【摘要】：加強(qiáng)生態(tài)建設(shè),維護(hù)生態(tài)安全,已成為21世紀(jì)人類面臨的共同主題。森林公安作為我國維護(hù)生態(tài)安全的重要力量,迫切需要改革自身管理體制,從而建立起一支強(qiáng)大的維護(hù)森林及野生動植物資源、維護(hù)生態(tài)安全以及林區(qū)社會秩序的專業(yè)執(zhí)法隊(duì)伍,為實(shí)施可持續(xù)發(fā)展戰(zhàn)略、構(gòu)建人與自然和諧發(fā)展保駕護(hù)航。 本文采用文獻(xiàn)資料法、比較研究法、系統(tǒng)分析法、專家訪談法以及實(shí)地調(diào)研等方法,從分析森林公安管理體制的沿革及現(xiàn)狀入手,全面剖析了森林公安管理體制在管理職能、機(jī)構(gòu)設(shè)置、編制經(jīng)費(fèi)、領(lǐng)導(dǎo)體制、隊(duì)伍建設(shè)、管理機(jī)制上存在的問題,揭示了森林公安管理體制存在問題的深層次原因。同時(shí),通過分析其他行業(yè)公安管理體制改革的經(jīng)驗(yàn),探索符合新形勢下森林公安管理體制的改革原則,對森林公安管理體制改革提出了具體的實(shí)施意見和建議。
[Abstract]:Strengthening ecological construction and maintaining ecological security has become the common theme facing mankind in the 21 st century. As an important force in maintaining ecological security in our country, forest public security urgently needs to reform its own management system so as to establish a strong maintenance of forest and wildlife resources. In order to implement the strategy of sustainable development and construct the harmonious development of man and nature, this paper adopts the method of literature, comparative research and systematic analysis. Based on the analysis of the evolution and present situation of the forest public security management system, this paper comprehensively analyzes the management function, institutional setting, compilation of funds, leadership system and team construction of the forest public security management system. The problems in the management mechanism reveal the deep causes of the problems in the forest public security management system. At the same time, by analyzing the experience of the reform of the public security management system in other industries, this paper probes into the reform principles of the forest public security management system under the new situation, and puts forward concrete suggestions and suggestions for the reform of the forest public security management system.
