中國政府應對恐怖主義的危機管理研究

【摘要】:政府作為社會公共事務的管理者和組織者,保障國家安全,維護社會穩(wěn)定,是它最基本的行政職能,也是國家政權(quán)存在與發(fā)展最根本的政治理由。面對危機事件,政府如何啟動應對機制,迅速、有效地控制事態(tài)的發(fā)展,減少損失以維護國家安全是公共管理必須解決的問題。 當今世界,隨著全球化時代的到來,世界范圍內(nèi)的危機事件不斷發(fā)生,在嚴重影響二十一世紀人類文明歷史走向的同時,亦對世界各國政府的危機管理體系提出了嚴峻挑戰(zhàn)。特別是由“911事件”、“莫斯科人質(zhì)事件”、“倫敦爆炸案”等恐怖活動引發(fā)的政府如何構(gòu)建應對恐怖主義危機的管理體系,已經(jīng)成為當前公共行政管理領域中既富有理論意義又極具實踐價值的重點與熱點問題。 作為廣泛參與全球事務的大國和處于社會轉(zhuǎn)型期的國家,中國國家安全的內(nèi)涵和外延正在不斷延伸,中國遭遇危機,特別是恐怖主義威脅和影響的可能性也在增加。從近年來相繼發(fā)生的多起我海外人員遭綁架事件及西部邊疆少數(shù)民族地區(qū)三股勢力(暴力恐怖勢力、民族分裂勢力、宗教極端勢力)的破壞活動來看,恐怖主義離我們并不遙遠,它對我國政府的危機管理能力提出了嚴峻的挑戰(zhàn),已經(jīng)成為困擾我國政府管理者的難題。中國政府必須加強對恐怖主義危機的研究,全面反思政府在危機管理方面的不足,從國家安全戰(zhàn)略的高度來尋求構(gòu)建和完善符合我國國情、政情的全面整合的危機管理體系,這對于成功避免和降低恐怖風險,有效保障國家安全,促進社會的健康發(fā)展都具有十分重要而迫切的意義。 “他山之石可以攻玉”,研究其他國家的危機管理機制,借鑒他們的經(jīng)驗,有助于開闊我們的視野,獲取有益啟示。有鑒于此,筆者通過對美國、俄羅斯、英國等國政府危機管理機制的系統(tǒng)梳理,試圖提煉出具有共性的部分,為中國危機管理體系建設提供有益的經(jīng)驗和啟示,并在此基礎上建議中國應該構(gòu)建全面整合的政府危機管理體系以應對恐怖主義危機。 本文在撰寫過程中吸收了國內(nèi)外許多專家、學者在恐怖主義、危機管理等問題上的研究成果,在研究方法上主要采用的是個案分析法、比較研究法、靜態(tài)分析與動態(tài)分析相結(jié)合的方法,從體例上經(jīng)歷了理論闡述——個案分析——歸納提煉的全過程。從中國政府危機管理體系及其運作、危機管理中的法律制定、媒體作用、應對網(wǎng)絡、危機管理后的恢復重建和危機管理的國際合作等六個方面對中國如何構(gòu)建全面整合的政府危機管理體系進行了詳細闡述,力圖為促進中國政府危機管理水平的提高在理論上做一些有益的探索。
[Abstract]:As the manager and organizer of social public affairs, the government is the most basic administrative function and the most fundamental political reason for the existence and development of the state power to ensure national security and maintain social stability. In the face of the crisis, how to start the response mechanism, how to control the development of the situation quickly and effectively, and how to reduce the loss in order to maintain the national security are the problems that must be solved by the public administration. In today's world, with the arrival of the globalization era, the crisis events in the world have occurred continuously, which have seriously affected the historical trend of human civilization in the 21 century, and at the same time, have also posed a severe challenge to the crisis management system of governments around the world. In particular, how does the government, triggered by terrorist activities such as the September 11 incident, the Moscow hostage incident, the London bombing, and so on, construct a management system to deal with the terrorist crisis? It has become an important and hot issue in the field of public administration with both theoretical significance and practical value. As a large country participating in global affairs and a country in social transition, the connotation and denotation of China's national security is constantly extending, and the possibility of China's encountering crisis, especially the threat and influence of terrorism, is also increasing. Judging from the many incidents of kidnapping of overseas personnel in recent years and the sabotage activities of three forces (violent terrorist forces, ethnic splittist forces, religious extremist forces) in the western frontier ethnic minority areas, Terrorism is not far away from us. It poses a severe challenge to our government's crisis management ability and has become a difficult problem for our government managers. The Chinese government must strengthen the study of the terrorist crisis, comprehensively reflect on the deficiencies of the government in crisis management, and seek from the height of the national security strategy to build and perfect a comprehensive crisis management system that conforms to China's national conditions and political situation. It is very important and urgent for us to successfully avoid and reduce the risk of terror, to ensure national security and to promote the healthy development of society. To study the crisis management mechanism of other countries and learn from their experience is helpful to broaden our vision and gain useful enlightenment. In view of this, the author tries to refine the common parts of the crisis management mechanism of the governments of the United States, Russia, Britain and other countries, and to provide useful experience and inspiration for the construction of China's crisis management system. On this basis, it is suggested that China should build an integrated government crisis management system to deal with terrorism crisis. In the process of writing, this paper draws on the research results of many experts and scholars at home and abroad on terrorism, crisis management and so on. The main research methods are case analysis, comparative research, etc. The method of combining static analysis with dynamic analysis has experienced the whole process of theoretical expounding-case analysis-inductive refining. From the crisis management system of the Chinese government and its operation, the law making in the crisis management, the role of the media, the response network, Six aspects such as recovery and reconstruction after crisis management and international cooperation in crisis management are expounded in detail on how to build a fully integrated government crisis management system in China. In order to promote the Chinese government crisis management level in theory to do some useful exploration.
