【摘要】：要想使公安工作適應(yīng)隨著經(jīng)濟(jì)體制改革而來(lái)的巨大社會(huì)變革,必須對(duì)警察體制進(jìn)行積極而又慎重的改革。警察體制改革應(yīng)堅(jiān)持從中國(guó)具體國(guó)情出發(fā)的原則,適應(yīng)市場(chǎng)經(jīng)濟(jì)發(fā)展方向的原則,依法治國(guó)的原則,精簡(jiǎn)、規(guī)范、效能的原則。改革開放以來(lái)的警察體制改革,順應(yīng)了經(jīng)濟(jì)市場(chǎng)化的歷史趨勢(shì)。要進(jìn)一步改革警察體制,必須重新明確劃分中央事權(quán)與地方事權(quán),觸動(dòng)“條塊結(jié)合、以塊為主” 的體制的核心。而首先需要明確的,就是刑事執(zhí)法權(quán)是地方事權(quán)還是中央事權(quán)。警察體制改革應(yīng)當(dāng)避免由“塊塊分割” 變成“條條分割”,按下葫蘆浮起瓢。
[Abstract]:In order to make the public security work adapt to the great social changes brought about by the reform of the economic system, it is necessary to reform the police system actively and prudently. The reform of the police system should adhere to the principles of proceeding from the specific conditions of China, adapting to the developing direction of the market economy, governing the country according to law, streamlining, standardizing and effective. The reform of the police system since the reform and opening up conforms to the historical trend of economic marketization. In order to further reform the police system, it is necessary to redefine the central and local authorities, and touch the core of the system of "combination of pieces and blocks". First of all, it needs to be clear that the power of criminal law enforcement is the local power or the central authority. The reform of the police system should avoid changing from "block division" to "stripe division" and press the gourd to float the ladle.
