【摘要】：目前,我國(guó)社會(huì)正處于轉(zhuǎn)型時(shí)期,貧富差距不斷拉大、人民內(nèi)部矛盾凸顯、社會(huì)治安和維穩(wěn)形勢(shì)嚴(yán)峻,公安機(jī)關(guān)作為與人民群眾接觸最為廣泛的政府職能部門,無可避免的成為輿論關(guān)注的焦點(diǎn)。然而從目前的情況看,“輿論襲警”事件時(shí)有發(fā)生,公安機(jī)關(guān)公信力下降,警民關(guān)系惡化。公安機(jī)關(guān)在筑牢執(zhí)法為民思想、加強(qiáng)自身執(zhí)法規(guī)范化建設(shè)的前提下,也要不斷提高涉警輿情的引導(dǎo)能力,改善執(zhí)法環(huán)境,和諧警民關(guān)系,最終更好的實(shí)現(xiàn)打擊犯罪、服務(wù)社會(huì)的職能。本文首先從公安機(jī)關(guān)輿論引導(dǎo)的理論溯源入手,剖析了公安機(jī)關(guān)開展輿論引導(dǎo)的權(quán)力基礎(chǔ)、必要性和可能性,分析出公安機(jī)關(guān)開展輿論引導(dǎo)的實(shí)質(zhì)是為了公開警務(wù)信息滿足公眾知情權(quán)、加強(qiáng)輿論監(jiān)督提升公安機(jī)關(guān)公信力和構(gòu)建和諧警民關(guān)系。公安機(jī)關(guān)開展輿論引導(dǎo)具有真實(shí)性、特殊性、權(quán)威性和方向性的特點(diǎn),公安機(jī)關(guān)在輿論引導(dǎo)中警務(wù)信息具有社會(huì)共享性。目前,我國(guó)公安機(jī)關(guān)開展輿論引導(dǎo)工作主要依托政工宣傳部門,其中新聞發(fā)言人制度為重要的引導(dǎo)形式,但現(xiàn)行輿論引導(dǎo)機(jī)制存在缺少輿論引導(dǎo)的專職部門、輿論引導(dǎo)形式單一和警務(wù)信息公開程度不高等問題。究其原因,主要是個(gè)別公安機(jī)關(guān)領(lǐng)導(dǎo)和民警對(duì)于輿論引導(dǎo)的重視不夠、輿論引導(dǎo)的制度不健全和公安機(jī)關(guān)整體輿論引導(dǎo)協(xié)調(diào)性差。為進(jìn)一步提高我國(guó)公安機(jī)關(guān)輿論引導(dǎo)能力,本文提出要整合現(xiàn)有公安宣傳資源、完善公安輿論引導(dǎo)制度、引入和培養(yǎng)專門人才以設(shè)立公安機(jī)關(guān)內(nèi)部專職輿論引導(dǎo)部門,建立健全新聞發(fā)言人制度、提升新聞發(fā)言人的自身素養(yǎng)、改善公安機(jī)關(guān)與新聞媒體的關(guān)系,加強(qiáng)網(wǎng)絡(luò)輿情的信息收集和預(yù)警體系建設(shè)、加強(qiáng)網(wǎng)絡(luò)評(píng)論員隊(duì)伍的建設(shè)、提高應(yīng)對(duì)網(wǎng)絡(luò)熱點(diǎn)突發(fā)事件的能力以提高公安機(jī)關(guān)網(wǎng)絡(luò)輿情的監(jiān)控能力,依托社會(huì)資源搭建輿論平臺(tái)、打造公安特色宣傳品牌、改善警民溝通方式、利用警務(wù)資源增強(qiáng)社會(huì)安防能力以創(chuàng)新公安機(jī)關(guān)輿論引導(dǎo)方式,增強(qiáng)公安民警執(zhí)法為民的思想、提升公安民警對(duì)于輿論引導(dǎo)工作的認(rèn)識(shí)、開展專業(yè)知識(shí)和技能培訓(xùn)以加強(qiáng)公安機(jī)關(guān)自身隊(duì)伍輿論引導(dǎo)素養(yǎng)。
[Abstract]:At present, our society is in a period of transition, the gap between the rich and the poor is widening, the contradictions among the people are prominent, the situation of social order and stability is grim, and the public security organs are the most extensive government functional departments in contact with the masses of the people. Inevitably become the focus of public opinion. However, judging from the present situation, the incident of "public opinion attacking police" has occurred from time to time, the credibility of public security organs has declined and the relationship between the police and the people has deteriorated. The public security organs, on the premise of firmly establishing the idea of law enforcement for the people and strengthening the standardization construction of their own law enforcement, should constantly improve the guiding ability of the public opinion concerning the police, improve the law enforcement environment, harmonize the relationship between the police and the people, and finally achieve a better fight against crime. The function of serving society This article begins with the theoretical origin of public opinion guidance by public security organs, and analyzes the power basis, necessity and possibility of public opinion guidance by public security organs. The essence of public opinion guidance by public security organs is to open police information to meet the public's right to know, to strengthen public opinion supervision, to promote public security organs' public credibility and to build harmonious relationship between the police and the people. Public opinion guidance by public security organs has the characteristics of authenticity, particularity, authoritativeness and directionality. At present, China's public security organs mainly rely on the propaganda departments of political and industrial work to conduct public opinion guidance work, in which the press spokesman system is an important form of guidance. However, the current public opinion guidance mechanism has a professional department that lacks public opinion guidance. The form of public opinion guidance is single and the degree of police information disclosure is not high. The main reasons are that the leaders of individual public security organs and the police pay less attention to the guidance of public opinion, the system of public opinion guidance is not perfect and the coordination of the overall public opinion guidance of public security organs is poor. In order to further improve the ability of public opinion guidance of public security organs in China, this paper proposes to integrate existing public security propaganda resources, perfect the public opinion guidance system, introduce and train specialized personnel to set up specialized public opinion leading departments within public security organs. To establish and improve the system of press spokesmen, to enhance their own literacy, to improve the relationship between public security organs and the news media, to strengthen the information collection and early warning system of network public opinion, and to strengthen the construction of the contingent of network commentators. To improve the ability to deal with network hot spot emergencies, to improve the monitoring ability of public opinion on the network of public security organs, to build a public opinion platform based on social resources, to build a publicity brand with public security characteristics, and to improve the way of communication between the police and the people. To use police resources to enhance social security and defense ability, to innovate the public opinion guidance mode of public security organs, to enhance the thinking that the police enforce the law for the people, and to enhance the public security police's understanding of the work of public opinion guidance, Carry out professional knowledge and skill training to strengthen the public opinion leading accomplishment of public security organs themselves.
