【摘要】： 近年來(lái),我國(guó)大型社會(huì)活動(dòng)規(guī)模不斷擴(kuò)大,數(shù)量逐年提高,而相應(yīng)的法律制度、管理體系、人們的安全意識(shí),以及針對(duì)大型活動(dòng)的安全研究未能跟上發(fā)展的要求,從而使活動(dòng)風(fēng)險(xiǎn)相應(yīng)增加;而有效的風(fēng)險(xiǎn)管理是建立在對(duì)各種具體風(fēng)險(xiǎn)的充分認(rèn)識(shí)的基礎(chǔ)之上的,因而認(rèn)識(shí)各種風(fēng)險(xiǎn)了解其產(chǎn)生的原因和可能導(dǎo)致的后果,對(duì)實(shí)施有效的風(fēng)險(xiǎn)管理具有基礎(chǔ)性的作用,加強(qiáng)大型活動(dòng)安全研究成為迫切所需的工作。本論文將風(fēng)險(xiǎn)評(píng)估理論引入到大型活動(dòng)安全風(fēng)險(xiǎn)評(píng)價(jià)中,對(duì)大型活動(dòng)的主要風(fēng)險(xiǎn)、風(fēng)險(xiǎn)因素、風(fēng)險(xiǎn)評(píng)價(jià)模型、風(fēng)險(xiǎn)控制措施進(jìn)行了研究。 本文首先對(duì)大型社會(huì)活動(dòng)自身性質(zhì)進(jìn)行研究,概括了大型活動(dòng)的定義、分類及特點(diǎn),闡述了大型社會(huì)活動(dòng)的安全目標(biāo)。對(duì)其風(fēng)險(xiǎn)評(píng)價(jià)方法進(jìn)行了選擇,介紹并比較了大型活動(dòng)評(píng)價(jià)常用理論。對(duì)大型社會(huì)活動(dòng)近年來(lái)的主要事故風(fēng)險(xiǎn)發(fā)生頻率和后果進(jìn)行了分析統(tǒng)計(jì),歸納出四種主要風(fēng)險(xiǎn)類型,并在此基礎(chǔ)上,從環(huán)境、人、管理、設(shè)備設(shè)施等放方面出發(fā),深入分析具體的風(fēng)險(xiǎn)因素。 結(jié)合中國(guó)的實(shí)際情況,本文建立了包括自然因素、人的因素、設(shè)備設(shè)施、管理因素等4個(gè)一級(jí)指標(biāo),10個(gè)二級(jí)指標(biāo),28個(gè)三級(jí)指標(biāo)的大型社會(huì)活動(dòng)評(píng)價(jià)指標(biāo)體系;并應(yīng)用層次分析、模糊評(píng)價(jià)方法建立了大型活動(dòng)安全評(píng)價(jià)體系。 本論文的開(kāi)展對(duì)于大型活動(dòng)風(fēng)險(xiǎn)評(píng)估、控制、管理提供了依據(jù),對(duì)大型活動(dòng)的事故預(yù)防、應(yīng)急處理和控制具有借鑒和參考價(jià)值。
[Abstract]:In recent years , the scale of large - scale social activities in our country has been constantly expanding , the number is increasing year by year , and the corresponding legal system , management system , people ' s safety consciousness , and the security research aiming at large - scale activities have not kept up with the development requirement , so that the risk of activity is increased correspondingly ; and the effective risk management is based on the full understanding of the specific risks . Therefore , the risk assessment theory is introduced into the evaluation of large - scale activities safety risk , and the main risks , risk factors , risk evaluation models and risk control measures of large - scale activities are studied .



This paper first studies the nature of large - scale social activities , summarizes the definition , classification and characteristics of large - scale activities , expounds the security objectives of large - scale social activities , analyzes the risk evaluation methods , introduces and compares the common theories of large - scale activity evaluation , analyzes the frequency and consequence of major accident risks in recent years , sums up the four main types of risk , and analyzes the specific risk factors from aspects of environment , man , management and equipment facilities .



Combined with the actual situation of China , this paper sets up a large - scale social activity evaluation index system including natural factors , human factors , equipment facilities , management factors and so on , and establishes a large - scale activity safety evaluation system by using analytic hierarchy analysis and fuzzy evaluation method .



This paper provides a basis for large - scale activity risk assessment , control and management , which can be used for reference and reference for accident prevention , emergency treatment and control of large - scale activities .
