【摘要】： 社區(qū)警務(wù)被稱為第四次警務(wù)革命。20世紀(jì)70年代末80年代初在英美等國(guó)開(kāi)始形成理論和計(jì)劃并展開(kāi)實(shí)驗(yàn),隨后傳播至亞洲、大洋洲等一些國(guó)家,20世紀(jì)80年代末90年代初引入我國(guó),并逐步與我國(guó)傳統(tǒng)的基層治安基礎(chǔ)工作、群防群治等警務(wù)傳統(tǒng)相融合。由于社區(qū)警務(wù)的思想倡導(dǎo)從根源上控制犯罪和解決社會(huì)治安問(wèn)題,因此很快被世界各國(guó)所廣泛認(rèn)同采納。 本文對(duì)社區(qū)警務(wù)基本理論及發(fā)展進(jìn)程進(jìn)行了詳細(xì)介紹;對(duì)社區(qū)警務(wù)與我國(guó)傳統(tǒng)歷史文化進(jìn)行了比較分析,探求了其中的淵源;對(duì)清代社會(huì)治安管理的特點(diǎn)和缺陷的歷史分析,重點(diǎn)分析了其四大特征,即:1、通過(guò)里社、保甲制度加強(qiáng)對(duì)社會(huì)治安的控制;2、清代實(shí)行城鄉(xiāng)合治的行政管理體制;3、官府、軍隊(duì)、民間勢(shì)力共同參與地方城市治安管理;4、清末城市治安管理漸趨近代化。同時(shí),分析了清代治安管理的缺陷,即:1、立法制度本身存在缺陷;2、地方長(zhǎng)官責(zé)任心不強(qiáng);3、清末警察素質(zhì)不高;4、治安管理經(jīng)費(fèi)短缺。通過(guò)對(duì)清代治安管理特征和缺陷的分析,結(jié)合現(xiàn)代社區(qū)警務(wù)工作,筆者提出了幾點(diǎn)啟示。即:要深化為人民服務(wù)的宗旨意識(shí),建立“伙伴化”的警民關(guān)系;要調(diào)動(dòng)社區(qū)內(nèi)的群眾積極參與治安管理;正確處理專門(mén)工作與群眾路線的關(guān)系,切實(shí)強(qiáng)化群眾工作;要充分挖掘社區(qū)治安資源;要推進(jìn)社區(qū)警務(wù)從城市向農(nóng)村延伸;要改革經(jīng)費(fèi)管理體制,建立經(jīng)費(fèi)保障機(jī)制;要提高社區(qū)民警素質(zhì)與綜合工作能力;要提升社區(qū)警務(wù)工作科技含量,大力開(kāi)展電子警務(wù)。 黨的十七大明確提出了“改革和加強(qiáng)城鄉(xiāng)社區(qū)警務(wù)工作”。實(shí)施城鄉(xiāng)社區(qū)警務(wù),就是公安機(jī)關(guān)貫徹落實(shí)黨的十七大精神、構(gòu)建社會(huì)主義和諧社會(huì)的結(jié)合點(diǎn)、切入點(diǎn)和著力點(diǎn)。鑒古知今,筆者希望通過(guò)本論文對(duì)清代社會(huì)治安管理工作的分析,總結(jié)經(jīng)驗(yàn)與教訓(xùn),為新時(shí)期社區(qū)警務(wù)工作提供一些借鑒,為基層派出所社區(qū)民警建設(shè)安全文明社區(qū)、增強(qiáng)新形勢(shì)下社會(huì)治安管理服務(wù)能力提供一些具體的參考。
[Abstract]:Community policing is called the fourth police revolution. At the end of 1970s and early 1980s, community policing began to form theories and plans and carried out experiments in Britain and America, and then spread to some countries such as Asia, Oceania and so on. In the late 1980s and early 1990s, community policing was introduced into China.And gradually with the traditional basic work of basic law and order, mass control and other police traditions.Because the thought of community policing advocates to control crime and solve the problem of social security from the root, it has been widely accepted and adopted by many countries all over the world.This paper introduces the basic theory and development process of community policing in detail, compares community policing with Chinese traditional history and culture, explores the origin of community policing, and analyzes the characteristics and defects of social security management in Qing Dynasty.Focusing on the analysis of its four major characteristics, namely: 1, through the Li Society, Baojia system to strengthen the control of social security. 2 the Qing Dynasty, the administrative system of urban and rural governance, the government, the army,Folk forces participate in the local urban security management 4, the late Qing Dynasty urban security management is gradually modernizing.At the same time, it analyzes the defects of the public security management in the Qing Dynasty, that is, 1: 1, the legislative system itself has defects, the responsibility of the local governors is not strong, the quality of the police is not high in the late Qing Dynasty, and the funds for the public security management are short.By analyzing the characteristics and defects of public security management in Qing Dynasty and combining with the work of modern community policing, the author puts forward some enlightenments.That is, to deepen the sense of purpose of serving the people, to establish a "partnership" relationship between the police and the people, to mobilize the masses in the community to participate actively in the management of public security, to correctly handle the relationship between the specialized work and the mass line, and to effectively strengthen the mass work;Community security resources should be fully excavated, community policing should be extended from city to countryside, fund management system should be reformed, fund guarantee mechanism should be established, community police quality and comprehensive working ability should be improved.To enhance community policing work science and technology content, vigorously develop electronic policing.The 17th National Congress of the Communist Party of China clearly put forward "reforming and strengthening community policing work in urban and rural areas."To implement community policing in urban and rural areas is to implement the spirit of the 17th National Congress of the Communist Party of China and to build a harmonious socialist society.In view of the ancient times, the author hopes that through the analysis of the social security management in the Qing Dynasty, the author will sum up the experience and lessons, provide some references for the community policing work in the new period, and build a safe and civilized community for the community police officers in the grass-roots police stations.Strengthen the social security management service ability under the new situation to provide some concrete reference.
