【摘要】：改革開放后我國市場進(jìn)一步開放帶來了兩方面的后果。一方面,社會主義現(xiàn)代化事業(yè)得到了深入發(fā)展,這使得我國不僅實(shí)現(xiàn)了經(jīng)濟(jì)上的迅猛發(fā)展,也加速了我國社會財富的聚集。另一方面,利益的不斷分化使得我國人民貧富差距有所擴(kuò)大,計劃經(jīng)濟(jì)向市場經(jīng)濟(jì)的轉(zhuǎn)型使我國社會矛盾日益復(fù)雜,影響社會穩(wěn)定的不確定因素也明顯增多,其中突發(fā)性群體事件是一個影響社會穩(wěn)定的重要因素。社會穩(wěn)定是我們構(gòu)建和諧社會的一項(xiàng)重要任務(wù),在促進(jìn)經(jīng)濟(jì)社會又快又好的發(fā)展的同時,如何科學(xué)有效地預(yù)防和處理突發(fā)性群體事件以維護(hù)社會的穩(wěn)定,是各級政府所需要解決的突出問題。鑒于此,雖然當(dāng)前各級政府從化解人民內(nèi)部矛盾、維護(hù)社會穩(wěn)定的角度出發(fā),在預(yù)防、控制和處置突發(fā)性群體事件方面做了大量工作,但是沒有形成一套完整的預(yù)防、控制和處理對突發(fā)事件的機(jī)制,在預(yù)防、控制和處理時常常是被動應(yīng)付,而非主動應(yīng)對。正確認(rèn)識和把握突發(fā)性群體事件的特征、產(chǎn)生原因和應(yīng)對策略,對于維護(hù)社會政治穩(wěn)定,保護(hù)人民利益,保障經(jīng)濟(jì)和社會健康發(fā)展具有十分重要的現(xiàn)實(shí)意義。 本文主要的研究思路是從我國突發(fā)群體性事件發(fā)生的原因出發(fā),進(jìn)一步探討地方政府如何有效應(yīng)對。通過認(rèn)真分析和研究突發(fā)性群體事件的特點(diǎn),以及基層地方政府在處理過程中存在的問題,進(jìn)而從預(yù)防、處理和善后等多個角度得出科學(xué)合理的處理對策建議。文章分四個部分。第一章導(dǎo)論,從理論和實(shí)踐兩個方面提出突發(fā)性群體事件的研究目的和意義,闡述國內(nèi)外相關(guān)書籍,文章及主要觀點(diǎn)的研究現(xiàn)狀,陳述了本文的邏輯思路和基本框架。第二章突發(fā)性群體事件概述。討論突發(fā)性群體事件的概念和新特點(diǎn)為下文的探究和分析做鋪墊。第三章突發(fā)性群體事件的起因,重點(diǎn)分析了群體性事件產(chǎn)生的根源,從導(dǎo)致事件發(fā)生的經(jīng)濟(jì)和法制原因,基層政權(quán)運(yùn)行方面的原因,社會管理方面的原因和歷史文化方面的原因等幾個方面分別作了探討和分析。第四章突發(fā)群體性事件的預(yù)防和處理,論述突發(fā)群體性事件的預(yù)防、處理和善后對策,從加強(qiáng)政府公信力建設(shè),建立預(yù)警系統(tǒng),完善法律和做好善后工作等方面進(jìn)行深入探討。
[Abstract]:After the reform and opening up, the further opening of the market brought about two aspects of the consequences. On the one hand, the cause of socialist modernization has been further developed, which makes our country not only achieve rapid economic development, but also accelerate the accumulation of social wealth. On the other hand, the unceasing differentiation of interests has widened the gap between the rich and the poor in our country. The transition from planned economy to market economy has made the social contradictions in our country increasingly complex, and the uncertain factors affecting social stability have increased significantly. Among them, sudden group event is an important factor affecting social stability. Social stability is an important task for us to build a harmonious society. While promoting the rapid and good development of economic and society, how to prevent and deal with unexpected group events scientifically and effectively in order to maintain social stability, It is a prominent problem that governments at all levels need to solve. In view of this, although governments at all levels have done a great deal of work to prevent, control and deal with sudden mass incidents from the angle of resolving contradictions among the people and maintaining social stability, they have not formed a complete set of prevention. The mechanism of controlling and dealing with unexpected events is often passive rather than active in prevention, control and treatment. It is of great practical significance to correctly understand and grasp the characteristics, causes and countermeasures of sudden mass events for maintaining social and political stability, protecting the interests of the people, and ensuring the healthy development of economy and society. The main research idea of this paper is to discuss how the local government can effectively deal with the sudden mass events in China. By analyzing and studying the characteristics of the sudden mass events and the problems existing in the process of dealing with the local governments at the grass-roots level, the scientific and reasonable countermeasures and suggestions are obtained from the angles of prevention, treatment and rehabilitation. The article is divided into four parts. The first chapter introduces the purpose and significance of the research on sudden group events from both theoretical and practical aspects, expounds the research status of relevant books, articles and main viewpoints at home and abroad, and describes the logical thinking and basic framework of this paper. The second chapter is an overview of sudden group events. The discussion of the concept and new features of sudden group events paves the way for the following research and analysis. In the third chapter, the causes of sudden mass events are analyzed, which focus on the causes of mass events, including the economic and legal causes, the operation of grass-roots political power, the economic and legal reasons that lead to the incidents. The reasons of social management and history and culture are discussed and analyzed respectively. The fourth chapter discusses the prevention and treatment of sudden mass events, discusses the prevention, treatment and treatment of sudden mass incidents, from the aspects of strengthening the construction of government credibility, establishing early warning system, perfecting the law and doing a good job of dealing with the aftermath.
