【摘要】：隨著我國改革開放的不斷深入和政治、經(jīng)濟、文化的發(fā)展,各種社會關(guān)系越來越復雜,廣大人民群眾對公安工作的要求也越來越高。而公安工作因其具有的特殊政治性和敏感性,這就更加容易成為人們關(guān)注的熱點和媒體炒作的焦點。在社會轉(zhuǎn)型時期,主客觀的種種原因?qū)е铝司旃碴P(guān)系危機事件時有發(fā)生。警察公共關(guān)系危機處置已經(jīng)成為公安工作的一項重要內(nèi)容,是在警察公共關(guān)系危機已經(jīng)爆發(fā)和造成危害的情況下所采取的一種特殊行動,是實現(xiàn)警民關(guān)系良性互動、密切警民關(guān)系、有效增強公安工作效能的重要條件。因此,在構(gòu)建和諧社會的新形勢下加強警察公共關(guān)系危機處置研究,十分必要。 本文從警察公共關(guān)系危機處置入手,闡述了我國警察公共關(guān)系的現(xiàn)狀和存在的問題,分析了我國警察公共關(guān)系危機處置的現(xiàn)狀、存在問題及形成的原因,總結(jié)了處置警察公共關(guān)系危機處置的方法。并提出了在構(gòu)建和諧社會的新形勢下,各級公安機關(guān)設(shè)立警察公共關(guān)系機構(gòu),成立危機管理小組的同時,公安機關(guān)還需要建立公共關(guān)系危機預警機制、預控機制、溝通機制、保障機制等四項機制,并通過增強民警的危機意識和法制觀念,推出對公眾最低標準的“執(zhí)法民警協(xié)議”,實施警務(wù)公開制度等方式,以此來進一步完善警察公共關(guān)系危機處置方法,從而預防警察公共關(guān)系危機事件的發(fā)生。
[Abstract]:With the deepening of China's reform and opening up and the development of politics, economy and culture, various social relations are becoming more and more complex, and the public demand for public security work is becoming higher and higher. Because of its special political nature and sensitivity, public security work has become the focus of attention and media hype. In the period of social transformation, the subjective and objective causes of the police public relations crisis events occur from time to time. The management of police public relations crisis has become an important part of the public security work. It is a special action taken under the situation that the police public relations crisis has already broken out and caused harm, and it is the realization of good interaction between the police and the people. Close the relationship between the police and the people, effectively enhance the effectiveness of public security work important conditions. Therefore, it is necessary to strengthen the research on the crisis management of police public relations under the new situation of building a harmonious society. This paper begins with the crisis disposal of the police public relations, expounds the present situation and the existing problems of the police public relations in our country, analyzes the present situation, the existing problems and the reasons of the formation of the police public relations crisis in our country. This paper summarizes the methods of dealing with the police public relations crisis. Under the new situation of building a harmonious society, the public security organs at all levels should set up police public relations organizations and set up crisis management teams. At the same time, the public security organs also need to establish a public relations crisis warning mechanism, a pre-control mechanism and a communication mechanism. Four mechanisms, including the safeguard mechanism, and by enhancing the awareness of the police in crisis and the concept of the legal system, introducing the "Law Enforcement Police Agreement" on the minimum standards of the public, and implementing the system of open policing, etc. In order to further improve the police public relations crisis handling methods, so as to prevent the occurrence of police public relations crisis events.
