【摘要】：實(shí)行社會(huì)治安綜合治理是黨中央、國(guó)務(wù)院在上世紀(jì)80年代初針對(duì)改革開放后社會(huì)治安出現(xiàn)的新情況、新問題做出的重大戰(zhàn)略決策。社會(huì)治安綜合治理是一項(xiàng)事關(guān)社會(huì)經(jīng)濟(jì)發(fā)展和社會(huì)穩(wěn)定的基礎(chǔ)性工作,社區(qū)治安更是社會(huì)治安綜合治理體系中的基礎(chǔ)環(huán)節(jié)。隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展,原有的社區(qū)治安機(jī)制已不能與新形勢(shì)下的社區(qū)管理和社會(huì)治安綜合治理相適應(yīng)。如何使社區(qū)治安不斷適應(yīng)當(dāng)前復(fù)雜的治安形勢(shì),有效解決社區(qū)治安中出現(xiàn)的新問題,已成為社會(huì)治安研究的一個(gè)重要課題。 本文針對(duì)當(dāng)前烏魯木齊市社區(qū)治安組織機(jī)構(gòu)不健全,工作不扎實(shí),很多社區(qū)治安防控體系不完善,對(duì)流動(dòng)人口的管理和服務(wù)不到位等問題,選取國(guó)道社區(qū)作為研究對(duì)象,通過對(duì)其治安創(chuàng)新實(shí)踐的實(shí)證研究,旨在以點(diǎn)帶面,發(fā)現(xiàn)規(guī)律,探索烏魯木齊地區(qū)以及少數(shù)民族聚居地區(qū)的社區(qū)治安創(chuàng)新思路、機(jī)制建設(shè)和工作模式,以為和諧社會(huì)的建設(shè)與管理提供一定的參考和借鑒。 本文所指的社區(qū)治安創(chuàng)新并非是從無到有地創(chuàng)建社區(qū)治安機(jī)制,而是一個(gè)對(duì)目前社區(qū)治安工作實(shí)踐經(jīng)驗(yàn)進(jìn)行總結(jié)、發(fā)展、再創(chuàng)造的過程,是根據(jù)社區(qū)治安實(shí)際,采用新的工作思路、措施、手段,及時(shí)調(diào)整治安體系,使之適應(yīng)社區(qū)治安新情況、解決新問題、發(fā)揮社區(qū)治安新能力的機(jī)制化建設(shè)過程。本文的主要研究過程是:首先分析社區(qū)治安創(chuàng)新相關(guān)理論,其次,在分析國(guó)道社區(qū)治安狀況及存在問題的前提下,系統(tǒng)總結(jié)國(guó)道社區(qū)在社區(qū)治安創(chuàng)新中的具體實(shí)踐,最后,在借鑒國(guó)內(nèi)外社區(qū)治安及警務(wù)經(jīng)驗(yàn)的基礎(chǔ)上,提出進(jìn)一步推動(dòng)國(guó)道社區(qū)治安創(chuàng)新的對(duì)策建議。
[Abstract]:The implementation of comprehensive management of social security is a major strategic decision made by the Central Committee of the CPC Central Committee and the State Council in the early 1980s in view of the new situation and new problems of social security after the reform and opening up. Comprehensive management of social security is a basic work related to social economic development and social stability, and community public security is the basic link in the comprehensive management system of social security. With the continuous development of economy and society, the original community security mechanism can no longer adapt to the community management and the comprehensive management of social security under the new situation. How to make the community public order adapt to the current complex security situation and effectively solve the new problems in the community security has become an important subject of social security research. Aiming at the problems of unsound organization and work of community public security in Urumqi at present, many community security prevention and control systems are not perfect, and the management and service of floating population is not in place, this paper selects the national highway community as the research object. Through the empirical research on its practice of public security innovation, the aim is to find out the law, and to explore the innovative thinking, mechanism construction and working mode of community security in Urumqi and the areas inhabited by ethnic minorities. For the construction and management of a harmonious society to provide a certain reference and reference. The innovation of community security referred to in this paper is not to create community security mechanism from scratch, but to sum up, develop and recreate the practical experience of community security work, which is based on the reality of community security. Adopt new work thought, measure, means, adjust the public security system in time, make it adapt to the new situation of community security, solve new problems, give play to the process of institutional construction of the new ability of community security. The main research process of this paper is as follows: firstly, the relevant theories of community security innovation are analyzed; secondly, on the premise of analyzing the security situation and existing problems of the national highway community, the concrete practice of the national highway community in the community security innovation is summarized systematically. Finally, On the basis of drawing lessons from the experience of community security and policing at home and abroad, this paper puts forward some countermeasures and suggestions to further promote the innovation of community security in national highways.
