【摘要】：我國(guó)已步入了一個(gè)環(huán)境風(fēng)險(xiǎn)社會(huì),環(huán)境群體性事件以30%的速度逐年上升，引發(fā)地方政府管理危機(jī)，成為了一個(gè)重大的政治問(wèn)題。同時(shí)，目前我國(guó)理論界對(duì)地方政府如何應(yīng)對(duì)環(huán)境群體性事件的理論研究比較薄弱，并且多為宏觀性研究，急需在微觀上作出理論突破�；诖�，本文對(duì)如何建立一套具可操作性地方政府應(yīng)對(duì)環(huán)境群體性事件機(jī)制作出了深入的研究。 本文借鑒公共危機(jī)管理理論和環(huán)境行政管理理論等理論，緊緊圍繞如何建立地方政府應(yīng)對(duì)環(huán)境群體性事件機(jī)制這一核心問(wèn)題展開(kāi)研究，本論文研究的主要內(nèi)容：第一，在導(dǎo)論中提出了主要的研究?jī)?nèi)容，構(gòu)建了地方政府應(yīng)對(duì)環(huán)境群體性事件機(jī)制模型圖。第二，，我國(guó)地方政府應(yīng)對(duì)環(huán)境群體性事件的現(xiàn)狀。地方政府在應(yīng)對(duì)環(huán)境群體性事件時(shí)，雖然取得了成效，但也存在許多問(wèn)題，如缺乏預(yù)防機(jī)制，在控制處理過(guò)程中缺乏與民眾和媒體溝通、對(duì)環(huán)境群體性事件缺乏識(shí)別和判斷等等，本文對(duì)此作出了進(jìn)一步原因分析，提出了建立地方政府應(yīng)對(duì)環(huán)境群體性事件預(yù)防機(jī)制、控制處理機(jī)制和善后處理機(jī)制作為解決方案。第三，建立地方政府應(yīng)對(duì)環(huán)境群體性事件預(yù)防機(jī)制。建立地方政府應(yīng)對(duì)環(huán)境群體性事件預(yù)防機(jī)制非常重要，往往能在根源上消除環(huán)境群體性事件；而預(yù)防機(jī)制在運(yùn)行時(shí)要遵循及時(shí)回應(yīng)、權(quán)責(zé)相稱等六大原則；依據(jù)預(yù)防機(jī)制模型建好預(yù)防機(jī)制。第四，建立地方政府應(yīng)對(duì)環(huán)境群體性事件控制處理機(jī)制。建立控制處理機(jī)制是一種及時(shí)應(yīng)對(duì)機(jī)制，應(yīng)當(dāng)遵循以人為本、時(shí)間第一和協(xié)調(diào)配合等五大原則，建立控制處理機(jī)制，在控制處理過(guò)程中要注重策略與方法。最后，建立地方政府應(yīng)對(duì)環(huán)境群體性事件善后處置機(jī)制。善后處置機(jī)制能消除環(huán)境群體性事件反復(fù)發(fā)生，在善后處置時(shí)要遵循誠(chéng)實(shí)守信、人文關(guān)懷、客觀真實(shí)和公平公正原則；依據(jù)善后處置機(jī)制建立好安撫、調(diào)查反饋、懲治和評(píng)價(jià)總結(jié)四個(gè)子機(jī)制,力求構(gòu)建一套操作性強(qiáng)的地方政府應(yīng)對(duì)環(huán)境群體性事件機(jī)制，從而使地方政府有效的應(yīng)對(duì)環(huán)境群體性事件。
[Abstract]:Our country has stepped into an environmental risk society. The environmental group events have increased by 30% year by year, which has caused the crisis of local government management and become a major political problem. At the same time, the theoretical research on how to deal with environmental group events by local governments in our country is relatively weak, and most of them are macro research, so it is urgent to make a theoretical breakthrough on the micro level. Based on this, this paper makes a deep research on how to establish a set of operable local government should environmental group event mechanism. Based on the theories of public crisis management and environmental administration, this paper focuses on the core problem of how to establish the mechanism of local governments to deal with environmental mass events. The main contents of this paper are as follows: first, In the introduction, the main research contents are put forward, and the model map of the mechanism of local government responding to environmental group events is constructed. Second, the current situation of local government dealing with environmental mass events. Although local governments have achieved success in dealing with environmental mass incidents, there are still many problems, such as the lack of preventive mechanisms, the lack of communication with the public and the media in the process of controlling and dealing with them. For the lack of identification and judgment of environmental group events, this paper makes a further analysis of the reasons, and puts forward the establishment of local government response to environmental group events prevention mechanism, control mechanism and post-treatment mechanism as a solution. Third, the establishment of local government response to environmental mass incidents prevention mechanism. It is very important to establish the prevention mechanism of local government to deal with environmental group incidents, which can eliminate the environmental group incidents at the root, while the prevention mechanism should follow the six principles of timely response, power and responsibility proportionality, etc. The prevention mechanism is built according to the prevention mechanism model. Fourth, the establishment of local government response to environmental mass events control and handling mechanism. The establishment of control processing mechanism is a timely response mechanism, which should follow the five principles of people-oriented, time-first and coordination, and establish the control processing mechanism, and pay attention to the strategy and method in the process of control treatment. Finally, establish the mechanism of local government dealing with environmental group events. The mechanism of aftercare and disposal can eliminate the repeated occurrence of environmental mass events, and follow the principles of honesty and trustworthiness, humanistic concern, objectivity, truth, fairness and justice when dealing with aftercare, and establish good pacification and investigation feedback according to the mechanism of aftercare and disposal. Punishment and evaluation summarize the four sub-mechanisms, and try to build a set of operable local government response to environmental group events mechanism, so that local governments can effectively respond to environmental group events.
