【摘要】： 中國目前社會(huì)治安問題十分突出,已經(jīng)嚴(yán)重威脅到了人民的安全與社會(huì)穩(wěn)定,影響到了中國特色社會(huì)主義現(xiàn)代化建設(shè)進(jìn)程。究其原因,隨著中國經(jīng)濟(jì)體制改革丌展與深入,中國社會(huì)由傳統(tǒng)社會(huì)向現(xiàn)代社會(huì)轉(zhuǎn)型,由農(nóng)業(yè)社會(huì)向工業(yè)社會(huì)轉(zhuǎn)型,在社會(huì)經(jīng)濟(jì)發(fā)展的同時(shí),貧富差距進(jìn)一步拉大,人民內(nèi)部矛盾加劇,社會(huì)問題叢生,社會(huì)治安形勢(shì)惡化。面對(duì)快速社會(huì)轉(zhuǎn)型時(shí)期同益突出的社會(huì)治安問題,學(xué)術(shù)界和實(shí)踐工作者依據(jù)中央確立的社會(huì)治安綜合治理基本方針,借鑒國外的先進(jìn)理念和成功經(jīng)驗(yàn),尤其是社區(qū)警務(wù)實(shí)踐,提出了不少社區(qū)治安防范對(duì)策。 社會(huì)治安問題的解決轉(zhuǎn)向利:區(qū)決不足偶然的。社區(qū)是社會(huì)的組織細(xì)胞,是社會(huì)發(fā)展和穩(wěn)定的基礎(chǔ),社區(qū)建設(shè)有著豐富的內(nèi)容和重要的社會(huì)整合功能,社區(qū)治安的治理是整個(gè)社會(huì)治安治理的前提與基礎(chǔ)。社區(qū)被認(rèn)為是二十一世紀(jì)治安防控的基地。在此基礎(chǔ)上,筆者提出了社區(qū)治安防控戰(zhàn)略。 本文共四章,其主要內(nèi)容分述如下: 第一章著重闡述了中國社會(huì)轉(zhuǎn)型與中國社會(huì)治安形勢(shì)的關(guān)系。本章首先介紹了中國社會(huì)轉(zhuǎn)型的含義和內(nèi)容。其次分析了中國社會(huì)轉(zhuǎn)型期社會(huì)矛盾的增多,制度的短缺等情況對(duì)社會(huì)治安形勢(shì)的嚴(yán)重影響,得出中國社會(huì)治安形勢(shì)惡化是社會(huì)轉(zhuǎn)型代價(jià)的結(jié)論。 第二章提出了社區(qū)治安防控戰(zhàn)略。本章首先闡述社區(qū)治安防控戰(zhàn)略的含義、目標(biāo)與方針。其次指出了社區(qū)治安防控戰(zhàn)略提出的依據(jù),其中包括現(xiàn)實(shí)基礎(chǔ)和相關(guān)理論。最后明確社區(qū)治安防控戰(zhàn)略是社會(huì)治安綜合治理的具體化。 第三章闡述了西方社區(qū)警務(wù)思想。本章首選介紹了社區(qū)警務(wù)思想的核心思想和理念。其次介紹了社區(qū)警務(wù)基本特征和西方國家在實(shí)施社區(qū)警務(wù)時(shí)的一些具體措施,以供參考借鑒。 第四章提出了社區(qū)治安防控體系建設(shè)。首先本章在綜合考慮社區(qū)治安防控主體、手段和客體的基礎(chǔ)上,構(gòu)建了社區(qū)治安防控體系立體模式,由“點(diǎn)”、“線”、“面”、“體”四個(gè)部分組成。其次指出社區(qū)治安防控體系所應(yīng)當(dāng)具有的特點(diǎn)。最后,明確了社區(qū)治安防控體系的運(yùn)作方式,保證社區(qū)治安防控體系的功能的實(shí)現(xiàn)。
[Abstract]:At present, the problem of social security in China is very prominent, which has seriously threatened the security and social stability of the people and affected the modernization process of socialism with Chinese characteristics.The reason is that with the development and deepening of China's economic system reform, the Chinese society has transformed from the traditional society to the modern society and from the agricultural society to the industrial society. At the same time, the gap between the rich and the poor has widened while the social economy is developing.Contradictions among the people intensified, social problems abounded, and the social security situation deteriorated.In the face of the outstanding social security problems in the period of rapid social transformation, the academic circles and practitioners draw lessons from the advanced concepts and successful experiences of foreign countries, especially the practice of community policing, according to the basic policy of comprehensive management of social security established by the Central Committee.Put forward a lot of community security prevention countermeasures.The solution to the problem of public order turns to advantage: the district is by no means accidental.Community is the organizational cell of society and the foundation of social development and stability. Community construction has rich content and important function of social integration. The governance of community public security is the premise and foundation of the whole social security governance.The community is considered a base for security control in the 21 th century.On this basis, the author put forward the community security prevention and control strategy.There are four chapters in this paper, the main contents are as follows:The first chapter focuses on the relationship between China's social transformation and China's social security situation.This chapter first introduces the meaning and content of Chinese social transformation.Secondly, it analyzes the serious influence of the increasing of social contradictions and the shortage of system on the social security situation, and draws the conclusion that the deterioration of China's social security situation is the cost of social transformation.The second chapter puts forward the community security prevention and control strategy.This chapter first elaborates the community security prevention and control strategy's meaning, the goal and the policy.Secondly, the paper points out the basis of community security prevention and control strategy, including realistic basis and relevant theory.Finally, it is clear that community security prevention and control strategy is the embodiment of comprehensive management of social security.The third chapter elaborates the western community policing thought.This chapter first introduces the core ideas and ideas of community policing.Secondly, it introduces the basic characteristics of community policing and some concrete measures in western countries.The fourth chapter puts forward the construction of community security prevention and control system.Firstly, on the basis of synthetically considering the subject, means and object of community security prevention and control, this chapter constructs a three-dimensional model of community security prevention and control system, which consists of four parts: "point", "line", "face" and "body".Secondly, it points out the characteristics of community security prevention and control system.Finally, the operation mode of community security prevention and control system is clarified to ensure the realization of community security prevention and control system.
