【摘要】： 近年來(lái),隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)和民主政治的迅猛發(fā)展,人們的主體意識(shí)不斷被喚醒,新聞?shì)浾摫O(jiān)督對(duì)國(guó)家權(quán)力的監(jiān)督已越來(lái)越深入。公安機(jī)關(guān)作為執(zhí)法權(quán)力機(jī)構(gòu),正逐漸成為新聞?shì)浾撽P(guān)注的焦點(diǎn),與之相關(guān)的警察形象建設(shè)也已經(jīng)由公安系統(tǒng)內(nèi)部事務(wù)向社會(huì)化過(guò)渡。媒體通過(guò)發(fā)揮政治監(jiān)督的功能,體恤民生,順應(yīng)民意,做好宣傳報(bào)道和輿論監(jiān)督工作,對(duì)警察形象建設(shè)起著極為重要的推動(dòng)作用。但是,由于受各種因素影響,兩者在監(jiān)督和被監(jiān)督的過(guò)程中也出現(xiàn)了一些不和諧現(xiàn)象,帶來(lái)了不容忽視的負(fù)面效應(yīng)。因此,探討新聞媒體如何在捕捉社會(huì)熱點(diǎn)問(wèn)題、尊重客觀事實(shí)、樹(shù)立大局意識(shí)、堅(jiān)持正確的輿論導(dǎo)向的前提下,充分用好手中的監(jiān)督權(quán)和話語(yǔ)權(quán),對(duì)警察執(zhí)法行為開(kāi)展行之有效的監(jiān)督,以當(dāng)好黨和人民的“喉舌”,促進(jìn)公安隊(duì)伍建設(shè)的同時(shí),也關(guān)注警察組織如何拋棄原有的思維習(xí)慣,以平等、積極、開(kāi)放的姿態(tài)正確對(duì)待輿論監(jiān)督,加強(qiáng)素質(zhì)建設(shè),暢通信息渠道,樹(shù)立公關(guān)危機(jī)意識(shí),利用多種新聞手段和途徑,從危機(jī)中尋找生機(jī),以爭(zhēng)取公安工作效益最大化,塑造“文明之師、威武之師”的良好形象,具有十分重要的現(xiàn)實(shí)意義。這有利于發(fā)揮新聞?shì)浾摫O(jiān)督在當(dāng)代警察形象建設(shè)中的積極作用和影響,克服目前媒體與警察在監(jiān)督與被監(jiān)督過(guò)程中存在的不足,構(gòu)建良性的媒體與警方互動(dòng)機(jī)制,從而確立新聞?shì)浾摫O(jiān)督下警察形象建設(shè)的原則和對(duì)策。
[Abstract]:In recent years, with the rapid development of socialist market economy and democratic politics in China, people's subjective consciousness has been awakened constantly. As the law enforcement authority, the public security organ is gradually becoming the focus of the news and public opinion, and the related police image construction has also changed from the internal affairs of the public security system to the socialization. The media plays an extremely important role in promoting the police image by giving play to the function of political supervision, understanding the people's livelihood, complying with the public opinion, and doing the propaganda report and the supervision of public opinion well. However, due to the influence of various factors, there are some disharmonious phenomena in the process of supervision and supervision, which bring negative effects that can not be ignored. Therefore, under the premise of capturing hot social issues, respecting the objective facts, establishing the awareness of the overall situation and adhering to the correct guidance of public opinion, the news media should make full use of their supervisory and discourse rights. To carry out effective supervision over the police's law-enforcement actions, to be the "mouthpiece" of the party and the people, and to promote the building of the public security contingent, at the same time paying attention to how the police organizations abandon their original thinking habits, so as to be equal and active. The open attitude correctly treats the public opinion supervision, strengthens the quality construction, unobstructs the information channel, sets up the public relations crisis consciousness, uses various news means and the way, looks for the vitality from the crisis, in order to strive for the public security work benefit maximization, It is of great practical significance to shape the good image of "the teacher of civilization and the teacher of majesty". This is conducive to giving play to the positive role and influence of news and public opinion supervision in the construction of the contemporary police image, overcoming the shortcomings existing in the process of supervision and supervision between the media and the police at present, and constructing a benign interaction mechanism between the media and the police. So as to establish the principles and countermeasures of police image construction under the supervision of news and public opinion.
