【摘要】:隨著我國政治和經(jīng)濟體制改革的不斷深化,社會主義民主與法制的不斷健全,近年來黨中央在十二五規(guī)劃中提出的要將“GDP”的成果體現(xiàn)到人民生活中來,民生問題作為考核政績的決定性指標(biāo)的提出,而政府組織結(jié)構(gòu)的變革是當(dāng)今世界各國政府治道進程不可逾越的關(guān)鍵所在,政府結(jié)構(gòu)彈性化、組織形態(tài)的扁平化已成為世界各國政府爭相改革的方向,現(xiàn)在我國公安機關(guān)體制的改革也正在不斷深入。特別是近幾年來,如何推進警察管理的科學(xué)化、合理化,日益成為大家注意的焦點,所以這不光要求我們公安機關(guān)的司法鑒定機構(gòu)為打擊犯罪服務(wù),從民生問題出發(fā),更要服務(wù)大眾;鶎庸菜痉ㄨb定機構(gòu)應(yīng)深刻認識這種趨勢、把握當(dāng)前發(fā)展的階段性特征、體會到穩(wěn)定領(lǐng)域的具體表現(xiàn),在提供傳統(tǒng)公共安全服務(wù)的情況下,創(chuàng)新機制,適應(yīng)發(fā)展和諧社會要求,應(yīng)具備哪些新的服務(wù)功能,基層公安機關(guān)才能不斷回應(yīng)人民群眾日益增長的需求、滿足人民群眾的愿望,達成和諧,全面完成歷史使命。 我國的公安機構(gòu)的設(shè)置落后,機構(gòu)臃腫,建設(shè)薄弱是困擾公安鑒定機構(gòu)跨越式發(fā)展的瓶頸,F(xiàn)今的公安司法鑒定機構(gòu)一直以龍頭老大的位置立足于各種司法鑒定之中,鑒定機構(gòu)數(shù)量少、人員少,對于現(xiàn)今廣東地區(qū)涉及案件偵破需求大量的基層檢驗鑒定技術(shù)人員來說,現(xiàn)在的機構(gòu)設(shè)置和人員組成數(shù)量簡直是杯水車薪,難以應(yīng)付日常的公安工作,領(lǐng)導(dǎo)對于科技工作者的不重視直接導(dǎo)致了鑒定技術(shù)人員待遇不高,職稱未與工資掛鉤,基層技術(shù)員只是忙于應(yīng)付日常工作沒有休假制度的保障、沒有相應(yīng)的培訓(xùn)工作、這些情況直接導(dǎo)致了人員的工作熱情不高、學(xué)術(shù)氛圍不濃的情況也比比皆是,同時在鑒定科學(xué)的世界里,作為一門經(jīng)驗學(xué)科老一輩的工作經(jīng)驗和鑒定技術(shù)沒有總結(jié)成經(jīng)驗手冊和檢驗方法手冊,沒有得到有效的固定,更沒有得到有效的傳承,寶貴經(jīng)驗的流失等問題大量的存在,鑒定技術(shù)的創(chuàng)新裹足不前的這些因素都影響著公安司法鑒定技術(shù)的可持續(xù)發(fā)展,更談不上跨越式發(fā)展。 本文從研究公安司法鑒定機構(gòu)設(shè)置入手,剖析了當(dāng)前廣東公安司法鑒定機構(gòu)落后的現(xiàn)狀及原因,深刻分析了其中影響人才格局、科學(xué)發(fā)展、學(xué)科專業(yè)管理,提高公安司法鑒定機構(gòu)的各個方面的改革,利用改革的思想制定機制,規(guī)范管理,利用案例分析法分析研究對策,強調(diào)規(guī)范化建設(shè)的理論意義和實際意義。利用博弈理論、“企業(yè)化管理”等競爭理論分析機構(gòu)改革來促使在公安鑒定機構(gòu)中各個模塊的競爭性關(guān)系來達到“納什均衡”,實現(xiàn)各自的“帕累托最優(yōu)”,利用建立高效的績效考核體系來提高績效管理,實現(xiàn)公安司法鑒定機構(gòu)為人民服務(wù)的最終目標(biāo)。
[Abstract]:With the deepening of the reform of our political and economic system and the continuous improvement of socialist democracy and the legal system, in recent years, the Party Central Committee has proposed in the 12th Five-Year Plan that the achievements of "GDP" should be reflected in the people's life. People's livelihood is put forward as the decisive index to assess the achievements of the government, and the reform of the government organizational structure is the key to the process of government governance in the world, and the structure of the government is flexible. The flattening of the organizational form has become the direction of the governments all over the world to reform, and the reform of the public security organ system in our country is also deepening. In particular, in recent years, how to promote the scientific and rational management of the police has increasingly become the focus of our attention. Therefore, this not only requires our judicial expertise organs of the public security organs to serve in the fight against crime, starting from the issue of people's livelihood. It is even more important to serve the public. Grass-roots public security judicial appraisal institutions should have a deep understanding of this trend, grasp the stage characteristics of the current development, realize the concrete performance of the field of stability, and innovate the mechanism under the condition of providing traditional public security services. In order to adapt to the requirements of developing a harmonious society, what new service functions should be provided, the public security organs at the grass-roots level can constantly respond to the increasing needs of the masses, satisfy the wishes of the masses, reach harmony and complete the historical mission in an all-round way. The establishment of public security organs in China is backward, the organization is bloated and the construction is weak, which is the bottleneck of the leapfrog development of the public security appraisal organization. Nowadays, the public security judicial appraisal institutions have always been based on various kinds of judicial expertise in the position of leading leader. The number of appraisal institutions is small and the number of personnel is small. Now, there are a large number of grass-roots inspection and identification technicians in Guangdong who are involved in the detection of cases. At present, the establishment of institutions and the number of personnel composition are simply too weak to cope with the daily public security work. The lack of attention given by leaders to scientific and technological workers has directly led to the low treatment of appraising technicians, and the fact that their titles are not linked to wages. Grass-roots technicians are just busy dealing with their daily work without the protection of the leave system and without the corresponding training work. These circumstances directly lead to a lack of enthusiasm for the work of the personnel, and the lack of a strong academic atmosphere is also common. At the same time, in the world of appraisal science, the work experience and appraisal technology of the older generation as an empirical discipline has not been summed up into a manual of experience and a manual of testing methods, has not been effectively fixed, and has not been effectively passed on. There are a lot of problems such as the loss of valuable experience and the impossibility of innovation of appraisal technology. These factors affect the sustainable development of public security judicial identification technology let alone leapfrog development. Starting with the research on the establishment of the public security judicial appraisal institution, this paper analyzes the present situation and reasons of the backward public security judicial appraisal organization in Guangdong, and deeply analyzes the influence of the talent pattern, the scientific development, the discipline and specialty management. To improve the reform of all aspects of the public security judicial appraisal organization, to make use of the reform thought to establish the mechanism, to standardize the management, to use the case analysis method to analyze and study the countermeasures, and to emphasize the theoretical and practical significance of the standardization construction. By using the game theory and the competition theory such as "enterprise management" to analyze the reform of the organization, the competitive relationship of each module in the public security appraisal organization is promoted to achieve "Nash equilibrium" and to realize their "Pareto optimal". To establish an efficient performance appraisal system to improve performance management and achieve the ultimate goal of public security judicial appraisal institutions to serve the people.
