【摘要】： 公安機(jī)關(guān)正規(guī)化作為公安機(jī)關(guān)“四化”建設(shè)的重要內(nèi)容之 一，已經(jīng)是當(dāng)代世界范圍內(nèi)警察建設(shè)的重要目標(biāo)追求和發(fā)展戰(zhàn) 略。中國(guó)公安機(jī)關(guān)的正規(guī)化建設(shè)近年來(lái)雖然取得了可喜的成 果，但公安工作和隊(duì)伍建設(shè)中非正規(guī)化的問(wèn)題仍然比較突出， 相對(duì)于革命化、現(xiàn)代化和軍事化而言進(jìn)程較慢。面對(duì)二十一世 紀(jì)的挑戰(zhàn)，如何通過(guò)正規(guī)化建設(shè)來(lái)提高戰(zhàn)斗力，不僅是中國(guó)公 安機(jī)關(guān)今后自身建設(shè)的重大發(fā)展戰(zhàn)略，也是公安理論界應(yīng)該高 度重視的研究課題。 論文總結(jié)了半個(gè)世紀(jì)以來(lái)中國(guó)公安機(jī)關(guān)正規(guī)化建設(shè)的成效 得失、經(jīng)驗(yàn)教訓(xùn)，對(duì)公安機(jī)關(guān)正規(guī)化建設(shè)的內(nèi)涵、意義、特點(diǎn) 以及不同國(guó)家的經(jīng)驗(yàn)進(jìn)行了理論概述。在對(duì)我國(guó)機(jī)關(guān)正規(guī)化建 設(shè)所取得的成效、存在的問(wèn)題及其成因進(jìn)行深入分析的基礎(chǔ) 上，重點(diǎn)闡述了我國(guó)公安機(jī)關(guān)正規(guī)化建設(shè)的目標(biāo)、內(nèi)容、原則、 標(biāo)準(zhǔn)和實(shí)施途徑，提出了“八個(gè)標(biāo)準(zhǔn)”、“六個(gè)統(tǒng)一” 的運(yùn)作 模式。
