【摘要】： 本文以馬克思主義歷史唯物主義和辯證唯物主義為基礎(chǔ),以政治學(xué)、公共關(guān)系學(xué)、管理學(xué)、公安學(xué)原理和近年來中央關(guān)于科學(xué)發(fā)展、社會和諧、關(guān)注民生等一系列重大理論成果為指導(dǎo),結(jié)合新中國50年警民關(guān)系發(fā)展實踐,首先對警民關(guān)系結(jié)構(gòu)進(jìn)行探討和分析,包括屬性分析、要素分析、定位分析、功能分析等,力求對警民關(guān)系本身有個全面清楚的了解和把握。其次對我國警民關(guān)系發(fā)展歷程進(jìn)行回顧,大體按照“新中國成立前后——改革開放時期——當(dāng)前”的順序,力爭對各個時期警民關(guān)系作出客觀準(zhǔn)確的描述和評價。第三是對當(dāng)前影響警民關(guān)系的因素進(jìn)行深層次分析,包括從宏觀上的分析、從警民關(guān)系主體上分析、從警民關(guān)系客體的分析,力求找準(zhǔn)影響警民關(guān)系的癥結(jié)。第四嘗試提出建設(shè)新時期警民關(guān)系的途徑和措施,認(rèn)為作為警民關(guān)系主體的公安機(jī)關(guān),應(yīng)首先實現(xiàn)指導(dǎo)思想重大轉(zhuǎn)變,樹立一些全新的思想原則,如以人為本思想、警民關(guān)系如何“在警不在民”思想、警民關(guān)系好最大受益者是公安的思想等等;其次應(yīng)全方施策,調(diào)動和激活一切積極因素,建立健全長效機(jī)制,強(qiáng)化包括政府公關(guān)、事件公關(guān)、品牌公關(guān)、媒體公關(guān)、危機(jī)公關(guān)等系列公關(guān)活動,實現(xiàn)警民良性互動,真正走出一條新時期警民關(guān)系建設(shè)之路。
[Abstract]:This paper is based on Marxist historical materialism and dialectical materialism. It is based on the principles of political science, public relations, management, public security, and the central authorities' views on scientific development and social harmony in recent years. Guided by a series of important theoretical achievements, such as concerned about the people's livelihood, and combined with the development practice of the relationship between the police and the people in the past 50 years in New China, this paper first discusses and analyzes the structure of the relationship between the police and the people, including attribute analysis, element analysis, positioning analysis, functional analysis, etc. Strive to have a comprehensive and clear understanding and grasp of the relationship between the police and the public. Secondly, the author reviews the development of the relationship between the police and the people in China and tries to describe and evaluate it objectively and accurately in the order of "before and after the founding of New China-during the period of reform and opening up to the outside world". The third is to make a deep analysis of the factors affecting the relationship between the police and the public, including from the macro analysis, from the main body of the relationship between the police and the public, from the analysis of the object of the relationship between the police and the public, in order to find out the crux of the relationship between the police and the public. The fourth attempt is to put forward the ways and measures to construct the relationship between the police and the people in the new period. It is believed that the public security organ, as the main body of the relationship between the police and the people, should first realize a major change in guiding ideology and establish some new ideological principles, such as the people-oriented thinking. How is the relationship between the police and the people "not in the hands of the police?" the greatest beneficiary of the good relationship between the police and the people is the idea of the public security; secondly, the whole side should give advice, mobilize and activate all positive factors, establish and improve the long-term effective mechanism, and strengthen the public relations, including the government, and so on. Event public relations, brand public relations, media public relations, crisis public relations and other series of public relations activities, to achieve a benign interaction between the police and the public, truly out of a new era of relationship between the police and the people on the road.
