【摘要】： 社區(qū)警務(wù)被國外警學(xué)界稱之為第四次警務(wù)革命，近幾十年來在全世界許多國家推行。這次警務(wù)革命的核心或者說主要標志是民警回到民間，與民眾建立良好的關(guān)系，繼而共同整合社會治安防范資源，以達到預(yù)防減少違法犯罪的目的。良好的警民關(guān)系從何而來，我國公安機關(guān)一直強調(diào)專門工作與群眾路線相結(jié)合，建立警民魚水關(guān)系。“魚水關(guān)系”很形象，但要達到這層關(guān)系究竟該怎么做一直沒有系統(tǒng)的理論來支撐，并且隨著社會、經(jīng)濟的發(fā)展變化，警民關(guān)系遇到了許多新的情況和問題，造成新形勢下警民關(guān)系的疏遠，由此也帶來了社會治安維護工作的難度。鑒于此，筆者試圖從城市最小的組成單位--社區(qū)入手，探索建立一種比較穩(wěn)固的警民合作機制，這種機制是建立在警察與民眾平等合作的基礎(chǔ)上，警察不能以管人者自居，不能脫離群眾，要牢固樹立執(zhí)法為民的思想，積極主動地為民眾排憂解難；而民眾要把預(yù)防、減少違法犯罪視為己責，積極支持警察維護社會治安；政府及有關(guān)部門則要為警民合作提供必要的條件，架設(shè)一種有效合作的橋梁。唯有如此，警民之間才能 真正圍繞一個共同的目標即預(yù)防減違法犯罪而共同努力。這種警民合作機制的建立非一朝一夕之功，需要警、民、社會、政府多方長期的努力去營建，但一旦建立起來，必將對維護社會治安發(fā)揮極其重要的作用，，進而為廣大民眾真正創(chuàng)造一個安居樂業(yè)的環(huán)境。
[Abstract]:Community policing has been called the fourth police revolution by foreign police academe, and has been carried out in many countries all over the world in recent decades. The core or main symbol of this police revolution is that the police return to the people, establish a good relationship with the public, and then jointly integrate social security prevention resources, in order to achieve the purpose of preventing and reducing illegal crimes. Where does a good relationship between the police and the people come from? our country's public security organs have always emphasized the combination of specialized work and mass line to establish the relationship between the police and the public. The "fish-water relationship" is very vivid, but in order to achieve this level of relationship, there has been no systematic theory to support it. And with the development of society and economy, the relationship between the police and the people has encountered many new situations and problems. In the new situation, the relationship between the police and the people is alienated, which also brings the difficulty of the maintenance of public order. In view of this, the author tries to start with the community, the smallest unit of the city, to explore the establishment of a relatively stable mechanism of cooperation between the police and the public, which is based on the equal cooperation between the police and the public. We should firmly establish the idea of law enforcement for the people, actively solve the difficulties for the public, and the public should regard prevention and reduce illegal crimes as their own responsibility, and actively support the police to maintain social order; The government and relevant departments should provide the necessary conditions for police-community cooperation and build a bridge for effective cooperation. Only in this way, the police and the public can work together around a common goal, that is, to prevent the reduction of crime. The establishment of this mechanism of cooperation between the police and the people will not be established overnight. It requires the long-term efforts of the police, the people, the society and the government to build it. But once it is established, it will certainly play an extremely important role in the maintenance of public order. And then for the masses of people to create a real environment of peace and contentment.
