【摘要】： 道路交通安全是世界各國一個普遍重視而又嚴(yán)重的社會問題，同時也是個復(fù)雜的管理和技術(shù)問題。解決交通問題的聚焦點(diǎn)是：預(yù)防交通事故，提高道路通行效率�，F(xiàn)代化的道路交通把人、車、路和環(huán)境融為一體，，組成靜態(tài)和動態(tài)相結(jié)合的，復(fù)雜的社會大系統(tǒng)。在這當(dāng)中，駕駛員的交通可靠性是確保道路交通安全的最關(guān)鍵一環(huán)。 本文立足于駕駛員交通素質(zhì)的研究，從駕駛員交通安全可靠性的角度，探討駕駛員交通素質(zhì)與交通安全管理之間的密切聯(lián)系，在總結(jié)了有關(guān)國內(nèi)外研究的基礎(chǔ)上提出了以駕駛員心理素質(zhì)、生理素質(zhì)、知識技術(shù)素質(zhì)和道德素質(zhì)為核心內(nèi)容的駕駛員素質(zhì)結(jié)構(gòu)體系。利用數(shù)據(jù)分析、問卷調(diào)查、現(xiàn)場隨訪，違法現(xiàn)象調(diào)查等多種手段分別對我市交通安全狀況、交通管理實(shí)際，交通事故特征、肇事駕駛員素質(zhì)特征、駕駛員群體素質(zhì)特征等方面的內(nèi)容做了細(xì)致地調(diào)查分析，全面概括分析了我市駕駛員交通素質(zhì)狀況特征以及我市交通安全管理的實(shí)際，佐證了駕駛員交通素質(zhì)是交通安全的必要前提和管理部門實(shí)施交通安全管理的關(guān)鍵。 在對我市駕駛員交通素質(zhì)問題較為全面的分析后，文中進(jìn)一步分析了我市駕駛員交通素質(zhì)不高的原因，提出了基于駕駛員素質(zhì)的駕駛員素質(zhì)測評體系、駕駛員素質(zhì)培訓(xùn)和安全教育、培養(yǎng)駕駛員交通安全意識、重視交通道德建設(shè)和駕駛員管理等解決方案。旨在辨識安全隱患，引起人們對駕駛員素質(zhì)開展研究對交通安全確實(shí)具有現(xiàn)實(shí)意義和戰(zhàn)略價(jià)值的理解和認(rèn)識。
[Abstract]:Road traffic safety is not only a serious social problem, but also a complex management and technical problem. The focus of solving traffic problems is to prevent traffic accidents and improve road traffic efficiency. Modern road traffic integrates people, cars, roads and environment into a complex social system that combines static and dynamic. Among them, the driver's traffic reliability is the most important link to ensure the road traffic safety. Based on the study of driver's traffic quality, this paper discusses the close relation between driver's traffic quality and traffic safety management from the angle of driver's traffic safety reliability. On the basis of summarizing the research at home and abroad, this paper puts forward the structure system of driver's quality, which takes the psychological quality, physiological quality, knowledge and technology quality and moral quality as the core content. By means of data analysis, questionnaire investigation, on-site follow-up, investigation of illegal phenomena, etc., the traffic safety situation, the actual traffic management, the traffic accident characteristics, the quality characteristics of the drivers involved in the accident, etc. The contents of drivers' group quality are investigated and analyzed in detail, and the characteristics of drivers' traffic quality in our city and the reality of traffic safety management in our city are comprehensively analyzed. It is proved that driver's traffic quality is the necessary prerequisite of traffic safety and the key of traffic safety management in management department. After a comprehensive analysis of the traffic quality of drivers in our city, this paper further analyzes the reasons for the low traffic quality of drivers in our city, and puts forward a driver quality evaluation system based on the quality of drivers. Driver quality training and safety education, training driver awareness of traffic safety, attention to traffic ethics and driver management and other solutions. The purpose of this paper is to identify the hidden dangers of safety and to make people understand and understand that the study of driver's quality is of practical significance and strategic value to traffic safety.
