【摘要】： 公安機(jī)關(guān)的權(quán)力是人民賦予的,應(yīng)當(dāng)向人民公開而不能搞神秘化。因此,可以將警務(wù)公開的實(shí)質(zhì)認(rèn)定為權(quán)力的公開。警務(wù)公開是警民間消除矛盾、互相溝通的橋梁;成為公權(quán)公用、公平公正的象征,成為推行警令、刑事執(zhí)法、行政執(zhí)法、行政管理社會(huì)的必經(jīng)程序;是將權(quán)力運(yùn)作透明化,將知情權(quán)、決定權(quán)、監(jiān)督權(quán)交給群眾的重大舉措。本文中,筆者力求從警務(wù)實(shí)戰(zhàn)的角度出發(fā)探尋警務(wù)公開的必要性和必然性,系統(tǒng)的提出、詳盡的闡述警務(wù)公開工作應(yīng)遵循的基本理論、基本原則、基本方式、基本途徑,總結(jié)警務(wù)公開的特征、規(guī)律,大膽構(gòu)想警務(wù)公開工作的基本框架和構(gòu)件并提出進(jìn)一步完善警務(wù)公開的應(yīng)對(duì)之策,以指導(dǎo)公安機(jī)關(guān)嚴(yán)密、規(guī)范地操作警務(wù)公開工作。
[Abstract]:The power of the public security organs is conferred by the people and should be made public to the people and not mysterious.Therefore, the essence of policing openness can be regarded as power disclosure.Public policing is a bridge for the police to eliminate contradictions and communicate with each other; a symbol of public power, fairness and justice; a necessary procedure for the implementation of police orders, criminal law enforcement, administrative law enforcement, and administrative management of society; and transparency of the operation of power.The right to know, the right to make decisions, the power of supervision to the masses of major initiatives.In this paper, the author tries hard to explore the necessity and inevitability of the police service openness from the angle of the actual combat of the police affairs, puts forward systematically, elaborates in detail the basic theory, the basic principle, the basic way, the basic way which the police affairs open work should follow,This paper sums up the characteristics and laws of the police service openness, boldly conceive the basic framework and components of the police service openness work, and puts forward some countermeasures to further perfect the police service openness, so as to guide the public security organs to operate the policing openness work in a strict and standardized manner.
