【摘要】： 構(gòu)建社會主義和諧社會,是我們黨從全面建設(shè)小康社會、開創(chuàng)中國特色社會主義事業(yè)新局面的全局提出的一項(xiàng)重大任務(wù),在構(gòu)建和諧社會的過程中,社區(qū)具有不可替代的基礎(chǔ)作用,建設(shè)和諧社區(qū)是構(gòu)建和諧社會的基礎(chǔ)工程。而和諧社區(qū)建設(shè)與發(fā)展的核心是人的和諧發(fā)展,毋庸置疑,流動人口是和諧社區(qū)構(gòu)建中的重要一員,他們既是評估社區(qū)和諧的重要指標(biāo),又是構(gòu)建和諧社區(qū)的重要方面。大量出現(xiàn)的流動人口對我國社區(qū)經(jīng)濟(jì)的高速發(fā)展發(fā)揮了積極的、不可替代的建設(shè)作用,但是不容否認(rèn),流動人口的出現(xiàn)也對和諧社區(qū)的構(gòu)建產(chǎn)生了一定負(fù)面影響,因此需要正確協(xié)調(diào)處理好城市流動人口問題,來推動我國社區(qū)的和諧發(fā)展。 本文主要采用歷史考察和現(xiàn)實(shí)分析相結(jié)合、官方材料和學(xué)術(shù)研究相結(jié)合、理論研究和實(shí)地調(diào)研相結(jié)合的研究方法,運(yùn)用政治學(xué)、法學(xué)、社會學(xué)等學(xué)科的基本理論知識,對我國流動人口與和諧社區(qū)的構(gòu)建問題進(jìn)行了系統(tǒng)且深入的研究。文章分為五個(gè)部分: 第一部分:引言。闡述論文選題的背景及意義,分析國內(nèi)外流動人口與和諧社區(qū)構(gòu)建的研究現(xiàn)狀,并提出文章的基本研究思路。 第二部分:城市流動人口與和諧社區(qū)的內(nèi)涵。解釋城市流動人口、社區(qū)、和諧社區(qū)等相關(guān)概念。 第三部分:城市流動人口的現(xiàn)狀和特征。分析城市流動人口的現(xiàn)狀,并對流動人口的年齡性別、文化結(jié)構(gòu)、人口流向、職業(yè)結(jié)構(gòu)、居住分布等特征進(jìn)行詳細(xì)分析。 第四部分:城市流動人口對和諧社區(qū)構(gòu)建的效應(yīng)分析。首先分析城市流動人口對和諧社區(qū)構(gòu)建的正負(fù)兩方面效應(yīng),然后針對所產(chǎn)生的負(fù)效應(yīng)進(jìn)行深層次的原因解析。 第五部分:正確協(xié)調(diào)城市流動人口問題,構(gòu)建社會主義和諧社區(qū)的對策。首先應(yīng)該轉(zhuǎn)變觀念,培養(yǎng)平等、文明、和諧的“新市民”心態(tài),然后是完善法規(guī),改進(jìn)城市流動人口服務(wù)和管理體制,再是充分發(fā)揮社區(qū)作用,正確協(xié)調(diào)流動人口問題,構(gòu)建社會主義和諧社區(qū)。 本文的創(chuàng)新之處主要表現(xiàn)在兩個(gè)方面:一是在研究視角上,以往學(xué)者較多關(guān)注對流動人口的管理,忽視了對其社區(qū)服務(wù)研究,對于社區(qū)發(fā)展,研究者大都從城市本地居民這一思維邏輯出發(fā),而忽略了把流動人口納入社區(qū)建設(shè)之中,而本文從城市流動人口與和諧社區(qū)構(gòu)建相結(jié)合的新角度來進(jìn)行深入地研究;二是在研究內(nèi)容上,在系統(tǒng)闡述目前城市流動人口的現(xiàn)狀和特征的基礎(chǔ)上,深入分析了流動人口對于和諧社區(qū)構(gòu)建的正負(fù)兩方面效應(yīng),并針對存在的問題進(jìn)行全方位原因解析,進(jìn)而提出了相應(yīng)的對策,對正確協(xié)調(diào)流動人口問題、推動社區(qū)的和諧發(fā)展作出了積極探索。
[Abstract]:Building a harmonious socialist society is a major task put forward by our Party from the overall situation of building a well-off society in an all-round way and creating a new situation for the cause of socialism with Chinese characteristics. In the process of building a harmonious society, The construction of harmonious community is the basic project of constructing harmonious society. The core of the construction and development of harmonious community is the harmonious development of people. There is no doubt that the floating population is an important member in the construction of harmonious community, they are not only an important index to evaluate the harmonious community, but also an important aspect of building a harmonious community. The emergence of a large number of floating population has played a positive and irreplaceable role in the rapid development of the community economy in China, but there is no denying that the emergence of the floating population also has a certain negative impact on the construction of a harmonious community. Therefore, it is necessary to properly coordinate the urban floating population to promote the harmonious development of our community. This paper mainly uses the methods of historical investigation and reality analysis, the combination of official materials and academic research, the combination of theoretical research and field investigation, and the application of basic theoretical knowledge of political science, law, sociology and other disciplines. This paper makes a systematic and in-depth study on the construction of floating population and harmonious community in China. The article is divided into five parts: the first part: introduction. This paper expounds the background and significance of the topic selection, analyzes the current research situation of floating population and harmonious community construction at home and abroad, and puts forward the basic research ideas of the paper. The second part: the connotation of urban floating population and harmonious community. Explain the urban floating population, community, harmonious community and other related concepts. The third part: the present situation and characteristics of urban floating population. The present situation of urban floating population is analyzed, and the characteristics of the floating population, such as age and sex, cultural structure, population flow, occupation structure and residential distribution, are analyzed in detail. The fourth part: the effect of urban floating population on the construction of harmonious community. This paper first analyzes the positive and negative effects of urban floating population on the construction of harmonious communities, and then analyzes the deep reasons for the negative effects. The fifth part: coordinate the problem of urban floating population correctly, construct the countermeasure of socialist harmonious community. First of all, we should change our concepts, cultivate a "new citizen" mentality of equality, civilization and harmony, and then perfect the laws and regulations, improve the service and management system of the urban floating population, and then give full play to the role of the community and correctly coordinate the floating population problem. Building a harmonious socialist community. The innovation of this paper is mainly reflected in two aspects: first, from the perspective of research, previous scholars pay more attention to the management of floating population, neglecting the study of community service, and the development of the community. Most of the researchers start from the logic of urban residents, but ignore the floating population into the construction of the community, and this article from the city floating population and harmonious community construction of a new perspective to conduct in-depth research; Secondly, on the basis of systematically expounding the present situation and characteristics of urban floating population, this paper deeply analyzes the positive and negative effects of floating population on the construction of harmonious community, and analyzes the reasons for the problems. Then the corresponding countermeasures are put forward, and the positive exploration is made to coordinate the floating population correctly and promote the harmonious development of the community.
