【摘要】： 公安監(jiān)所管理工作是公安工作的重要組成部分,承擔(dān)著依法對(duì)被監(jiān)管人員實(shí)行監(jiān)管、教育、治療、矯正的重要職責(zé),擔(dān)負(fù)著保障刑事訴訟和行政執(zhí)法活動(dòng)順利進(jìn)行、保障被監(jiān)管人員合法權(quán)益的重要任務(wù)。監(jiān)管場(chǎng)所關(guān)押的對(duì)象多是依法逮捕、拘留、判處拘役的犯罪嫌疑人、余刑一年以下由看守所代為執(zhí)行的罪犯、被依法強(qiáng)制戒毒、收容教育、行政拘留的人員。加強(qiáng)和改善管理是監(jiān)管工作永恒的主題,抓好“兩個(gè)管理”,即監(jiān)管場(chǎng)所執(zhí)法主體建設(shè)管理、監(jiān)所在押人員安全管理,是確保監(jiān)所安全的前提和基礎(chǔ)。 本文運(yùn)用人力資源管理、區(qū)域分析與規(guī)劃等理論,采取案例分析、比較分析、制度分析等研究方法,圍繞“兩個(gè)管理”,從監(jiān)管民警隊(duì)伍建設(shè)、監(jiān)所制度的制定執(zhí)行、在押人員日常管理、監(jiān)所容易發(fā)生的事故等方面對(duì)石家莊市監(jiān)管工作管理現(xiàn)狀進(jìn)行剖析,總結(jié)存在的問題,分析問題的成因,并結(jié)合兄弟地市先進(jìn)經(jīng)驗(yàn),為實(shí)現(xiàn)監(jiān)所管理“雙零”目標(biāo),創(chuàng)建平安監(jiān)所提出對(duì)策建議。 本文的論述和觀點(diǎn)建立在以案例為基礎(chǔ)的客觀事實(shí)上,緊緊圍繞公安中心工作,積極貫徹有關(guān)精神,以實(shí)現(xiàn)看守所全年無在押人員脫逃事故、無“死刑犯”羈押事故、監(jiān)所事故持續(xù)下降(即“兩無一降”)為目標(biāo),為加強(qiáng)和改善石家莊市監(jiān)管場(chǎng)所的管理提供研究及建議,以推動(dòng)監(jiān)所管理工作穩(wěn)健良性發(fā)展。
[Abstract]:The management of public security institutions is an important part of the public security work. It undertakes the important duties of supervising, educating, treating and rectifying the persons under supervision in accordance with the law, and is responsible for ensuring the smooth conduct of criminal proceedings and administrative law enforcement activities.The important task of protecting the legitimate rights and interests of the supervised personnel.Most of the objects of detention in places of supervision are criminal suspects who are arrested, detained, and sentenced to criminal detention according to law, and those who are executed by detention facilities for less than one year after the remainder of the sentence, are forced to detoxify according to law, receive education, and administrative detainees.Strengthening and improving the management is the eternal theme of the supervision work. It is the premise and foundation to ensure the safety of the prison institution by doing a good job of the "two management", that is, the construction and management of the main body of the law enforcement in the supervising place and the safety management of the detainees in the prison.Based on the theories of human resource management, regional analysis and planning, this paper adopts the research methods of case analysis, comparative analysis, system analysis, and so on. It focuses on "two management", from supervising the construction of the police team, to the establishment and implementation of the institution system.In the aspects of daily management of detainees, accidents prone to occurrence in prison institutions, and so on, the present situation of supervision and management in Shijiazhuang City is analyzed, the existing problems are summarized, the causes of the problems are analyzed, and the advanced experiences of brother prefectures and cities are combined.In order to realize the goal of "double zero" management, the countermeasures and suggestions are put forward.This thesis is based on the objective fact based on the case, closely revolves around the public security center, and actively implements the relevant spirit, so as to realize that there are no escapes of detainees and no "death row prisoners" detention accidents in the detention center all year.In order to promote the sound development of the management work in Shijiazhuang City, the continuous decline of accidents ("two without one drop") is the goal to provide research and suggestions for strengthening and improving the management of supervision sites in Shijiazhuang City.
