【摘要】：在“時(shí)間濃縮”的進(jìn)程里,隨著社會(huì)轉(zhuǎn)型的加速、城市化進(jìn)程的加快和社會(huì)成員流動(dòng)的加強(qiáng),基層派出所的職能正在發(fā)生著變化。這些變化,對(duì)于警務(wù)改革方向的確定、警務(wù)改革路徑的選擇乃至“中國(guó)夢(mèng)”的實(shí)現(xiàn),極具研究和參考價(jià)值,但對(duì)基層派出所職能轉(zhuǎn)變出路探尋的考察和理解,卻需要從警務(wù)改革入手。 在警務(wù)活動(dòng)中,派出所位于社會(huì)管理的末梢,是上級(jí)公安部門(mén)的派出機(jī)構(gòu)、公安系統(tǒng)的基層單位,它與廣大群眾接觸最廣泛、最密切,是當(dāng)前各級(jí)公安機(jī)關(guān)維護(hù)社會(huì)穩(wěn)定的重要依托。 近年來(lái),在公安系統(tǒng)自上而下對(duì)警務(wù)改革已達(dá)成普遍共識(shí)的大背景下,公安機(jī)關(guān)對(duì)公共安全治理的能力也不斷提高,但與此同時(shí),基層派出所的警務(wù)建設(shè)卻未能與社會(huì)的轉(zhuǎn)型同步,如警力配備不足、配套機(jī)制不完善以及預(yù)防犯罪的能力有待提升等,這些影響了基層派出所警務(wù)改革成效的彰顯,也成為整個(gè)公安系統(tǒng)警務(wù)能力提升所面臨的現(xiàn)實(shí)困境之一。 基層公安派出所的職能轉(zhuǎn)變應(yīng)該從何著手呢?如何讓基層派出所在社會(huì)急劇轉(zhuǎn)型的今日進(jìn)行有目的性的警務(wù)改革?本論文在概述基層公安派出所和警務(wù)改革背景的必要性和現(xiàn)實(shí)意義的基礎(chǔ)上,從新公關(guān)管理理論出發(fā),對(duì)警務(wù)改革視角下基層派出所的職能轉(zhuǎn)變的制約因素進(jìn)行分析研究,研究近年來(lái)部分國(guó)家在警務(wù)改革實(shí)踐中的經(jīng)驗(yàn)與教訓(xùn),從中得出派出所在警務(wù)改革過(guò)程中深入推進(jìn)職能轉(zhuǎn)變的深層次原因和取得效果的經(jīng)驗(yàn),進(jìn)而提出在警務(wù)改革視角下如何積極有效轉(zhuǎn)變基層派出所困境,密切與群眾的聯(lián)系。 全文共三萬(wàn)余字,分為引言、正文、結(jié)語(yǔ)三大部分。 引言主要闡述本論文的選題背景、理論意義和現(xiàn)實(shí)意義,研究難點(diǎn)、創(chuàng)新點(diǎn)以及研究方法。 正文分為四大部分： 第二章概述基層公安派出所的性質(zhì)、任務(wù)和作用,指出在社會(huì)治安日益嚴(yán)峻的新形勢(shì)下,深入推進(jìn)公安派出所警務(wù)改革的理論基礎(chǔ)和現(xiàn)實(shí)意義。 第三章歸納了當(dāng)前公安派出所工作面臨的現(xiàn)實(shí)困境和制約因素,尋求解決當(dāng)前公安派出所工作面臨的現(xiàn)實(shí)困境和制約因素的方式。 第四章介紹美、英等西方國(guó)家警務(wù)改革的經(jīng)驗(yàn)及教訓(xùn),結(jié)合我國(guó)公安派出所警務(wù)改革面臨的困境,分析了西方國(guó)家警務(wù)改革的經(jīng)驗(yàn)與教訓(xùn)對(duì)基層派出所警務(wù)改革的指導(dǎo)作用與借鑒意義。 第五章立足于西方發(fā)達(dá)國(guó)家警務(wù)改革經(jīng)驗(yàn)與教訓(xùn),從公安派出所的職能、派出所的組織建設(shè)等方面,針對(duì)派出所面臨的現(xiàn)實(shí)困境和制約因素提出了相應(yīng)的意見(jiàn)建議,推動(dòng)基層派出所警務(wù)改革任務(wù)的完成。 在結(jié)語(yǔ)部分,筆者指出在警務(wù)改革不斷走向深入這一大背景下,積極有效地推動(dòng)派出所職能轉(zhuǎn)變,減少改革機(jī)會(huì)成本任重而道遠(yuǎn)。
[Abstract]:In the process of "time concentration", with the acceleration of social transformation, the acceleration of urbanization process and the strengthening of social member mobility, the functions of grass-roots police stations are changing. These changes have great research and reference value for the determination of police reform direction, the choice of police reform path and the realization of "Chinese Dream". However, we need to start with police reform. In police activities, the police station is located at the end of social management. It is the dispatch office of the public security department at a higher level and the grass-roots unit of the public security system. It has the most extensive and close contact with the broad masses. It is the important support of public security organs at all levels to maintain social stability. In recent years, under the background that the public security system has reached a general consensus on police reform from top to bottom, the ability of public security organs to govern public security has also been continuously improved, but at the same time, However, the police construction of the grass-roots police station has failed to keep pace with the transformation of the society, such as inadequate police strength, imperfect supporting mechanism and the ability to prevent crime, which have affected the effectiveness of the police reform of the grass-roots police station. It has also become one of the practical dilemmas that the police ability of the whole public security system faces. How should the functions of the grass-roots police stations be changed? How to let the grass-roots police station in the rapid transformation of the society today to carry out a purposeful police reform? On the basis of summarizing the necessity and practical significance of the background of the police station and police reform at the grass-roots level, this paper analyzes and studies the restrictive factors of the transformation of the function of the police station in the perspective of the police reform from the perspective of the new theory of public relations management. This paper studies the experiences and lessons of some countries in the practice of police service reform in recent years, and draws the deep reasons for the police station to promote the function transformation in the process of police service reform and the experience of obtaining the effect. Then it puts forward how to change the predicament of the grass-roots police station actively and effectively under the perspective of the police reform, and closely contact with the masses. The full text consists of more than 30,000 words, which is divided into three parts: introduction, text and conclusion. The introduction mainly describes the background, theoretical and practical significance, research difficulties, innovation and research methods. The text is divided into four parts: the second chapter summarizes the nature, task and function of the police station at the grass-roots level, and points out the theoretical basis and practical significance of promoting the police service reform of the police station in the new situation of increasingly austere social security. The third chapter summarizes the current public security police station work faced with the practical difficulties and constraints, seeking to solve the current public security police station work faced with the practical difficulties and constraints of the way. The fourth chapter introduces the experiences and lessons of police reform in western countries, such as the United States, Britain and other western countries, combined with the difficulties faced by the police reform of police stations in our country. This paper analyzes the guiding role and reference significance of the experience and lessons of the police reform in western countries to the police reform at the grass-roots police station. The fifth chapter is based on the experience and lessons of police reform in western developed countries, from the functions of police stations, the organization and construction of police stations, the paper puts forward corresponding suggestions on the practical difficulties and constraints faced by police stations. To promote the completion of the task of police reform at grass-roots police stations. In the conclusion part, the author points out that under the background of the police reform going deeper and deeper, we should actively and effectively promote the transformation of police station functions and reduce the opportunity cost of reform.
