新時期公安管理改革路徑研究

【摘要】:改革開放以來,政府行為的重心轉向經濟建設,公安機關的工作重心也轉向為經濟保駕護航。黨的十六大確立了經濟上全面建設小康社會,政治上建立行為規(guī)范、運轉協調、公正透明、廉潔高效的行政管理體制的基本方針,指明了國家今后一段時間內的發(fā)展方向。公安部以打造符合新時期的新型公安組織,服務于全面建設小康社會為歷史使命,于2003年3月提出了“貫徹十六大,全面建小康,公安怎么辦”的重大命題。 建國后,公安機關進行過許多有益的探索,特別是近年來,各地公安機關不斷引入管理學領域的作法和制度,有的效果良好,有的差強人意,有的有違初衷。改革結果的不確定性困擾著決策者,之所以出現這種情況,是由于未能把握好改革的起點和終點,即公安管理改革的立足點和著眼點所致。筆者認為,現階段我國公安管理改革的著眼點是建立民主、高效、廉潔的公安組織,立足點則有兩點:一是借鑒的管理理論要和公安實踐相結合,二是選擇的管理模式要和我國的發(fā)展階段相適應。西方國家“官僚制過度”,而我國則“官僚制不足”;西方國家警務方面“現代化過度”,而我國“現代化不足”,這些都是國情,公安管理改革一定要給予正確認識和對待。 長期以來,公安組織以效率為主要目標取向,忽略了民主、廉潔目標,與簡政放權,打造有限政府的時代潮流不符,接下來的改革應凸現民主與廉潔目標,甚至不惜以降低效率為必要代價。公安管理改革的關鍵在于對警察權的設置,要實現民主目標,就要對警察權進行分權和限權,變管制警務為服務警務。要實現高效目標,就要實行省級以下垂直體制,增加警力,合理配置警力,開展電子警務和預防警務。要實現廉潔目標,應該削減警察權力,加強外部監(jiān)督,實現警務公開,,保障經費投入。
[Abstract]:Since the reform and opening up, the focus of government behavior has shifted to economic construction, and the focus of public security organs has also shifted to the protection of the economy.The 16th National Congress of the Communist Party of China established the basic policy of establishing a well-to-do society in an all-round way, a well-to-do society in politics, and a system of administrative management that is fair and transparent, fair and transparent, clean and efficient, and pointed out the development direction of the country for a period of time in the future.In order to build a new type of public security organization in line with the new period and serve the historical mission of building a well-off society in an all-round way, the Ministry of Public Security put forward the important proposition of "carrying out the 16th National Congress of the Communist Party of China, building a well-off society in an all-round way, and how to do the public security" inAfter the founding of the people's Republic of China, the public security organs have carried out many useful explorations, especially in recent years, when the public security organs in various places have been introducing the practices and systems in the field of management, some of them have had good results, some have not been satisfactory, and some have violated their original intention.The uncertainty of the reform results puzzles the decision makers. The reason for this is the failure to grasp the starting point and the end point of the reform, that is, the foothold and the starting point of the public security management reform.The author believes that at the present stage, the focus of the reform of public security management in China is to establish a democratic, efficient and clean public security organization, with two standing points: first, the management theory to be used for reference should be combined with the practice of public security.Second, the selected management model should be adapted to the development stage of our country."excessive bureaucracy" in western countries, "insufficient bureaucracy" in China, "excessive modernization" in policing in western countries, and "insufficient modernization" in China are all national conditions, and the reform of public security management must be correctly understood and treated.For a long time, public security organizations have taken efficiency as their main goal, ignoring the goals of democracy and integrity, which are incompatible with the trend of streamlining government and establishing a limited government. The following reforms should highlight the goals of democracy and integrity.Even at the expense of inefficiency.The key to the reform of public security management lies in the establishment of police power. In order to realize the goal of democracy, it is necessary to decentralize and restrict the police power and change the control of policing into service policing.To achieve the goal of high efficiency, it is necessary to carry out vertical system below provincial level, increase police force, allocate police force reasonably, carry out electronic policing and preventive policing.In order to achieve the goal of honesty, we should reduce the police power, strengthen the external supervision, realize the public policing, and ensure the investment of funds.
