【摘要】：當(dāng)前“打黑除惡”工作在思想認(rèn)識、工作機制、法律適用、警務(wù)保障等方面存在薄弱環(huán)節(jié) ,影響了“打黑除惡”工作的深入開展。深化“打黑除惡”工作應(yīng)遵循八項原則 ,實施“三高”戰(zhàn)略 ,把握好八個環(huán)節(jié)。八項原則是 :綜合治理原則 ,露頭就打原則 ,除惡務(wù)盡原則 ,依靠群眾原則 ,整體作戰(zhàn)原則 ,重點攻堅原則 ,從重從快原則 ,“外打內(nèi)肅”原則。“三高”戰(zhàn)略是 :實行高規(guī)格的組織領(lǐng)導(dǎo) ;建設(shè)高素質(zhì)的專業(yè)隊伍 ;建立高效益的工作機制。八個環(huán)節(jié)是 :調(diào)查摸底 ,廣辟線索 ;秘密偵查 ,初步確認(rèn) ;周密設(shè)計 ,全力抓捕 ;深入發(fā)動 ,擴大線索 ;異地關(guān)押 ,強化審訊 ;全面搜集 ,固定證據(jù) ;深挖犯罪 ,除惡務(wù)盡
[Abstract]:At present, there are weak links in the aspects of ideological understanding, working mechanism, law application, police security and so on, which affect the further development of the work of "cracking down on criminal elements and eliminating evil".To deepen the work, we should follow the eight principles, implement the "three high" strategy and grasp the eight links.The eight principles are: the principle of comprehensive management, the principle of attacking outcrop, the principle of eliminating evil by all means, the principle of relying on the masses, the principle of overall combat, the principle of focusing on attacking key points, the principle of attaching importance to quickening, and the principle of "fighting outside and purging the inside."The strategy of "three High" is to carry out high standard organization and leadership, to build high quality professional team and to establish high benefit working mechanism.The eight links are: investigation and mapping, extensive clues, secret investigations, preliminary confirmation, thorough design, full arrest, thorough mobilization and expansion of clues, detention in different places, intensification of interrogations, and comprehensive collection.Fixed evidence; dig deep into a crime; get rid of evil.
