【摘要】：開展城鄉(xiāng)戶籍管理一元化配套改革試點(簡稱“改革試點”)工作是深入學(xué)習(xí)實踐科學(xué)發(fā)展觀、統(tǒng)籌城鄉(xiāng)發(fā)展的重要舉措,對于有效解決“三農(nóng)”問題,推進城市化和城鄉(xiāng)一體化進程,搶抓歷史發(fā)展建設(shè)機遇,加快寒亭經(jīng)濟社會發(fā)展具有重要意義。2009年4月份以來,濰坊市寒亭區(qū)緊緊抓住山東省濰坊市被確定為全省經(jīng)濟體制綜合配套改革試點市的有力機遇,實施了以“三化一機制”為主要內(nèi)容的城鄉(xiāng)戶籍管理一元化配套改革試點,取得了階段性工作成效。 寒亭區(qū)開展的城鄉(xiāng)戶籍管理一元化配套改革試點,是在吸取成都、重慶等地區(qū)經(jīng)驗做法的基礎(chǔ)上緊密結(jié)合本地實際推進實施的。其主要內(nèi)容是大力推進農(nóng)村物權(quán)資本化、城鄉(xiāng)基本公共服務(wù)均等化,建立以農(nóng)村集體經(jīng)濟組織成員為核心依據(jù)的公共管理服務(wù)新機制,努力破除城鄉(xiāng)二元結(jié)構(gòu),建立有效解決“三農(nóng)”問題、推進城鄉(xiāng)一體化的“三化一機制”城鄉(xiāng)戶籍一元化配套改革試點。 本文對山東省濰坊市寒亭區(qū)城鄉(xiāng)戶籍管理化配套改革措施進行調(diào)查,從制定實施鼓勵支持舉措、推進就業(yè)創(chuàng)業(yè)一體化、推進養(yǎng)老醫(yī)療保險一體化、推進醫(yī)療衛(wèi)生服務(wù)一體化、提高城鎮(zhèn)吸納與服務(wù)功能、改革農(nóng)村土地管理制度等方面進行了調(diào)查。本文主要分析了寒亭區(qū)實行戶籍管理一元化、農(nóng)村物權(quán)資本化、城鄉(xiāng)公共服務(wù)均等化,建立以農(nóng)村集體經(jīng)濟組織成員為核心依據(jù)的社會管理新機制的改革現(xiàn)狀,查找問題、分析原因,最后提出建立農(nóng)村產(chǎn)權(quán)資本化交易市場、出臺農(nóng)村集體經(jīng)濟組織成員資格確認(rèn)意見、實施整體“村改居”,為戶籍一元化改革的深化提出了切實可行的操作辦法。 寒亭區(qū)以“推進城鄉(xiāng)戶籍管理一元化,推行農(nóng)村物權(quán)資本化、城鄉(xiāng)基本公共服務(wù)均等化,建立以農(nóng)村集體經(jīng)濟組織成員為核心依據(jù)的公共管理服務(wù)新機制”為重點,科學(xué)謀劃,開拓創(chuàng)新,努力破除城鄉(xiāng)二元結(jié)構(gòu),加快轉(zhuǎn)變發(fā)展方式,初步建立了有效解決“三農(nóng)”問題、推進城鄉(xiāng)一體化的體制機制,為全區(qū)經(jīng)濟社會又好又快發(fā)展提供動力支持和體制保障,為全市其他地區(qū)的改革提供了經(jīng)驗和借鑒。
[Abstract]:It is an important measure to study and practice the scientific development view and to coordinate the development of urban and rural areas by carrying out the pilot reform of the unified reform of urban and rural household registration (referred to as the "pilot reform"), which is an effective solution to the "three rural" problems.It is of great significance to promote the process of urbanization and integration of urban and rural areas, seize the opportunities for historical development, and accelerate the economic and social development of Hanting.The Hanting District of Weifang City tightly grasped the powerful opportunity of Weifang City, Shandong Province, which was determined to be a pilot city for comprehensive reform of the economic system of the province, and implemented the pilot reform of the integration of urban and rural household registration management with the "three modernizations and one mechanism" as its main content.The stage work has been achieved.The pilot reform of the integration of urban and rural household registration management in Hanting District is carried out on the basis of absorbing the experience of Chengdu, Chongqing and other regions.Its main content is to vigorously promote the capitalization of rural property rights, equalization of basic public services between urban and rural areas, establish a new mechanism of public management services based on the members of rural collective economic organizations, and strive to break down the dual structure of urban and rural areas.To effectively solve the "three rural" problems, promote the integration of urban and rural areas, the "three systems one mechanism" of urban and rural household registration unified reform pilot.This paper investigates the reform measures of urban and rural household registration management in Hanting District, Weifang City, Shandong Province, from formulating and implementing encouraging and supporting measures, promoting the integration of employment and entrepreneurship, promoting the integration of old-age medical insurance, and promoting the integration of medical and health services.Improving the function of urban absorption and service, reforming the rural land management system and other aspects were investigated.This paper mainly analyzes the status quo of the reform of the new social management mechanism based on the members of rural collective economic organizations in Hanting District, which implements the unification of household registration management, capitalizes the real rights in rural areas, equalizes urban and rural public services, and finds out the problems.Finally, the paper puts forward the establishment of capitalized transaction market of rural property rights, the confirmation of membership of rural collective economic organizations, and the implementation of the whole "village change", which provides a practical operation method for the deepening of the reform of household registration unitization.Hanting District focuses on "promoting the unification of urban and rural household registration management, promoting the capitalization of rural real rights, equalizing the basic public services between urban and rural areas, and establishing a new mechanism of public management services based on the members of rural collective economic organizations".We have explored and innovated, worked hard to break down the dual structure between urban and rural areas, accelerated the transformation of the mode of development, preliminarily established an institutional mechanism to effectively solve the "three rural" problems and promote the integration of urban and rural areas.It provides power support and system guarantee for the economic and social development of the whole district, and provides experience and reference for the reform of other areas of the city.
