四川省樂山監(jiān)獄青年警察培訓(xùn)工作案例研究

【摘要】:隨著歷史的發(fā)展、時代的進步,監(jiān)獄警察的使命、責(zé)任和權(quán)力已經(jīng)發(fā)生了很多變化,尤其是持續(xù)深入的司法體制改革,監(jiān)獄管理工作日益面臨著新的發(fā)展機遇和挑戰(zhàn),為了適應(yīng)新時代職業(yè)化、專業(yè)化需求,監(jiān)獄警察管理模式需要變革以滿足新時代的新需求,,尤其是監(jiān)獄警察訓(xùn)練方法和激勵機制更需要進一步完善改進。監(jiān)獄青年警察成為監(jiān)獄工作的主體,青年警察在監(jiān)管、改革、政治工作等各方面發(fā)揮了積極作用,所以根據(jù)新的管理模式和新環(huán)境,培訓(xùn)和激勵機制應(yīng)該做出相應(yīng)的調(diào)整,以更好地滿足年輕警察的發(fā)展需要。作者以四川省樂山監(jiān)獄為研究對象,厘清監(jiān)獄警察管理在監(jiān)獄警察培訓(xùn)激勵的實踐探索中存在的問題,分析監(jiān)獄青年警察的現(xiàn)狀和自身發(fā)展需求,結(jié)合在培訓(xùn)和激勵機制方面的經(jīng)驗,提出新的歷史條件下青年警察培訓(xùn)和激勵機制的構(gòu)建和想法,創(chuàng)新培養(yǎng)和激發(fā)機制,引導(dǎo)青年警察的進一步發(fā)展。當(dāng)前,在新形勢下監(jiān)獄青年警察工作的責(zé)任重大,強度高,工作條件差,工作生活封閉,沒有規(guī)律等局限性,對監(jiān)獄青年警察在主觀能動性和積極性的發(fā)揮上起到負面作用,完善監(jiān)獄青年警察的培訓(xùn)和激勵機制已成為組織和人事工作的重要問題。本文通過對四川樂山監(jiān)獄青年警察培訓(xùn)工作的具體實踐和經(jīng)驗的梳理,客觀總結(jié)評價提煉出如何構(gòu)建一個科學(xué)、合理、有效的監(jiān)獄青年警察培訓(xùn)模式的思考和建議,進而實現(xiàn)監(jiān)獄管理隊伍的職業(yè)化、年輕化和專業(yè)化,對構(gòu)建監(jiān)獄青年警察管理系統(tǒng)具有重要的借鑒意義和應(yīng)用價值。
[Abstract]:With the development of history and the progress of the times, many changes have taken place in the mission, responsibility and power of the prison police. Especially, with the continuous and in-depth reform of the judicial system, prison management is increasingly facing new opportunities and challenges. In order to meet the needs of professionalization and specialization in the new era, the management mode of prison police needs to be changed to meet the new needs of the new era, especially the training method and incentive mechanism of prison police need to be further improved. Young prison police officers have become the main body of prison work, and young police officers have played an active role in supervision, reform, political work, and so on. Therefore, according to the new management model and new environment, the training and incentive mechanism should be adjusted accordingly. To better meet the development needs of young police. Taking Leshan Prison in Sichuan Province as the research object, the author clarifies the existing problems of prison police management in the practical exploration of prison police training and motivation, and analyzes the present situation and self-development needs of prison youth police. Based on the experience in training and incentive mechanism, this paper puts forward the construction and ideas of the training and incentive mechanism of young police under the new historical conditions, and innovates the training and stimulating mechanism to guide the further development of the young police. At present, in the new situation, the prison youth police work with great responsibility, high intensity, poor working conditions, closed working life, no rules and other limitations, which plays a negative role in the subjective initiative and enthusiasm of the prison youth police. Improving the training and incentive mechanism of young prison police has become an important issue in the organization and personnel work. By combing the concrete practice and experience of young police training in Leshan prison in Sichuan province, this paper summarizes and evaluates objectively how to construct a scientific, reasonable and effective training model for young prison police officers. Thus, the professionalization, rejuvenation and specialization of the prison management team are of great significance and application value for the construction of the prison youth police management system.
