【摘要】： 互聯(lián)網(wǎng)安全管理是公安機(jī)關(guān)的一項新型警務(wù)活動。我們目前實行的是一種以網(wǎng)站提供單位為管理對象的“單位管理模式”，但隨著互聯(lián)網(wǎng)的高速發(fā)展和網(wǎng)絡(luò)功能的大幅拓展，這一模式之下的公安機(jī)關(guān)的管理幅度、管理職能及管理理念等均受到了極大的沖擊，難以避免的出現(xiàn)管理邊界模糊、角色定位失衡、網(wǎng)上民眾邊緣化等弊端，加劇了互聯(lián)網(wǎng)上病毒與有害信息的傳播及涉網(wǎng)違法犯罪案件的上升，也致使網(wǎng)上警民關(guān)系的緊張和警力資源的嚴(yán)重不足。這便要求我們對現(xiàn)行的管理模式進(jìn)行全面的審視和反思，從中發(fā)現(xiàn)問題的癥結(jié)，并積極開拓新視角、借鑒新理念，，構(gòu)建一個有效的互聯(lián)網(wǎng)安全管理新模式。 為此，本文運(yùn)用數(shù)據(jù)統(tǒng)計、實證調(diào)查等研究方法，在對現(xiàn)行管理模式的產(chǎn)生背景、面臨的沖擊、出現(xiàn)的問題進(jìn)行剖析的基礎(chǔ)之上，引入了虛擬社區(qū)概念，并對互聯(lián)網(wǎng)空間作了具體的分類與分析，從而認(rèn)定互聯(lián)網(wǎng)安全管理的主陣地應(yīng)是互聯(lián)網(wǎng)上的虛擬社區(qū)，同時理出了原有管理模式偏離互聯(lián)網(wǎng)的內(nèi)在構(gòu)架、斷裂與傳統(tǒng)警務(wù)的聯(lián)系這一根本所在。立足于此，本文從實踐環(huán)境、構(gòu)成要素、成員意識、組織形式等方面對虛擬社區(qū)與現(xiàn)實社區(qū)作了詳盡的比較，揭示出兩者之間明顯的相近或相通性，因而選擇較為成熟的社區(qū)警務(wù)理論作為互聯(lián)網(wǎng)安全管理的理論依據(jù)，來嘗試構(gòu)建一種著眼于虛擬社區(qū)、依托于社會公眾和網(wǎng)絡(luò)技術(shù)的互聯(lián)網(wǎng)安全管理模式，即虛擬社區(qū)警務(wù)。繼之，本文在確立虛擬社區(qū)警務(wù)的基本原則與核心思想的前提下，闡述了虛擬社區(qū)警務(wù)的基本任務(wù)、運(yùn)作方式與工作內(nèi)容，從組織、制度、技術(shù)、宣傳、服務(wù)、信息資源等六個層面確定落實虛擬社區(qū)警務(wù)的具體措施，并強(qiáng)調(diào)了應(yīng)把握的主要環(huán)節(jié)，即確立警務(wù)理念、塑造新型警民關(guān)系、有效配置警力、培育和發(fā)展虛擬社區(qū)、實現(xiàn)虛擬社區(qū)組織化、建立警務(wù)機(jī)制、加強(qiáng)社會協(xié)作等。在文章的最后，作者結(jié)合自身的工作經(jīng)驗，依據(jù)當(dāng)前浙江省互聯(lián)網(wǎng)安全管理的基礎(chǔ)條件及金華市虛擬社區(qū)警務(wù)探索實踐，從可行性和有效性兩個角度對虛擬社區(qū)警務(wù)的實踐性進(jìn)行了分析。
[Abstract]:Internet security management is a new police activity of public security organs.What we are currently implementing is a kind of "unit management mode", which aims at providing units on websites. However, with the rapid development of the Internet and the substantial expansion of network functions, the management range of the public security organs under this model has been greatly expanded.The management function and management concept have been greatly impacted, which inevitably lead to the blur of the management boundary, the imbalance of the role orientation, the marginalization of the people on the Internet and so on.It intensifies the spread of viruses and harmful information on the Internet and the rise of crimes related to the Internet, which also leads to the tension of the relationship between the police and the people on the Internet and the serious shortage of police resources.This requires us to comprehensively examine and reflect on the current management model, find out the crux of the problem, and actively open up a new perspective, learn from new ideas, and build an effective new model of Internet security management.Therefore, this paper introduces the concept of virtual community on the basis of analyzing the background, impact and problems of the current management model by using data statistics, empirical investigation and other research methods.It also makes a specific classification and analysis of the Internet space, so as to determine that the main position of Internet security management should be the virtual community on the Internet, and at the same time, the original management mode deviates from the internal framework of the Internet.Break the connection with the traditional police this one fundamental place.Based on this, this paper makes a detailed comparison between the virtual community and the real community from the aspects of practice environment, constituent elements, member consciousness, organization form and so on, and reveals the obvious similarity or interrelatedness between the two.Therefore, the more mature community policing theory is chosen as the theoretical basis of Internet security management, to try to build a kind of Internet security management mode which focuses on virtual community and relies on social public and network technology, namely virtual community policing.Secondly, on the premise of establishing the basic principles and core ideas of virtual community policing, this paper expounds the basic task, operation mode and work content of virtual community policing, including organization, system, technology, propaganda, service, etc.Information resources and other six levels determine the specific measures to implement the policing of virtual communities, and emphasize the main links that should be grasped, that is, to establish the concept of policing, to shape a new relationship between the police and the people, to effectively deploy the police force, and to cultivate and develop virtual communities.Realize virtual community organization, establish police service mechanism, strengthen social cooperation and so on.At the end of the article, the author combines his own work experience, according to the current Zhejiang Province Internet security management basic conditions and Jinhua virtual community policing exploration practice,This paper analyzes the practicability of virtual community policing from the perspectives of feasibility and effectiveness.
