【摘要】： 本文旨在通過剖析恐怖主義犯罪的根源和國際、國內(nèi)的表現(xiàn)，借鑒吸收其他國家在打擊預(yù)防恐怖主義犯罪方面的有益經(jīng)驗(yàn)，為我國打擊預(yù)防恐怖主義犯罪工作服務(wù)。因此，筆者從恐怖主義的定義、分類和根源、恐怖主義在國外與國內(nèi)的表現(xiàn)和對恐怖主義進(jìn)行打擊與預(yù)防的策略和具體措施等三大方面對恐怖主義犯罪問題進(jìn)行了深入探討。 第一章恐怖主義的定義、分類和根源。列舉了國內(nèi)外對恐怖主義所下的部分定義，，筆者從主體、方法、目標(biāo)和目的等四個(gè)要素規(guī)范了恐怖主義的定義。從國家恐怖主義和非國家恐怖主義兩大類入手，對恐怖主義的分類進(jìn)行了較系統(tǒng)的歸納。從不平等的世界經(jīng)濟(jì)政治秩序、美國的霸權(quán)主義和強(qiáng)權(quán)政治的惡性膨脹、民族分裂主義的泛起和膨脹、宗教主義的泛濫及選擇恐怖主義作為手段的直接原因等五個(gè)方面綜合論述了當(dāng)今世界恐怖主義犯罪的根本原因。 第二章恐怖主義在國外和國內(nèi)的表現(xiàn)。主要從宗教極端勢力為背景的恐怖主義的上升趨勢；使用大規(guī)模殺傷性武器的“超級恐怖主義”已成為當(dāng)今國際社會面臨的現(xiàn)實(shí)威脅；恐怖主義組織日益形成全球網(wǎng)絡(luò)等三方面論述當(dāng)今恐怖主義的發(fā)展趨勢。從劫機(jī)、暗殺、爆炸、綁架劫持人質(zhì)、襲擊、利用新技術(shù)等六方面探討恐怖主義的活動方式。最后對20世紀(jì)90年代至今新興的國際恐怖主義特征和我國目前暴力恐怖活動的特征進(jìn)行了較深入的探討。 第三章對恐怖主義進(jìn)行打擊與預(yù)防的策略和具體措施。主要從反恐怖的基本原則、各國反恐怖的法規(guī)、組建強(qiáng)有力的反恐怖機(jī)構(gòu)和專門力量、改進(jìn)反恐怖技術(shù)裝備、加強(qiáng)對重點(diǎn)目標(biāo)的保護(hù)、大力開展反恐情報(bào)工作、國際反恐怖合作、美國對付新興恐怖——核恐怖信息恐怖的應(yīng)對措施等八大方面通過列舉大量實(shí)例，說明各國打擊與預(yù)防恐怖主義的策略和具體措施。
[Abstract]:The purpose of this paper is to analyze the root causes of terrorism crime and its international and domestic manifestations, and to draw lessons from the useful experiences of other countries in combating and preventing terrorism crime, so as to serve our country in the fight against terrorism crime. Therefore, the author from the definition, classification and root causes of terrorism, In the first chapter, the definition, classification and root causes of terrorism are discussed in three aspects: the foreign and domestic manifestations of terrorism and the strategies and concrete measures to combat and prevent terrorism. This paper enumerates some definitions of terrorism at home and abroad, and the author standardizes the definition of terrorism from four elements: subject, method, goal and purpose. From the two categories of state terrorism and non-state terrorism, the classification of terrorism is summarized systematically. From the unequal world economic and political order, the vicious expansion of hegemonism and power politics in the United States, and the proliferation and expansion of national separatism, The spread of religionism and the direct reasons for choosing terrorism as a means have comprehensively discussed the fundamental causes of terrorism crimes in the world today. Chapter two is about the manifestations of terrorism both at home and abroad. The rising trend of terrorism mainly from the background of religious extremist forces, the "super terrorism" with the use of weapons of mass destruction has become a real threat to the international community. The development trend of terrorism is discussed from three aspects, such as the formation of global network and so on. This paper probes into the ways of terrorism from six aspects: hijacking, assassinations, bombings, kidnapping, hostage-taking, attacks, and using new technologies. Finally, the characteristics of international terrorism and the characteristics of violent terrorist activities in China are discussed in depth. The third chapter discusses the strategies and concrete measures to combat and prevent terrorism. Mainly from the basic principles of combating terrorism, the anti-terrorist laws and regulations of various countries, the establishment of strong anti-terrorist agencies and specialized forces, the improvement of anti-terrorist technical equipment, the strengthening of the protection of key targets, and the vigorous development of counter-terrorism intelligence work. International anti-terrorist cooperation, the United States' measures to deal with the emerging terrorist-nuclear terrorism, information terror, and so on, by citing a large number of examples, this paper illustrates the strategies and concrete measures taken by various countries to combat and prevent terrorism.
