【摘要】：2012年，大數(shù)據(jù)浪潮洶涌來(lái)襲。與互聯(lián)網(wǎng)的發(fā)明一樣，大數(shù)據(jù)開(kāi)啟了一次重大的時(shí)代轉(zhuǎn)型，正在改變?nèi)藗兊墓ぷ鳌⑸钜约袄斫馐澜绲姆绞�，成為新發(fā)明和新服務(wù)的源泉。相比民間大數(shù)據(jù)熱潮的不斷升溫，我國(guó)各級(jí)政府部門(mén)對(duì)大數(shù)據(jù)的認(rèn)知及實(shí)踐相對(duì)遲緩，相關(guān)研究成果較少。在時(shí)代發(fā)展的關(guān)鍵節(jié)點(diǎn)，深入研究大數(shù)據(jù)內(nèi)涵及其核心技術(shù)，結(jié)合天津公安信息化建設(shè)發(fā)展現(xiàn)狀，探索數(shù)據(jù)驅(qū)動(dòng)的警務(wù)決策，具有很強(qiáng)的現(xiàn)實(shí)意義。 本文在深入剖析大數(shù)據(jù)內(nèi)涵與特征的基礎(chǔ)上，以天津公安信息化建設(shè)為研究對(duì)象，使用文獻(xiàn)分析、案例分析等研究方法，，基于大數(shù)據(jù)時(shí)代發(fā)展客觀需求對(duì)存在的問(wèn)題進(jìn)行分析，進(jìn)而提出針對(duì)性的解決方案與對(duì)策。 本文研究的主要內(nèi)容共包括5章：第一章是緒論，介紹了研究背景、研究意義、國(guó)內(nèi)外研究綜述、研究的主要內(nèi)容及方法；第二章對(duì)大數(shù)據(jù)的內(nèi)涵與特征進(jìn)行深入探討，主要包括數(shù)據(jù)及數(shù)據(jù)爆炸，大數(shù)據(jù)引領(lǐng)工作、生活和思維變革，大數(shù)據(jù)的核心，大數(shù)據(jù)對(duì)信息化建設(shè)的影響等四個(gè)方面內(nèi)容；第三章研究天津公安信息化建設(shè)發(fā)展現(xiàn)狀，重點(diǎn)探討現(xiàn)行工作中存在的問(wèn)題，從數(shù)據(jù)質(zhì)量有待提高，數(shù)據(jù)數(shù)量有待擴(kuò)充，高端人才與技術(shù)短缺等三個(gè)方面詳細(xì)論述了天津公安信息化發(fā)展與應(yīng)用過(guò)程中不適于大數(shù)據(jù)時(shí)代發(fā)展要求的方面，深入剖析原因。第四章提出大數(shù)據(jù)時(shí)代的天津公安信息化建設(shè)對(duì)策建議，從全警觀念更新、打破部門(mén)間數(shù)據(jù)壁壘、建立專業(yè)數(shù)據(jù)分析團(tuán)隊(duì)、搭建云計(jì)算平臺(tái)、逐步嘗試開(kāi)放數(shù)據(jù)五個(gè)方面提出對(duì)策建議。第五章概括本文的研究結(jié)論和對(duì)未來(lái)的展望。 本文的寫(xiě)作目的是通過(guò)詳細(xì)地分析，研究天津公安信息化建設(shè)發(fā)展對(duì)策，探索出一條可持續(xù)發(fā)展道路，期望對(duì)宏觀建設(shè)規(guī)劃及全警實(shí)戰(zhàn)應(yīng)用起到切實(shí)的參考意義。
[Abstract]:In 2012, big data tide surges to attack. Like the invention of the Internet, big data has embarked on a major era transformation that is changing the way people work, live and understand the world as a source of new inventions and services. Compared with the upsurge of the folk big data, the cognition and practice of the government departments at all levels of our country are relatively slow, and the related research results are less. At the key point of the development of the times, it is of great practical significance to study the connotation and core technology of big data, to explore the data-driven police decision-making by combining the present situation of the information construction of public security in Tianjin. On the basis of deeply analyzing the connotation and characteristics of big data, taking the information construction of Tianjin public security as the research object, using the methods of literature analysis and case analysis, this paper analyzes the existing problems on the basis of the objective demand of the development of big data era. And then put forward targeted solutions and countermeasures. The main contents of this paper include five chapters: the first chapter is the introduction, which introduces the research background, research significance, domestic and foreign research review, the main contents and methods of the research, the second chapter deeply discusses the connotation and characteristics of big data. It mainly includes four aspects: data and data explosion, big data leading the work, life and thinking change, the core of big data, the influence on the information construction of big data. Chapter three studies the present situation of the information construction of Tianjin public security. Focusing on the existing problems in the current work, from the data quality to be improved, the number of data to be expanded, This paper discusses in detail the problems in the development and application of Tianjin Public Security Informatization, which are not suitable for the development of big data era, and analyzes the reasons in depth. The fourth chapter puts forward the countermeasures and suggestions of Tianjin police informatization construction in big data's time, from the perspective of all-police, breaking down the data barrier between departments, establishing professional data analysis team, and building cloud computing platform. The paper tries to open up the data from five aspects. The fifth chapter summarizes the conclusions of this paper and prospects for the future. The purpose of this paper is to study the development countermeasures of Tianjin public security information construction through detailed analysis, and to explore a sustainable development path, which is expected to play a practical reference significance to the macro construction planning and the application of the whole police actual combat.
