【摘要】： 隨著社會經濟的巨大發(fā)展,大城市外來流動人口在地區(qū)實有人口中所占比重在不斷增加,政府部門由此承擔著越來越重的公共管理和服務壓力。 由于政府各部門存在著過分強調部門自身利益、部門執(zhí)法成本偏高、部門自身發(fā)展跟不上形勢發(fā)展要求、部門合作的政策缺位和缺少法律支撐以及政府對于外來流動人口管理服務工作的指導思想存在模糊認識等原因,使得現階段部門合作存在著以條為主,各自為戰(zhàn)、部門合作缺乏政府有效權威評估機制、政府層面綜合管理架構尚未健全等問題。 針對上述問題,本文提出可通過抓緊立法和出臺政策為部門合作提供法律依據和政策支撐:抓牢政府前端管理,使產業(yè)部門走在外來流動人口管理服務工作的前列;加大對各部門在人口管理服務中政績考核力度;部門間實現信息互動和工作抄告制度;形成區(qū)域管理更有權威和實效的政府架構等方法和途徑,來提高政府應對能力,從而提供更高效有力的流動人口管理和服務,實現化人口壓力為動力,促進地區(qū)經濟和社會加快發(fā)展、和諧進步的目標。
[Abstract]:With the great development of social economy, the proportion of floating population in large cities is increasing, and the government departments are shouldering more and more pressure of public administration and service.Due to the excessive emphasis placed on their own interests by various government departments, the cost of law enforcement by the departments is on the high side, and the development of the departments themselves cannot keep up with the requirements of the development of the situation.The lack of policy and legal support for departmental cooperation, as well as the government's vague understanding of the guiding ideology of the management of the floating population, make the departmental cooperation at this stage be dominated by articles and fight on its own.The department cooperation lacks the government effective authority appraisal mechanism, the government level comprehensive management structure is not yet sound and so on.In view of the above problems, this paper puts forward that we can provide the legal basis and policy support for the cooperation of the departments by stepping up legislation and issuing policies: grasping the front-end management of the government so that the industrial sector can be in the forefront of the management service work of the floating population outside the country;To enhance the ability of the government to cope with the problems, such as strengthening the assessment of the performance of various departments in population management services, realizing inter-departmental information interaction and reporting system of work, forming a more authoritative and effective government framework for regional management, etc.In order to provide more efficient and effective management and service of floating population, realize the goal of transforming population pressure into driving force, promoting regional economy and society to accelerate development and harmonious progress.
