【摘要】：群體性事件是社會(huì)矛盾在特定社會(huì)階段的表現(xiàn)形式,是歷史發(fā)展、社會(huì)轉(zhuǎn)型過程中社會(huì)矛盾沖突的必然產(chǎn)物,其突發(fā)性強(qiáng),涉及面廣,行為激烈,危害嚴(yán)重,有的甚至危及國家政局的穩(wěn)定。新時(shí)期如何妥善處置群體事件已成為公安機(jī)關(guān)面臨的重大課題。本文在對公安機(jī)關(guān)處置群體性事件的研究中,主要包括以下內(nèi)容:緒論主要介紹本文的研究現(xiàn)狀、研究意義、國內(nèi)外對此問題的研究現(xiàn)狀及評述,本文的研究思路和研究方法;第一章從公安機(jī)關(guān)群體性事件處置的現(xiàn)狀、法定原則和方法、國外群體性事件處置的方法及借鑒等方面,對公安機(jī)關(guān)群體性事件的處置進(jìn)行概述;第二章認(rèn)為公安機(jī)關(guān)在預(yù)警信息、矛盾化解、現(xiàn)場處置、輿論引導(dǎo)等方面存在各種問題;第三章分析事件處置不當(dāng)?shù)耐獠恳蛩?包括法律制度不完善、“三個(gè)慎用”難把握、社會(huì)綜治成虛設(shè)、事件突發(fā)處置難;處置不當(dāng)?shù)膬?nèi)部因素包括,情報(bào)工作不扎實(shí)、矛盾化解不到位、駕控能力有缺憾、公關(guān)工作待提高;第四章從事前充分準(zhǔn)備、提高應(yīng)對能力、事中合理處置、事后及時(shí)跟進(jìn)、全程輿論引導(dǎo)等方面對群體性事件的處置對策進(jìn)行完善;在結(jié)語部分對本文進(jìn)行了總結(jié)。
[Abstract]:Group events are the manifestation of social contradictions in a specific social stage, and the inevitable outcome of social contradictions and conflicts in the process of historical development and social transformation. Some even endanger the country's political stability. In the new period, how to deal with group events properly has become an important subject for public security organs. This paper mainly includes the following contents in the research of dealing with group incidents by public security organs: the introduction mainly introduces the present research situation, the research significance, the domestic and foreign research status and comments on this question, the research thought and the research method of this paper; The first chapter summarizes the disposal of group incidents in public security organs from the aspects of the present situation, the legal principles and methods, the methods of dealing with group incidents in foreign countries and other aspects. The second chapter thinks that the public security organs have various problems in the aspects of early warning information, conflict resolution, scene disposal, public opinion guidance, etc. Chapter III analyzes the external factors of improper handling of incidents, including the imperfect legal system, the "three cautious use", which are difficult to grasp. The internal factors of improper handling include that the intelligence work is not solid, the contradictions are not resolved in place, the driving and control ability is deficient, and the public relations work needs to be improved. Chapter IV is fully prepared before engaging in the work. Improve the ability to deal with the matter in a reasonable manner, timely follow-up afterwards, the whole process of public opinion guidance to improve the handling of mass incidents; in the conclusion part of the summary of this article.
