【摘要】： 近代旅游始于十九世紀(jì)，在世界跨入21世紀(jì)之際，旅游已成為世界范圍內(nèi)最有影響力的社會(huì)經(jīng)濟(jì)事件之一。在旅游業(yè)發(fā)展的各方面歷史進(jìn)程中，許多質(zhì)和量的變化形成了旅游業(yè)發(fā)展的特征，與此相伴的是社會(huì)所經(jīng)歷的深刻變革，新的價(jià)值觀取向使旅游逐漸成為人類最高和最深層的愿望。然而旅游的發(fā)展也充滿著各種各樣的矛盾，旅游在創(chuàng)造更多的經(jīng)濟(jì)效益的同時(shí)，環(huán)境、自然資源、文化特色、傳統(tǒng)習(xí)慣和社會(huì)結(jié)構(gòu)也為旅游的發(fā)展作出了巨大的貢獻(xiàn)。 旅游與犯罪的關(guān)系自1970年代逐漸被旅游界所認(rèn)知，一些相關(guān)的研究、救治機(jī)構(gòu)和防范政策相繼出臺(tái)。但是，迄今為止，學(xué)術(shù)界的研究還比較片面，大多限于某個(gè)層次的研究，如：試圖尋找特定旅游目的地旅游業(yè)發(fā)展與犯罪之間的數(shù)字關(guān)系；旅游與犯罪是否存在相互關(guān)系，其關(guān)系是必然的還是偶然的；旅游業(yè)發(fā)展對(duì)社會(huì)和經(jīng)濟(jì)造成的負(fù)面影響；不同類型旅游者的行為模式及其成為受害人的可能性；旅游目的地激發(fā)犯罪的環(huán)境因素等。 本文從旅游活動(dòng)的特殊性出發(fā)，，結(jié)合犯罪學(xué)的相關(guān)基礎(chǔ)理論知識(shí)，明確提出了旅游犯罪和旅游犯罪學(xué)的概念，并初步構(gòu)建了旅游犯罪學(xué)的學(xué)科體系。本文認(rèn)為旅游犯罪是發(fā)生在旅游過程中(吃、住、行、游、購(gòu)、娛)，與旅游者、或旅游活動(dòng)、或旅游環(huán)境(含旅游設(shè)施)、或旅游產(chǎn)業(yè)(包括旅游知識(shí)產(chǎn)權(quán)、旅游地所屬權(quán)等)有關(guān)的所有犯罪現(xiàn)象的總和；旅游犯罪學(xué)是以旅游犯罪為研究對(duì)象，研究旅游過程中發(fā)生的各種犯罪現(xiàn)象的形成原因、時(shí)空規(guī)律以及防范對(duì)策的科學(xué)。它和旅游心理學(xué)、旅游經(jīng)濟(jì)學(xué)、旅游市場(chǎng)學(xué)一樣，是一門新興的邊緣交叉學(xué)科。 旅游犯罪的定義、性質(zhì)、特點(diǎn)、產(chǎn)生原因、分類標(biāo)準(zhǔn)和預(yù)防策略是旅游犯罪學(xué)研究的主要內(nèi)容，其中，定義、分類、產(chǎn)生原因、罪與非罪的界限和預(yù)防策略是研究的重點(diǎn)和難點(diǎn)。學(xué)科集成法、案例分析法、時(shí)空比較法、模擬研究 f遼國(guó)L 改士字位倫父 W MASTER”STHESIS 法等是旅游犯罪學(xué)研究的主要方法。旅游犯罪的預(yù)防研究以及對(duì)相應(yīng)產(chǎn)生的經(jīng) 濟(jì)效益和社會(huì)效益的評(píng)估是旅游犯罪學(xué)研究的價(jià)值所在。行政手段、法律手段、 經(jīng)濟(jì)手段、宣傳教育手段和旅游犯罪信息管理和網(wǎng)絡(luò)服務(wù)手段是預(yù)防和打擊旅 游犯罪的主要手段，旅游規(guī)劃師、政府、旅游行政管理部門、旅游從業(yè)人員、 旅游地居民和旅游者是預(yù)防旅游犯罪的主要責(zé)任主體。 顯而易見，優(yōu)美整潔、安全衛(wèi)生、方便舒適、輕松愉快、和平寧?kù)o的旅游 環(huán)境是旅游業(yè)存在和發(fā)展的基礎(chǔ)和前提，影響著旅游業(yè)的經(jīng)濟(jì)效益和社會(huì)效 益。旅游犯罪學(xué)科的研究旨在揭示旅游犯罪的形成原因與發(fā)生規(guī)律，有助于決 策部門制訂合理有效的旅游政策法規(guī)，構(gòu)建科學(xué)完善的旅游法規(guī)體系；有助于 科學(xué)地設(shè)置旅游統(tǒng)計(jì)項(xiàng)目；有助于經(jīng)濟(jì)地布局安全保障力量；有助于有效的預(yù) 防和控制旅游犯罪的發(fā)生；有助于促進(jìn)旅游地和旅游業(yè)的健康可持續(xù)發(fā)展。
[Abstract]:Tourism has become one of the most influential socio - economic events in the world . During the 21st century , tourism has become one of the most influential socio - economic events in the world .









The relationship between tourism and crime has gradually been recognized by the tourist industry since the 1970s , and some related research , treatment institutions and preventive policies have been introduced successively . However , so far , the research of academic circles has been more than one - sided , mostly limited to a certain level of research , such as trying to find the digital relationship between tourism development and crime of a particular tourist destination ;
Whether tourism and crime are related to each other , their relationship is inevitable or accidental ;
( b ) The negative impact of tourism development on society and the economy ;
The behaviour patterns of different types of tourists and the possibility of becoming victims ;
The tourist destination excites the environmental factors of crime and so on .









Based on the particularity of tourism activity , this paper puts forward the concept of tourism crime and tourism criminology in combination with the relevant basic theory knowledge of criminology , and constructs the subject system of tourism criminology . In this paper , it is concluded that tourism crime is the sum of all the crimes related to tourist activities , tourist activities , or tourist environment ( including tourist facilities ) , or tourism industry ( including tourism intellectual property rights , tourism land ownership rights , etc . ) .
Tourism criminology is the research object of tourism crime , and studies the formation reason , space - time law of various crimes and the science of prevention countermeasure in the course of tourism . It is a newly emerging edge cross - discipline as tourism psychology , tourism economics and tourism market science .









The definition , nature , characteristic , cause , classification standard and prevention strategy of tourism crime are the main contents of the study of tourism criminology .
