【摘要】： 隨著現(xiàn)代社會的高速發(fā)展,各種不確定因素也越來越凸現(xiàn)出來,現(xiàn)代社會轉(zhuǎn)變?yōu)榫哂懈叨蕊L(fēng)險的社會。因此,作為最大的公共機構(gòu)的政府則具有防范風(fēng)險,確保社會平衡和穩(wěn)定的職責(zé)。而其中,公共救災(zāi)則是其主要的職責(zé)。當(dāng)前我國的公共救災(zāi)職能主要由消防機構(gòu)來履行。研究公共救災(zāi)機制必須重點研究消防機構(gòu)的內(nèi)部機制及其功能行為,這就是公共消防救災(zāi)機制概念提出來的現(xiàn)實背景。 消防是現(xiàn)代社會中的一項重要公共物品,消防安全直接關(guān)系廣大人民群眾的生命財產(chǎn)安全,關(guān)系社會的和諧穩(wěn)定,是政府有責(zé)任提供的公共安全物品。當(dāng)前,我國正處于傳統(tǒng)社會向現(xiàn)代社會轉(zhuǎn)變的歷史時期。隨著工業(yè)化、城市化、市場化進程的加快,公共消防安全不確定和非傳統(tǒng)性因素日益增多,火災(zāi)幾率和風(fēng)險不斷增加,消防工作日益面臨嚴峻的挑戰(zhàn)。公眾對消防安全需求的日益增加與城市化視野下的災(zāi)害的高頻性、復(fù)雜性形成了鮮明的對比�；诖�,本文從城市化進程的角度出發(fā),對當(dāng)前公共消防救災(zāi)機制問題進行了較為系統(tǒng)的研究。 文章首先介紹了公共消防救災(zāi)機制及相關(guān)概念進行了理論界定,并分析了公共消防救災(zāi)機制的理論價值。其次,論文對城市化進程中的公共災(zāi)害問題進行了中外比較,并依據(jù)國外啟示對我國未來的災(zāi)害趨勢進行了預(yù)測。第三,論文分析了我國城市化發(fā)展的現(xiàn)狀和公共消防救災(zāi)機制的現(xiàn)狀,指出了消防救災(zāi)工作在保護人民生命和財產(chǎn)安全方面做出的重大貢獻,但同時也指出了既有公共消防救災(zāi)機制在應(yīng)急救援工作中暴露的問題和面臨的困境,主要有管理協(xié)調(diào)機制的不足、人才成長機制的不足、應(yīng)急機制的不足和基礎(chǔ)性建制的不足。這些問題制約了消防部隊?wèi)?yīng)急救援職能的開展。最后,論文指出我國在城市化背景下完善公共消防救災(zāi)機制的目的、原則和政策取向。其政策取向包括健全管理協(xié)調(diào)機制、強化人才成長機制、提高應(yīng)急能力、建設(shè)社會消防,整合資源,走共享集約型道路。這是公共消防救災(zāi)機制的責(zé)任和使命。
[Abstract]:With the rapid development of modern society, all kinds of uncertain factors are more and more prominent, and modern society is transformed into a society with high risk. Thus, the government, as the largest public institution, has the duty to guard against risks and ensure social balance and stability. Among them, public disaster relief is its main responsibility. At present, the public disaster relief function of our country is mainly carried out by fire fighting agencies. In order to study the public disaster relief mechanism, we must focus on the internal mechanism and its functional behavior, which is the realistic background of the concept of public fire relief mechanism. Fire fighting is an important public goods in modern society. Fire safety is directly related to the safety of the lives and property of the broad masses of the people and the harmony and stability of the society. It is the public safety goods which the government has the responsibility to provide. At present, our country is in the historical period of transformation from traditional society to modern society. With the acceleration of industrialization, urbanization and marketization, the uncertain and non-traditional factors of public fire safety are increasing day by day, the fire probability and risk are increasing, and the fire fighting work is facing severe challenges. The increasing demand for fire safety by the public is in sharp contrast to the high frequency and complexity of disasters in the view of urbanization. Based on this, this paper makes a systematic study on the mechanism of public fire fighting and disaster relief from the point of view of urbanization. This paper first introduces the public fire relief mechanism and related concepts, and analyzes the theoretical value of public fire relief mechanism. Secondly, the paper compares the problems of public disasters in the process of urbanization between China and foreign countries, and forecasts the future disaster trend of our country according to the enlightenment of foreign countries. Thirdly, the paper analyzes the current situation of urbanization and public fire disaster relief mechanism in China, and points out the great contribution of fire protection and disaster relief in protecting people's lives and property safety. But at the same time, it also points out the problems and difficulties that the public fire and disaster relief mechanism has exposed in the emergency and rescue work, including the deficiency of management coordination mechanism, the shortage of talent growth mechanism, the shortage of emergency mechanism and the deficiency of basic system. These problems restrict the development of the emergency rescue function of the fire fighting force. Finally, the paper points out the aim, principle and policy orientation of perfecting public fire fighting and disaster relief mechanism under the background of urbanization. Its policy orientation includes perfecting management coordination mechanism, strengthening talent growth mechanism, improving emergency response ability, building social fire protection, integrating resources, and taking the road of sharing intensive type. This is the responsibility and mission of the public fire fighting and disaster relief mechanism.
