【摘要】： 本論文站在經(jīng)濟(jì)全球化的高度,在深入發(fā)掘和分析上海人口國(guó)際遷移文獻(xiàn)與總結(jié)崗位工作實(shí)際經(jīng)驗(yàn)成果的基礎(chǔ)上,始終堅(jiān)持務(wù)實(shí)研究精神,注重實(shí)證研究和理論相結(jié)合,運(yùn)用經(jīng)濟(jì)社會(huì)的定量研究方法,比較全面地對(duì)上海改革開(kāi)放后地人口國(guó)際遷移成因、規(guī)律、結(jié)構(gòu)以及由此引發(fā)的現(xiàn)行出入境管理工作存在問(wèn)題等進(jìn)行多角度、多層次的描述和剖析,并為適應(yīng)經(jīng)濟(jì)全球化的發(fā)展趨勢(shì),提出富有創(chuàng)見(jiàn)的提升上海人口國(guó)際化水平和加強(qiáng)本市出入境管理工作的戰(zhàn)略設(shè)想和系列建議。 本論文共有以下四個(gè)部分組成: 1、第一部分是通過(guò)經(jīng)濟(jì)全球化對(duì)人口國(guó)際遷移及其管理的影響的分析,表明人口國(guó)際遷移中最值得進(jìn)行研究的“新移民現(xiàn)象”的產(chǎn)生,主要是由于經(jīng)濟(jì)全球化而引起的。同時(shí),經(jīng)濟(jì)全球化還對(duì)人口國(guó)際遷移中“新移民現(xiàn)象”的管理產(chǎn)生了相當(dāng)?shù)挠绊? 2、第二部分是通過(guò)對(duì)上海市民出境、外國(guó)人入境情況等一些數(shù)據(jù)的分析、研判,對(duì)本市今后公民出境情況進(jìn)行預(yù)估和分析;同時(shí),指出其中最具研究?jī)r(jià)值的是上海新移民的情況,并作一定的分析; 3、第三部分是通過(guò)介紹本市出入境管理的現(xiàn)行模式,并對(duì)當(dāng)前本市出入境管理現(xiàn)狀進(jìn)行分析研究,找出現(xiàn)存的管理漏洞和隱患,主要一是出入境管理政策、法規(guī)與實(shí)際工作現(xiàn)狀不適應(yīng);二是機(jī)構(gòu)設(shè)置與國(guó)際通行做法不相一致;三是出入境民警隊(duì)伍人員少與出入境人員增多呈反差; 4、第四部分是就如何改進(jìn)出入境管理工作和人口國(guó)際遷移中的新移民管理作一些理論上的探討。完善公民出入境管理的新思路方面主要是第一,加強(qiáng)政策研究,建立適應(yīng)國(guó)際經(jīng)濟(jì)全球化的出入境法律法規(guī);第二,建立適應(yīng)上海國(guó)際大都市的新型出入境管理模式;第三,建立一支高素質(zhì)的出入境管理隊(duì)伍。而加強(qiáng)人口國(guó)家遷移中新移民管理和服務(wù)工作方面主要是第一,成立上海市新移民工作協(xié)調(diào)小組,加強(qiáng)工作的統(tǒng)籌協(xié)調(diào)和指導(dǎo);第二,制定一系列有關(guān)新移民工作的配套政策和措施,鼓勵(lì)新移民回國(guó)和為國(guó)服務(wù);第三,建立上海市移民咨詢服務(wù)中心,提供全方位服務(wù);第四,建立上海市國(guó)際人口遷移研究中心,深入開(kāi)展調(diào)研工作。 總結(jié)本論文,它的創(chuàng)新之處在于: ·本論文站在經(jīng)濟(jì)全球化的高度,通過(guò)理論和實(shí)證相結(jié)合的研究,比較全面地總結(jié)和描述了本市人口國(guó)際遷移、流動(dòng)地變遷和現(xiàn)狀。論文中積累地大量數(shù)據(jù)資料對(duì)相關(guān)政府決策人員和社會(huì)科學(xué)研究人員來(lái)說(shuō)是比較寶貴的。 ·于探求本市人口國(guó)際遷移、流動(dòng)的動(dòng)因和規(guī)律的基礎(chǔ)上,多角度、多方面地提出了一些適應(yīng)當(dāng)前實(shí)際情況的出入境管理和人口國(guó)際遷移的戰(zhàn)略及對(duì)策建議。 ·由于本人一直從事出入境管理一線工作,所以形成的對(duì)策建議更具操作性,對(duì)實(shí)際管理部門(mén)應(yīng)當(dāng)能起到一定的參考作用。
[Abstract]:This paper is in the economic globalization, based on practical experience in-depth excavation and analysis of Shanghai international migration literature and summarize the work results, always adhere to the spirit of pragmatic study, pay attention to the combination of theory and empirical research, quantitative research methods of economy and society, comprehensively in Shanghai after the reform and opening up to international migration the causes, laws, multi angle structure and the existing immigration management problems arising from it, multiple levels of description and analysis, and to adapt to the trend of economic globalization, put forward creative to enhance the level of internationalization of Shanghai population and strengthen the entry-exit management work of the strategic plan and a series of suggestions.
This paper consists of the following four parts:
1, the first part is through the analysis of economic globalization on international migration and its management, indicate that the study of "new immigrants" phenomenon in international migration, is mainly caused by the economic globalization. At the same time, economic globalization has on the export of international migration in the "new immigrants" the phenomenon of management influence;
The 2 and second part is to predict and analyze the citizens' outbound situation in Shanghai by analyzing and analyzing some data of the outgoing citizens and the entry of foreigners. Meanwhile, it points out that the most valuable research is Shanghai's new immigrants.
3, the third part is through the introduction of the current mode of entry and exit management, and makes analysis and Research on the current immigration status, to find out the existing management loopholes and hidden dangers, the main one is the entry and exit management policies, regulations and the actual work situation does not adapt; two is the organization with the international practice consistent; three is the immigration police team and immigration officers were less increased contrast;
4, the fourth part is on how to improve access to new immigrants management environmental management work and international migration in the theoretical study. And new ideas to perfect the citizen environmental management is mainly first, strengthen policy research, to establish the international economic globalization immigration laws and regulations; second, to establish a model of entry and exit management Shanghai international metropolis; third, the establishment of a high-quality entry-exit management team. The innovation of this paper is as follows:
This paper is in the economic globalization, through a combination of theoretical and empirical research, the thesis summarizes and describes the city international migration, flow changes and present condition in this paper. The accumulation of a large number of data is also valuable for relevant government policy makers and social science researchers.
On the basis of exploring the motivations and rules of the international migration and migration of the city population, we put forward some strategies and suggestions for entry-exit management and international migration of population to adapt to the actual situation in many aspects.
Because I have been engaged in the front-line management of entry-exit management, so the countermeasures and suggestions put forward are more practical, which should play a certain reference role for the actual management department.
