【摘要】：本文通過對西方國家、國際公約、區(qū)域組織、中亞國家及我國學(xué)者有關(guān)恐怖主義犯罪定義的考察,在對恐怖主義犯罪應(yīng)有的內(nèi)涵進(jìn)行分析的基礎(chǔ)上,試圖給恐怖主義犯罪下一個完整貼切的定義�！�9·11”事件發(fā)生后,中亞地區(qū)成為恐怖主義犯罪的中心地帶。由于中亞地區(qū)和新疆在地理、宗教、民族、文化等方面緊密聯(lián)系,所以中亞地區(qū)的恐怖主義犯罪與新疆的恐怖主義犯罪有著共同的特點(diǎn)、背景和歷史淵源,并對新疆的穩(wěn)定和安全產(chǎn)生著嚴(yán)重的危害。本文對中亞和新疆的恐怖主義犯罪現(xiàn)狀、特點(diǎn)及危害進(jìn)行了全面描述,深入分析了中亞和新疆恐怖主義犯罪產(chǎn)生、發(fā)展、蔓延的內(nèi)部原因和外部原因,對當(dāng)前國際社會、中亞國家和我國采取的打擊恐怖主義犯罪的措施及其存在的問題進(jìn)行了深入探討,并在此基礎(chǔ)上提出了關(guān)于打擊中亞和新疆恐怖主義犯罪、維護(hù)新疆社會穩(wěn)定與安全的對策建議。
[Abstract]:Based on the investigation of western countries, international conventions, regional organizations, Central Asian countries and Chinese scholars about the definition of terrorist crime, this paper analyzes the connotation of terrorism crime.After 9 / 11, Central Asia became the center of terrorist crime.Because Central Asia and Xinjiang are closely linked in geography, religion, nationality and culture, the terrorist crimes in Central Asia share common characteristics, backgrounds and historical origins with those in Xinjiang.And the stability and security of Xinjiang have serious harm.This paper comprehensively describes the present situation, characteristics and harm of terrorist crimes in Central Asia and Xinjiang, and analyzes the internal and external causes of the emergence, development and spread of terrorist crimes in Central Asia and Xinjiang.The measures taken by the countries of Central Asia and China to combat terrorist crimes and the existing problems are discussed in depth, and on the basis of this, the author puts forward a proposal on combating terrorist crimes in Central Asia and Xinjiang.Countermeasures and suggestions for maintaining social stability and security in Xinjiang.
