【摘要】：本文研究了毒品對中國的危害問題與中國參與禁毒的國際合作的理論和實(shí)踐問題,本文共分為四個部分。首先說明中國面臨日溢嚴(yán)重的毒品問題,堅持嚴(yán)厲的禁毒立場,不斷加強(qiáng)禁毒立法,懲治毒品犯罪,提高全民禁毒意識,開展國際間禁毒合作已是關(guān)系到中國成敗興衰的大事。第二部分總結(jié)了國際間禁毒合作的概況和現(xiàn)狀,世界上第一次關(guān)于禁毒的國際會議是1909年2月1日在上海舉行的國際鴉片會議,會議沒有簽署正式條約,只是作出了9條決議,拉開了國際禁毒活動的序幕,為以后的國際禁毒合作奠定了基礎(chǔ)。1912年到1972年60年間,國際社會共簽訂12個多邊的關(guān)于控制麻醉品和精神藥物的公約,到90年代中期,國際社會有關(guān)毒品和毒品犯罪的國際公約協(xié)定和議定書共17個,國際禁毒公約是相輔相成的,互為補(bǔ)充,互為基礎(chǔ),它們只有一個共同目標(biāo)即防止藥物用于非醫(yī)療用途,同時文中還介紹了國際間的禁毒和緝毒組織和機(jī)構(gòu),同時說明,在當(dāng)今全球一體化的今日,單靠一國之力無法禁毒,國際禁毒合作是各國禁毒斗爭的必然之路。第三部分,我國參與禁毒國際合作的方式,我國禁毒合作大體經(jīng)歷了由保守到積極參與,由意向合作到實(shí)質(zhì)突破,合作內(nèi)容和形式由單一到多元化,禁毒國際合作也步入法制化的軌道。第四部分,中國參與禁毒國際合作的成效與經(jīng)驗(yàn)。堅持廣泛參與,責(zé)任共擔(dān)原則,充分尊重各國主權(quán),切實(shí)履行禁毒國際公約和有關(guān)協(xié)定,全面實(shí)施綜合,均衡的國際禁毒戰(zhàn)略,是我們的根本。同時本文強(qiáng)調(diào)以科技禁毒,積極開展國際間的戒毒合作,從心理學(xué)和行為學(xué)及醫(yī)學(xué)多學(xué)科結(jié)合來研究人類戒毒問題,提高戒毒的成功率和挽救率,是必由之路,這需要世界各國通力合作,集中各國人力,物力財力互通科技情報和成果,同研究艾滋病等全球性難題一樣,解決毒品對人類的困擾。
[Abstract]:This paper studies the problems of the harm of drugs to China and the theoretical and practical problems of China's international cooperation in drug control. This article is divided into four parts. First, it shows that China faces the serious drug problem, persisting in the strict anti drug position, constantly strengthening the legislation of drug control, punishing drug crimes, raising the awareness of drug control of the whole people and carrying out the international community. The second part summarizes the general situation and status of international drug control cooperation. The first International Conference on drug control in the world is the International Opium Conference held in Shanghai in February 1, 1909. The conference did not sign a formal treaty, only made 9 resolutions and opened the international drug control work. In the beginning of the international drug control cooperation, the international community signed a total of 12 multilateral conventions on the control of narcotics and psychotropic substances from.1912 to 60 1972. By the mid 90s, the International Convention and protocol on drug and drug crimes were 17, and the International Convention on drug control was complementary to each other. They are complementary and based on each other. They have only one common goal to prevent drugs from non-medical use. At the same time, the international drug control and drug control organizations and agencies are also introduced. At the same time, it is shown that in today's global integration, the strength of one country alone can not be banned and international drug control cooperation is the inevitable road to the fight against drugs in all countries. The third part, China's participation in international cooperation in drug control, China's drug control cooperation has generally experienced from conservative to active participation, from intentional cooperation to substantial breakthrough, cooperation content and form from single to pluralism, and international cooperation in drug control into a legal track. The fourth part, the effectiveness and experience of China's participation in international drug control cooperation. Extensive participation, the principle of responsibility sharing, full respect for the sovereignty of all countries, the practical implementation of the International Convention on drug control and the relevant agreements, the comprehensive implementation of a comprehensive and balanced international drug control strategy are fundamental to us. At the same time, this article emphasizes the cooperation of international drug control with the anti drug control of science and technology, and the study of the multidisciplinary study of psychology and behaviourology and medicine. It is the only way to improve the problem of detoxification and to improve the success rate and saving rate of drug abstinence. It requires all the countries of the world to cooperate fully to concentrate the human resources, material and financial resources to exchange scientific and technological information and achievements, as well as to solve the problem of AIDS, such as AIDS and other global problems, to solve the problems of drugs to mankind.
