【摘要】：建國以來 ,公安計財裝備建設(shè)取得了很大的成就 :在全國范圍內(nèi)建立了布局合理、功能完備、符合實戰(zhàn)要求的公安技術(shù)裝備體系 ;確立了符合事權(quán)與財權(quán)相統(tǒng)一原則的公安經(jīng)費保障機制建設(shè)方向 ;建立了一整套行之有效的公安業(yè)務(wù)費管理制度 ,進而不斷提高了經(jīng)費管理水平 ;建立了全國公安機關(guān)計劃財務(wù)裝備組織機構(gòu)體系 ,培養(yǎng)了一支有素質(zhì)、懂業(yè)務(wù)的計財裝備專業(yè)隊伍 ;初步開展了對公安警務(wù)保障理論的研究 ,填補了公安理論研究領(lǐng)域的空白。
[Abstract]:Since the founding of the people's Republic of China, great achievements have been made in the construction of financial equipment for public security: the system of technical equipment of public security has been established in the whole country with reasonable layout, complete function and accord with the requirements of actual combat; It establishes the construction direction of the public security funds guarantee mechanism in conformity with the unity principle of the power of affairs and the financial power, establishes a set of effective management system of the public security business expenses, and improves the level of the funds management continuously.
