【摘要】：火災(zāi)會造成慘重的直接財產(chǎn)損失和更為嚴(yán)重間接財產(chǎn)損失乃至嚴(yán)重的環(huán)境災(zāi)難,消防安全是政府的重要職責(zé),也是社會公民的焦點(diǎn)關(guān)注。大連消防面對經(jīng)濟(jì)和社會的快速發(fā)展,面對危險化學(xué)品生產(chǎn)、運(yùn)輸、儲存量的不斷擴(kuò)大所帶來的越來越嚴(yán)重的安全隱患,特別是近一年多來發(fā)生的幾次石化火災(zāi),需要多方面探討預(yù)防措施和應(yīng)對手段,需要進(jìn)行深入的科學(xué)研究。 本文分析了大連安全生產(chǎn)狀況及消防相關(guān)情況,重點(diǎn)剖析了大石化消防安全問題、福佳大化PX項目消防安全問題、儲油設(shè)施相關(guān)的消防安全問題、海上消防安全問題,對7.16大火進(jìn)行了總結(jié)。在剖析問題基礎(chǔ)上,提出需要結(jié)合大連的實際情況,組合大專院校和科研機(jī)構(gòu),深入相關(guān)企業(yè)單位和政府部門調(diào)查研究,設(shè)立若干攻關(guān)課題,強(qiáng)化相關(guān)的科學(xué)研究；需要在科學(xué)研究的基礎(chǔ)上,修改規(guī)范,細(xì)化操作規(guī)程,強(qiáng)化監(jiān)控管理措施,建立從規(guī)劃到建設(shè)到生產(chǎn)到維護(hù)的一系列風(fēng)險管控機(jī)制；需要強(qiáng)化法制建設(shè),增強(qiáng)相關(guān)政府部門和企事業(yè)單位各級領(lǐng)導(dǎo)的風(fēng)險意識；需要由市發(fā)改委組織協(xié)調(diào)市消防局、安全生產(chǎn)局、海事局等職能部門和大連港、大石化等重點(diǎn)企業(yè)的業(yè)務(wù)專家與高校的技術(shù)專家緊密配合,加強(qiáng)港口區(qū)域消防安全防范措施的科學(xué)研究和論證；需要建立涉及到安監(jiān)督局、消防局、海事局、港口與口岸局、漁業(yè)局、環(huán)保局、海洋局等諸多政府部門之間的協(xié)作協(xié)調(diào)機(jī)制；需要強(qiáng)化對危險化學(xué)品生產(chǎn)、運(yùn)輸和存儲企業(yè)的定期監(jiān)察、重點(diǎn)監(jiān)察和專項監(jiān)察；需要對原油、成品油、液體化工、液化天然氣和液化石油氣等危險化學(xué)品的生產(chǎn)、儲存及運(yùn)輸過程實行嚴(yán)格監(jiān)控,建立重大危險源的實時監(jiān)控系統(tǒng)；需要運(yùn)用虛擬技術(shù)加強(qiáng)滅火作戰(zhàn)模擬演練,提高消防指戰(zhàn)員的科學(xué)技術(shù)水平和專業(yè)技能；需要加強(qiáng)消防宣傳培訓(xùn),進(jìn)一步提高全民消防安全意識,增強(qiáng)全社會防范火災(zāi)、撲救初起火災(zāi)和逃生自救能力。
[Abstract]:Fire will cause heavy direct property losses and more serious indirect property losses and even serious environmental disasters. Fire safety is an important responsibility of the government and also the focus of social citizens. Facing the rapid development of economy and society, the increasing safety risks brought by the increasing production, transportation and storage of dangerous chemicals, especially the several petrochemical fires that have occurred in the past year or so, Dalian Fire Control is facing the rapid development of the economy and society. Preventive measures and countermeasures need to be explored in many ways, and in-depth scientific research is needed. This paper analyzes the situation of Dalian safety production and related situation of fire protection, especially analyzes the fire safety problems in Dalian Petrochemical Company, the fire safety problems in Fujia Dahua PX project, the fire safety problems related to oil storage facilities, and the fire safety problems at sea. The fire of 7.16 was summarized. On the basis of analyzing the problems, this paper puts forward the need to combine universities, colleges and scientific research institutions, to investigate and study the relevant enterprises and government departments, to set up some key problems, and to strengthen the relevant scientific research. On the basis of scientific research, we need to revise the norms, refine the operational rules, strengthen the monitoring and management measures, establish a series of risk control mechanisms from planning to construction to production to maintenance, and strengthen the construction of the legal system. Strengthening the risk awareness of the leaders of relevant government departments, enterprises and institutions at all levels; it is necessary for the Municipal Development and Reform Commission to organize and coordinate the functional departments such as the City Fire Bureau, the Bureau of production Safety, the Bureau of Maritime Affairs, and the Dalian Port, The professional experts of major enterprises, such as major petrochemical enterprises, and the technical experts of colleges and universities should closely cooperate to strengthen scientific research and demonstration of fire safety prevention measures in port areas; it is necessary to establish offices involving safety supervision, fire control, maritime affairs, ports and ports, Cooperation and coordination mechanisms among many government departments, such as the Fisheries Bureau, the Environmental Protection Agency, the Oceanic Administration, and so on; the need to strengthen regular monitoring, focus and special monitoring on enterprises producing, transporting and storing hazardous chemicals; and the need for crude oil and refined oil products, The production, storage and transportation of hazardous chemicals such as liquid chemical industry, liquefied natural gas and liquefied petroleum gas should be strictly monitored, and a real-time monitoring system for major hazardous sources should be established. It is necessary to strengthen fire prevention propaganda and training, to further enhance the awareness of fire safety of the whole people, to strengthen the whole society's ability to prevent fires, to fight fires and to escape and save themselves from the beginning.
