【摘要】： 黨的十六大以來,公安工作發(fā)生了巨大變化,堪稱是歷史上最好的時(shí)期之一,同時(shí)是最受重視的時(shí)期之一,也是公安變革最迅速的時(shí)期之一。公安機(jī)關(guān)是實(shí)行人民民主專政的重要工具,是武裝性質(zhì)的國(guó)家治安行政力量和刑事司法力量,擔(dān)負(fù)著鞏固共產(chǎn)黨執(zhí)政地位、維護(hù)國(guó)家長(zhǎng)治久安、保障人民安居樂業(yè)的重大政治和社會(huì)責(zé)任。隨著國(guó)家經(jīng)濟(jì)建設(shè)和改革開放步伐的加快,全面建設(shè)小康社會(huì)和開創(chuàng)中國(guó)特色社會(huì)主義事業(yè)新局面的不斷深入,改革、發(fā)展、穩(wěn)定的各項(xiàng)任務(wù)相當(dāng)繁重,國(guó)際形勢(shì)也正在發(fā)生復(fù)雜而深刻的變化,世界多極化,經(jīng)濟(jì)全球化的趨勢(shì)在曲折中發(fā)展,科技進(jìn)步日新月異,社會(huì)信息化快速發(fā)展,所有這些,都給國(guó)家安全和社會(huì)穩(wěn)定工作帶來了許多新情況,新問題,黨和人民對(duì)公安隊(duì)伍的要求也越來越高,公安隊(duì)伍面臨著新的機(jī)遇和挑戰(zhàn)。警察及其組織就其機(jī)構(gòu)組織而言是隸屬于國(guó)家權(quán)力機(jī)關(guān)的執(zhí)行機(jī)關(guān)下面的一個(gè)部門,是國(guó)家機(jī)構(gòu)的重要組成部分。我國(guó)的警察機(jī)關(guān)被命名為“公安機(jī)關(guān)”,特別突顯了它們作為維護(hù)社會(huì)公正提供公共安全這種“公共產(chǎn)品”的宗旨。 目前我國(guó)的政府公信力從總體上看是比較好的,但具體到一些基層政府、政府部門和政府官員卻又不容樂觀,個(gè)別地方的政府公信力甚至令人擔(dān)憂。公安隊(duì)伍中如果出現(xiàn)了有損公信力的行為,就會(huì)損害政府的形象,影響社會(huì)的正常運(yùn)轉(zhuǎn),其中既有存在于各政府部門的共性問題,又有公安機(jī)關(guān)自身單獨(dú)存在的問題,公安機(jī)關(guān)作為政府職能部門的重要組成,是公共行政管理的生力軍,警察作為政府的形象代言人和嚴(yán)格的執(zhí)法者,相比其他政府部門,其公信力更受社會(huì)的關(guān)注,他們更要體現(xiàn)公平、公正的原則,更直接影響著行政執(zhí)法的效率、政府的形象及人們對(duì)政府的信任。要認(rèn)清公安工作在政府管理方面存在的問題,理性看待,認(rèn)真分析,深化改革,盡快提升公安工作的戰(zhàn)斗力和公信力。隨著公安等政府職能部門公信力理論研究的進(jìn)一步深入,隨著體制改革的不斷進(jìn)行和立法制度的日益完善,一整套適合中國(guó)國(guó)情的政府公信力建設(shè)對(duì)策思路會(huì)最終得到確立。 提升公安隊(duì)伍公信力,除了理論上的研究,重要的還是要靠實(shí)踐中的有所作為,希望理論指導(dǎo)下的公安工作實(shí)踐最終達(dá)到為逐步提升政府公信力總體水平做出貢獻(xiàn)的目的。
[Abstract]:Since the 16th National Congress of the CPC, great changes have taken place in the public security work, which is one of the best periods in history, one of the most valued periods, and one of the most rapid public security reform periods. The public security organ is an important tool for the implementation of the people's democratic dictatorship, an armed national security administrative force and a criminal judicial force, charged with consolidating the ruling position of the Communist Party and maintaining the long-term stability of the country. It is a major political and social responsibility to ensure that the people live and work in peace and contentment. With the acceleration of national economic construction and the pace of reform and opening up, the tasks of building a well-off society in an all-round way and creating a new situation in the cause of socialism with Chinese characteristics continue to deepen. The tasks of reform, development and stability are quite arduous. The international situation is also undergoing complex and profound changes. The trend of multi-polarization in the world, the trend of economic globalization is developing in twists and turns, the scientific and technological progress is changing with each passing day, and the rapid development of social informatization, all these, Both of them have brought many new situations and problems to the work of national security and social stability, and the Party and the people are demanding more and more public security troops, and the public security forces are facing new opportunities and challenges. The police and its organizations are an important part of the state agencies as far as their organization is concerned. The police organs in our country are named "public security organs", which highlight their purpose as "public goods" to safeguard social justice and provide public security. At present, the credibility of our government is good on the whole, but some grass-roots governments, government departments and government officials are not optimistic, and the credibility of individual local governments is even worrisome. If there is any act that damages the credibility of the public security force, it will damage the image of the government and affect the normal operation of the society. Among them, there are common problems existing in various government departments, and there are problems that the public security organs themselves exist alone. The public security organ, as an important component of the government functional department, is the fresh force of the public administration. The police, as the image spokesman of the government and the strict law-enforcer, are more concerned by the society than other government departments. They should embody the principles of fairness and justice, and directly affect the efficiency of administrative law enforcement, the image of the government and people's trust in the government. It is necessary to clearly understand the problems existing in the government management of public security work, treat it rationally, analyze and deepen the reform seriously, and improve the fighting capacity and credibility of public security work as soon as possible. With the further study of the public security and other government departments' credibility theory, with the continuous reform of the system and the improvement of the legislative system, a set of countermeasures for the construction of the government's credibility suitable for China's national conditions will finally be established. In addition to the theoretical research, it is important to improve the public security team's credibility. It is hoped that the public security work practice under the guidance of the theory will eventually contribute to the overall level of the government's credibility.
