方式不同、文化背景不同、認知法律不同，以及東西方現(xiàn)實經(jīng)濟發(fā)展的水平不同等方面進行反思，用歷史經(jīng)驗與現(xiàn)實實踐考察的角度強調(diào)社會治安綜合治理治國方針在實現(xiàn)中華民族偉大復(fù)興過程中發(fā)揮重要作用，是當前新時期維護社會穩(wěn)定促進經(jīng)濟發(fā)展的最有效治國方針之一，從而增強認真貫徹執(zhí)行的責(zé)任感，扎實做好工作，更好地為社會主義現(xiàn)代化建設(shè)服務(wù)。
[Abstract]:Comprehensive management of social security is an important national policy to realize the rule of law and build a harmonious society. Based on the shallow historical investigation of the establishment, stage division, working principle, object and scope of the comprehensive management of social security, this paper draws a conclusion that the comprehensive management of social security should be strengthened, and contradictions and disputes should be investigated vigorously. To strengthen the crackdown and rectification, to build an effective public security prevention and control system, to implement public security measures, to strengthen the importance of the building of the organizational system, and to propose further work to do a good job in legislation on comprehensive management of public security. To ensure that the comprehensive management of public order policy in practice to play a greater role. At present, our country is closely United around the Party Central Committee with Comrade Hu Jintao as the general secretary, insists on taking the scientific development view as the guidance, and strives to build a harmonious society with one heart and one mind. On the basis of a shallow investigation, the author closely combines the current work practice, from the different ideas of the rule of law between the East and the West, the different ways the people strive for rights, the different cultural backgrounds and the different cognitive laws. It also reflects on the different levels of economic development in East and West, and emphasizes the important role of the comprehensive management of social security in the process of realizing the great rejuvenation of the Chinese nation from the perspective of historical experience and practical investigation. It is one of the most effective national policies for maintaining social stability and promoting economic development in the new period, thus enhancing the sense of responsibility of conscientiously carrying out the work, doing a good job in a down-to-earth manner, and better serving the socialist modernization drive.
