【摘要】：通過拆除違章建筑的城市改造辦法以壓縮流動人口聚居區(qū)人口規(guī)模,遏制公共安全隱患,是各地城市政府治理“城中村”的通常措施,北京也不例外,但多年實踐證明成效甚微。本文從北京的實際出發(fā),通過分析流動人口聚居區(qū)對當?shù)卣痛迕竦姆e極作用、流動人口融入當?shù)厣鐣挠欣麠l件,指出流動人口聚居區(qū)治理需要管理制度的創(chuàng)新,同時提出了標本兼治、拆建結(jié)合等建議。
[Abstract]:To reduce the size of the population in the areas where the floating population is concentrated and to contain the hidden dangers of public safety through the measures of urban reconstruction of illegal buildings are the usual measures for the local city governments to govern "villages in cities", and Beijing is no exception.But years of practice have shown little success.Based on the reality of Beijing, this paper analyzes the positive role of floating population areas on the local government and villagers, and points out that the management system innovation is needed in the management of floating population concentrated areas, as well as the favorable conditions for the floating population to integrate into the local society.At the same time, the author puts forward some suggestions, such as treating both symptoms and causes and combining demolition and construction.
