【摘要】： 本研究以寧波市城鎮(zhèn)為主要分析案例,以科學(xué)發(fā)展觀為指導(dǎo),基于以人為本的服務(wù)理念,以維護(hù)和鞏固基層社會(huì)穩(wěn)定的大局為落腳點(diǎn),以構(gòu)建不同利益群體的協(xié)調(diào)機(jī)制為目標(biāo),以市場化服務(wù)運(yùn)作為政策方向,以體制機(jī)制創(chuàng)新為理論突破口,著力于分析適應(yīng)發(fā)達(dá)地區(qū)城鎮(zhèn)流動(dòng)人口管理職能的價(jià)值取向、制約因素、實(shí)現(xiàn)方式、相關(guān)關(guān)系等理論問題和實(shí)際問題。研究中重視從理論性、前瞻性、政策性和可操作性四個(gè)層面上探討流動(dòng)人口服務(wù)職能的模式,為城鎮(zhèn)流動(dòng)人口實(shí)現(xiàn)有效管理提供某些方面的政策和措施建議。 流動(dòng)人口服務(wù)是一項(xiàng)復(fù)雜的社會(huì)系統(tǒng)工程,采取的基本研究方法是系統(tǒng)分析方法。將城鎮(zhèn)流動(dòng)人口服務(wù)系統(tǒng)視為一個(gè)開放的系統(tǒng),采用系統(tǒng)的觀點(diǎn)和方法,運(yùn)用定性和定量分析工具,對城鎮(zhèn)流動(dòng)人口服務(wù)系統(tǒng)的目標(biāo)、制約因素、系統(tǒng)功能加以分析和評價(jià)。 浙江城鎮(zhèn)的流動(dòng)人口已經(jīng)出現(xiàn)社會(huì)動(dòng)因型人口流動(dòng)增加的趨勢,暫住變常住的勢頭正在悄然加強(qiáng),變“常住”為“長住”的需求和一些戶籍政策已經(jīng)出現(xiàn)。東部沿海發(fā)達(dá)地區(qū)的城鎮(zhèn)積聚了大量流動(dòng)人口,在常住人口中的比重越來越高,相對于戶籍人口的比重越來越大,政府或者公共管理機(jī)構(gòu)對此普遍高度關(guān)注。近年來,國家、浙江省以及寧波等地城市政府已就此陸續(xù)出臺(tái)若干政策,整體效果比較好,既受到外來人口的歡迎,也得到當(dāng)?shù)鼐用竦钠毡橹С帧Ｄ壳皩α鲃?dòng)人口管理服務(wù)工作和相應(yīng)的研究活動(dòng)還處于一種對具體活動(dòng)的突出事件的認(rèn)識(shí)和解決階段,距離制度架構(gòu)的形成還有一段不小的差距,但正因?yàn)槠浞洗髣?所以具有研究的意義。 本研究在基本界定城鎮(zhèn)流動(dòng)人口服務(wù)的基礎(chǔ)上,討論了城鎮(zhèn)流動(dòng)人口服務(wù)職能的價(jià)值取向、該職能體系的特點(diǎn)以及鎮(zhèn)政府履行職能的能力和方式,對寧波城鎮(zhèn)流動(dòng)人口管理服務(wù)體制與制度、影響因素以及新的發(fā)展進(jìn)行了必要的分析。 研究中得到以下幾個(gè)基本結(jié)論:第一,城鎮(zhèn)流動(dòng)人口管理的行政調(diào)控能力和區(qū)域經(jīng)濟(jì)社會(huì)和政治發(fā)展進(jìn)程的結(jié)合點(diǎn),研究并提出適合城鎮(zhèn)管理與服務(wù)職能特點(diǎn)的體制和機(jī)制;第二,探索城鎮(zhèn)流動(dòng)人口管理與服務(wù)并重的基本實(shí)現(xiàn)方式,以及在流動(dòng)人口居住、就業(yè)、教育、公共衛(wèi)生、社會(huì)治安等利益保障方面的不同方式和特點(diǎn);第三,探索和總結(jié)城鎮(zhèn)對流動(dòng)人口依法管理和人性化管理的路徑和方法,分析其中成熟的制度架構(gòu)與變動(dòng)的制度架構(gòu)的不同狀態(tài)和結(jié)果;第四,探索城鎮(zhèn)流動(dòng)人口綜合管理的難點(diǎn)和破解思路;第五,對城鎮(zhèn)流動(dòng)人口服務(wù)的相關(guān)因素和能力進(jìn)行實(shí)證分析。
[Abstract]:This research takes Ningbo as the main analysis case, takes the scientific development view as the guidance, based on the people-oriented service idea, takes the maintenance and consolidation of the social stability at the grass-roots level as the foothold, and constructs the coordination mechanism of the different interest groups as the goal. Taking the market-oriented service operation as the policy direction and the system and mechanism innovation as the theoretical breakthrough, the paper focuses on the analysis of the value orientation, restrictive factors and realization methods of the management function of the urban floating population in developed areas. Related relations and other theoretical and practical problems. In the study, we pay attention to discussing the mode of service function of floating population from four aspects: theory, foresight, policy and maneuverability, and provide some suggestions on policies and measures for the effective management of urban floating population. Floating population service is a complex social system engineering, the basic research method is system analysis method. The service system of floating population in cities and towns is regarded as an open system. The purpose, restrictive factors and system functions of the service system of floating population in cities and towns are analyzed and evaluated by using the systematic viewpoint and method and the tools of qualitative and quantitative analysis. The floating population in Zhejiang cities and towns has appeared the trend of increasing social driven population mobility, the trend of temporary residence to permanent residence has been quietly strengthened, the demand for changing "permanent residence" to "permanent residence" and some household registration policies have emerged. The cities and towns in the eastern coastal developed areas have accumulated a large number of floating population, the proportion of permanent resident population is increasing, and the proportion of household registration population is increasing. The government or public administration agencies generally pay great attention to this. In recent years, the government of our country, Zhejiang province and Ningbo and other cities have issued some policies one after another. The overall effect is good, which is welcomed by the foreign population and generally supported by the local residents. At present, the management services for the floating population and the corresponding research activities are still in the stage of understanding and resolving outstanding events of specific activities. There is still not a small gap between the formation of the institutional framework and the development of the system, but it is precisely because it is in line with the general trend. So has the research significance. Based on the basic definition of urban floating population service, this study discusses the value orientation of the service function of urban floating population, the characteristics of the function system and the ability and mode of the township government to perform its functions. This paper analyzes the management service system and system of floating population in Ningbo, influencing factors and new development. The main conclusions are as follows: first, the combination of administrative control ability of urban floating population management and the process of regional economic, social and political development, and research and put forward the system and mechanism suitable for the characteristics of urban management and service function; Second, to explore the basic ways of realizing the equal emphasis of urban floating population management and services, as well as the different ways and characteristics of the protection of the interests of floating population, such as residence, employment, education, public health, social security, etc. Third, Explore and summarize the path and method of urban management of floating population according to law and humanization management, and analyze the different states and results of mature institutional framework and changing institutional framework; fourth, This paper explores the difficulties and solutions of urban floating population management. Fifthly, it makes an empirical analysis on the relevant factors and abilities of urban floating population service.
