【摘要】： 中共十一屆三中全會以來,隨著改革開放的逐步展開,具有中國特色的城鄉(xiāng)二元社會結(jié)構(gòu)和戶籍管理制度也在逐漸地發(fā)生著變化。中國獨(dú)特的城鄉(xiāng)二元社會結(jié)構(gòu)與戶籍管理制度是任何關(guān)注中國社會問題的人所不可忽視的。 本文擬分四個(gè)部分。第一部分論述中共十一屆三中全會前中華人民共和國戶籍管理制度與城鄉(xiāng)二元社會結(jié)構(gòu)的形成；第二部分論述中共十一屆三中全會后城鄉(xiāng)二元社會結(jié)構(gòu)的變化與戶籍制度的初步改革；第三部分論述中國社會主義市場經(jīng)濟(jì)體制目標(biāo)的確立與戶籍管理制度的進(jìn)一步調(diào)整；第四部分闡述以推動城鎮(zhèn)化進(jìn)程為目標(biāo)，對改革戶籍管理制度的幾點(diǎn)建議。 毋容置疑，改革開放對中國城鄉(xiāng)二元社會結(jié)構(gòu)產(chǎn)生了巨大的沖擊，目前戶籍管理制度改革也在大力推進(jìn)，但是由于原有的戶籍制度承載了太多的附加利益，戶籍改革是一個(gè)牽一發(fā)而動全身的系統(tǒng)工程，，其關(guān)聯(lián)性強(qiáng)，復(fù)雜程度高，不僅有許多現(xiàn)實(shí)問題，而且還可能并發(fā)一些新的問題。因此,本文試圖在弄清城鄉(xiāng)二元社會結(jié)構(gòu)與戶籍管理制度互動關(guān)系的基礎(chǔ)上,就如何推進(jìn)戶籍管理制度進(jìn)一步改革,加快城鎮(zhèn)化進(jìn)程,使城鄉(xiāng)融為一體這一問題,做一些嘗試。
[Abstract]:Since the third Plenary session of the 11th CPC Central Committee, with the gradual development of reform and opening up, the urban-rural dual social structure and household registration management system with Chinese characteristics are gradually changing. China's unique urban-rural dual social structure and household registration management system can not be ignored by anyone who pays attention to China's social problems. This paper is divided into four parts. The first part discusses the formation of the household registration management system of the people's Republic of China and the dual social structure of urban and rural areas before the third Plenary session of the Eleventh Central Committee of the Communist Party of China. The second part discusses the changes of the urban-rural dual social structure and the preliminary reform of the household registration system after the third Plenary session of the 11th CPC Central Committee, the third part discusses the establishment of the goal of China's socialist market economy system and the further adjustment of the household registration management system. The fourth part expounds some suggestions to reform the household registration management system aiming at promoting the urbanization process. Undoubtedly, the reform and opening up has had a great impact on the dual social structure of China's urban and rural areas. At present, the reform of the household registration management system is also being vigorously promoted, but because the original household registration system carries too many additional benefits, The reform of household registration is a systematic project with strong correlation and high complexity, which not only has many practical problems, but also may be accompanied by some new problems. Therefore, this paper attempts to make some attempts on how to promote the further reform of the household registration management system, speed up the urbanization process and integrate the urban and rural areas on the basis of understanding the interactive relationship between the dual social structure of urban and rural areas and the household registration management system.
