【摘要】：當前，中國正處于急劇的社會轉(zhuǎn)型期，經(jīng)濟體制深刻變革、社會結(jié)構(gòu)深刻變動、利益格局深刻調(diào)整、思想觀念深刻變化，社會分化的加速演進使得不同利益群體之間的矛盾和社會沖突日益加劇，群體性事件接連爆發(fā)。貴州甕安事件、云南孟連事件、廣東烏坎事件、江蘇啟東事件，一幅幅暴力沖突的畫面猶如烙鐵一般灼燒著我們的視覺神經(jīng)。群體性事件頻繁發(fā)生，規(guī)模不斷擴大、對抗日益激烈、后果愈發(fā)嚴重，不斷威脅到了我們國家的經(jīng)濟建設、公共安全和社會和諧，損害了中國的國際形象，，成為黨和政府必須著力解決的重點難點問題。 移動通訊技術(shù)和互聯(lián)網(wǎng)技術(shù)的飛速發(fā)展把報紙、廣播、電視、網(wǎng)絡、手機融為一體，形成一個立體網(wǎng)狀的傳播體系，新媒體時代已然來臨。新媒體的崛起，特別是論壇、博客、微博、微信等新型網(wǎng)絡工具的廣泛使用，拓寬了公眾獲取信息的渠道，同時也為負面輿論的傳播提供了更加便利的條件。群體性事件發(fā)生后，依托新媒體平臺，大量虛假消息進入公眾視野，擾亂人們的視線、煽動人們的情緒，對群體性事件急轉(zhuǎn)直下的變化起到了推波助瀾的作用，新媒體成為群體性事件惡化升級的“助推器”。 群體性事件發(fā)生后，面對陣陣襲來的輿論風暴，本應承擔起引導重任的政府部門卻顯得有些慌亂，有意封鎖消息、刻意回避媒體，主動放棄了輿論引導的主陣地和主導權(quán)，致使謠言傳播，人們躁動不安的情緒相互感染，本應遏制在萌芽狀態(tài)的一些小的矛盾糾紛最終演化成為一起起打砸搶燒的群體性事件。 群體性事件的輿論引導研究，就是著眼于這樣一個時代背景而提出的重大課題。該項研究的目的在于，如何更好的發(fā)揮輿論引導溝通意見、利益協(xié)調(diào)的作用，彰顯它思想安撫、心理救助的功能，化對抗為對話，變無序為有序，使已經(jīng)脫軌的社會秩序盡快恢復常態(tài)，使緊張對立的社會局面早日得以平息。遵循這樣的指導思想，本文按照以下思路鋪陳展開：以大量案例為基礎，從正反兩方面總結(jié)群體性事件輿論引導的經(jīng)驗教訓；對這些經(jīng)驗教訓進行概括凝練，探索出群體性事件輿論引導的客觀規(guī)律；以上述規(guī)律為指導，建立健全群體性事件輿論引導的制度體系，為這一工作的有效開展提供更多切實可行的路徑選擇。 論文由導論、正文、結(jié)語三部分構(gòu)成。導論部分主要包括選題背景、選題意義、文獻綜述、寫作思路與研究方法、創(chuàng)新點和不足之處等內(nèi)容。正文部分共分五章，是論文的主體，主要內(nèi)容如下： 第一章，簡要介紹群體性事件輿論引導的基礎理論。什么是群體性事件的輿論引導？誰來引導？引導誰？通過什么來引導？面臨什么樣的環(huán)境變化？應該堅持什么樣的理念、目標和原則？這是本章所要回答的核心問題。了解和掌握這些基礎理論是我們做好輿論引導工作的必要前提。 第二章，深入探討群體性事件輿論引導的價值意蘊。群體性事件的輿論引導有利于為經(jīng)濟建設創(chuàng)建一個和諧穩(wěn)定的社會環(huán)境，有利于增強和提高黨的執(zhí)政能力，有利于傳播社會主義核心價值觀，對群體性事件輿論引導的價值進行深入探討對于我們正確認識輿論引導的地位、作用及其緊迫性有著長遠的指導意義。 第三章，概括總結(jié)群體性事件輿論引導的經(jīng)驗教訓。在群體性事件處置的長期實踐中，黨和政府在輿論引導方面積累了不少經(jīng)驗，也留下了很多血的教訓。對這些經(jīng)驗教訓進行概括總結(jié)，有利于我們少走彎路，避免類似悲劇的再次發(fā)生。 第四章，探索群體性事件輿論引導的客觀規(guī)律。群體性事件的輿論引導不是一種盲目行為，必須遵循一定的客觀規(guī)律：適應超越律、多向互動律、內(nèi)化外化律、協(xié)調(diào)控制律。只有遵循以上規(guī)律，群體性事件的輿論引導才會跳脫隨意化的狀態(tài)，取得事半功倍的效果。 第五章，建立健全群體性事件輿論引導的制度體系。建立健全信息匯集分析制度、應急信息發(fā)布制度、領導責任追究制度、社會自我調(diào)節(jié)制度、媒體對外傳播制度，筑牢應對群體性事件的多重防線，有利于實現(xiàn)輿論引導的制度化和規(guī)范化，最大程度地發(fā)揮它的效用。 結(jié)語部分闡述了從事群體性事件輿論引導研究的幾點體會，并且指出該項研究未來的發(fā)展方向。
[Abstract]:At present , China is in a sharp social transformation period , profound changes in the economic system , profound changes in the social structure , profound changes in the interests pattern , profound changes in ideology and ideology , and the accelerated evolution of social differentiation .

The thesis consists of three parts : introduction , text and conclusion . The introductory part mainly includes the background of topic selection , the significance of choosing topics , the literature review , the thinking of writing and the methods of research , innovation points and deficiencies .

Chapter 1 briefly introduces the basic theory of mass event public opinion guidance . What is the guidance of public opinion of mass events ? Who will guide ? Who will guide ? What kind of environment change should we adhere to ? What kind of ideas , goals and principles should be adhered to ? This is the core problem to be answered in this chapter . It is necessary to understand and master these basic theories .

In the second chapter , we deeply explore the value implication of mass event public opinion guidance . The public opinion guidance of mass events is conducive to the creation of a harmonious and stable social environment for economic construction , which is conducive to the enhancement and enhancement of the Party ' s ruling ability , conducive to the dissemination of socialist core values , and in - depth discussion on the value of public opinion guidance in mass incidents . It has a long - term guiding significance to the correct understanding of the position , role and urgency of public opinion guidance .

The third chapter summarizes the experience and lessons of mass event public opinion guidance . In the long - term practice of mass event disposal , the party and the government have accumulated a lot of experience in the guidance of public opinion , and also left a lot of lessons .
