【摘要】： 在全部公安工作中，隊(duì)伍建設(shè)是根本也是保證。大力加強(qiáng)公安隊(duì)伍正規(guī)化建設(shè)，是打造一支革命化、正規(guī)化的公安隊(duì)伍的本質(zhì)要求，是保持公安機(jī)關(guān)性質(zhì)、本色和作風(fēng)，切實(shí)履行和承擔(dān)政治和社會(huì)責(zé)任的重要保證。高度重視公安隊(duì)伍正規(guī)化建設(shè)，是我們黨和公安機(jī)關(guān)的一貫要求，也是公安機(jī)關(guān)的優(yōu)良傳統(tǒng)和寶貴經(jīng)驗(yàn)。新世紀(jì)新階段，隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)不斷發(fā)展，社會(huì)穩(wěn)定和治安形勢(shì)也發(fā)生了變化，公安機(jī)關(guān)的組織結(jié)構(gòu)更加復(fù)雜，工作科技含量日趨增大，專業(yè)分工更為明確，對(duì)正規(guī)化建設(shè)提出了更為緊迫的要求和更高的標(biāo)準(zhǔn)。黨中央審時(shí)度勢(shì)，提出了構(gòu)建社會(huì)主義和諧社會(huì)這一戰(zhàn)略任務(wù)，本文從構(gòu)建社會(huì)主義和諧社會(huì)的高度出發(fā)，通過研究公安隊(duì)伍在社會(huì)主義現(xiàn)代化建設(shè)與構(gòu)建和諧社會(huì)進(jìn)程中的職責(zé)定位，分析了公安隊(duì)伍建設(shè)存在的種種非正規(guī)現(xiàn)象，指出了公安隊(duì)伍正規(guī)化建設(shè)的必要性與緊迫性，并結(jié)合行政管理學(xué)的相關(guān)理論，，抓住公安隊(duì)伍正規(guī)化建設(shè)的精髓，論述了當(dāng)前公安隊(duì)伍正規(guī)化建設(shè)的必要性和正規(guī)化建設(shè)的內(nèi)容與方法，指出公安隊(duì)伍正規(guī)化建設(shè)的重點(diǎn)是“四統(tǒng)一、五規(guī)范”，為建設(shè)一支具備維護(hù)國家安全能力、駕馭社會(huì)治安局勢(shì)能力、處置突發(fā)事件和為經(jīng)濟(jì)社會(huì)發(fā)展服務(wù)的能力的公安隊(duì)伍提供理論支持，使公安隊(duì)伍成為和諧中國的促進(jìn)者、維護(hù)者、保障者。
[Abstract]:In the whole public security work, the troop construction is the fundamental also is the guarantee. To strengthen the regularization of the public security contingent is the essential requirement of creating a revolutionized and regular public security contingent, and an important guarantee to maintain the nature, nature and style of the public security organs, and to carry out and shoulder the political and social responsibilities. To attach great importance to the regularization of the public security ranks is the consistent requirement of our Party and public security organs, and is also the fine tradition and valuable experience of the public security organs. At the new stage of the new century, with the continuous development of the socialist market economy, social stability and the situation of public security have also changed. The organizational structure of the public security organs has become more complex, the scientific and technological content of work is increasing day by day, and the professional division of labor has become clearer. More urgent requirements and higher standards have been put forward for regularization construction. The CPC Central Committee has judged the situation and put forward the strategic task of building a socialist harmonious society. This paper starts from the height of constructing a socialist harmonious society. By studying the duty orientation of the public security forces in the process of socialist modernization and building a harmonious society, this paper analyzes on the various informal phenomena existing in the construction of the public security forces, and points out the necessity and urgency of the regularization construction of the public security forces. Combined with the relevant theories of administrative management, this paper grasps the essence of the regularization construction of the public security contingent, and discusses the necessity, contents and methods of the regularization construction of the public security contingent at present. It is pointed out that the focal point of the regularization construction of the public security team is "four unification, five norms", in order to build a group with the ability to maintain national security and control the public security situation. In order to make the public security team become the promoters, defenders and guarantors of harmonious China, the public security forces who deal with emergencies and serve the development of economy and society provide theoretical support.
