【摘要】： 傳統(tǒng)的國(guó)家安全偏向于軍事安全,主要功能在于抵抗威脅,關(guān)注的是國(guó)家主權(quán)的完整和領(lǐng)土不受侵犯,其保障國(guó)家安全的手段也是以軍事和經(jīng)濟(jì)等“硬權(quán)力”為主。但隨著國(guó)際形勢(shì)的變化和信息技術(shù)的飛速發(fā)展,出現(xiàn)了非傳統(tǒng)安全,改變了人們對(duì)國(guó)家安全的傳統(tǒng)認(rèn)識(shí),“軟權(quán)力”的作用日漸突出。信息作為“軟權(quán)力”的核心與作為“硬權(quán)力”重要組成部分的信息技術(shù)一起成為影響國(guó)際政治的重要因素,兩者給國(guó)家安全帶來了前所未有的新挑戰(zhàn)。 本文從信息技術(shù)給國(guó)家安全帶來的新問題入手,探討了“信息權(quán)力”、“信息疆域”、“信息安全”和“信息主權(quán)”等問題,指出信息和信息技術(shù)改變了國(guó)際政治的內(nèi)容,對(duì)國(guó)家安全的意義越來越大。信息的開放性使國(guó)家安全面臨著不確定的威脅,而這些威脅具有突發(fā)性和難以預(yù)測(cè)性,而且威脅的主體呈現(xiàn)多樣化,使國(guó)家安全變得十分脆弱。文章立足于信息和信息技術(shù)為國(guó)家安全帶來的新問題、新特點(diǎn),把研究信息和信息技術(shù)對(duì)國(guó)家安全的影響作為重點(diǎn),對(duì)信息及信息技術(shù)給國(guó)家政治、經(jīng)濟(jì)、軍事和文化等領(lǐng)域帶來的威脅進(jìn)行全面分析,最后提出信息優(yōu)勢(shì)決定安全優(yōu)勢(shì)這一觀點(diǎn),并結(jié)合美國(guó)信息安全戰(zhàn)略提出了對(duì)中國(guó)信息安全的建議。
[Abstract]:The traditional national security is biased towards military security, and its main function is to resist threats. It pays attention to the integrity of national sovereignty and the inviolability of territory, and its means of safeguarding national security are mainly military and economic "hard power". However, with the change of international situation and the rapid development of information technology, non-traditional security has emerged, which has changed people's traditional understanding of national security, and the role of "soft power" has become increasingly prominent. Information as the core of "soft power" and information technology as an important part of "hard power" have become important factors influencing international politics. Both of them have brought unprecedented new challenges to national security. Starting with the new problems brought by information technology to national security, this paper discusses the problems of "information power", "information territory", "information security" and "information sovereignty", and points out that information and information technology has changed the content of international politics. It is becoming more and more important to national security. The openness of information makes the national security face uncertain threats, and these threats are sudden and unpredictable, and the subject of the threat is diversified, which makes the national security become very fragile. Based on the new problems and new characteristics of information and information technology for national security, this paper focuses on the study of the influence of information and information technology on national security, and on information and information technology to national politics and economy. This paper makes a comprehensive analysis of the threats brought by military and cultural fields, and finally puts forward the view that information superiority determines security advantage, and puts forward some suggestions for China's information security combined with the information security strategy of the United States.
